Mohna: Hullo this Manmohan Singh.... congratulations on this superb victory..... you've done the Country proud!

Dhoni: Thank you Sir..... your presence at Mohali was a morale booster!

Mohna: Do you have a minute or two???

Dhoni: Sir it is an honour to talk to you.... I have all the time for you Sir!

Mohna: You recall some time back your house was stoned...... how did you manage this claw back..... because today the same people who stoned your home are showering petals at your gate!

Dhoni: Sir it hurt at that time...... my personal opinion is we Indians idolize and vilify very easily and very fast! But Sir did not know you were so concerned about my house getting stoned!!!

Mohna: I am concerned about such events..... but I asked you this question because had there not been my Security cover I'm sure the Aam Admi would have stoned my home...... chalo I know the Security is preventing this...... but what I'd like to know is how did you manage this claw back????

Dhoni: Sir practice.....

I ask this question because 'I Captain Seniors' too!!!

Dhoni: Give them their due respect but do not accede your space!! You can address them as Sir or add Ji to their name but in now way should you show 'deference'!!

Mohna: You know I called Pranab Sir and he crinkled his nose....... then I addressed him as Pranab JI and he told someone I was sucking up to him..... and when I called him Pranab he gave me mortally hurt look!!!

Sonia calls Yuvraj's Mom Shabnam

Sonia: Congratulations on Yuvraj's performance in the World Cup. I feel congrats are due to the 'hand that rocks the cradle'.

Shabnam: Thank you ji..... what an honour ji....... I'm going to tell everyone that Madam Ji called me to congratulate me...

Sonia: No .... no..... okay..... just tell them I called to congratulate you, because I want to talk to you Mother to Mother..... my son is Yuvraj of the Congress and your son has now been crowned the Yuvraj of the Indian Team. I understand after his bad patch Yuvraj had gone into depression.... as a Mom what did you do????
Shabnam: Ji I took help from my Guruji and also some Homeopathic medicines. Guruji used to give Yuvraj pep talks regularly.

Sonia: Me Guruji is in Rome and he does not make personal calls. Though if I get MEA to do something as an exception he may make one or two calls to Rahul. What homeopathic medicines????

Shabnam: My homeopath just gives me the pill and liquid bottles marked with 'Depression- Yuvraj- dosage'. Why is Rahul in depression..... I saw him on TV the other day and he looked very happy ji????

Sonia: Like Yuvraj went through a bad patch Rahul too has been going through a bad patch!!! Prior to flying to Chandigarh for the match Rahul had gone to the Dentist and I think the happiness was Nitrous Oxide generated!! He's sad sad..... Oh! So sad!!

Shabnam: Yuvraj got a pep up when I cooked Rajma Chawal for him ji..... should I make Rajma Chawal and send it for Rahul Madam Ji?????

Sonia: No .... no...... he's more into fusion food..... he's not the Rajma Chawal type..... his Rajma Chawal is risotto with chilly beans!! I heard you mentioning Band Bajah Baarat on TV...... how did you get Yuvaraj to get hitched!!

Shabnam: He's still not ready ji and I said this just to put pressure on him!!! What about Rahul ji????
Sonia: I'm worried.... the other day I even game him an ultimatum.... no effect! Whenever I bring up marriage Rahul starts blowing air to show his resentment!!

Shabnam: Some time back I used to get hyper thinking..... Yuvaraj is not getting married..... hope he's normal....... I saw Dostana and just went hyper............ the song ' munda doli chadiya (boy sat in the Doli)' rang in my ears all the time.....one day I mustered courage and spoke to him ji and he said ... Mom are you blind don't you see me going around with girls .... he said that he was not funny... no ....no... what is that word ji....... yes....... he said Mama I'm not a queer???? I heaved a sigh of relief ji. Now I'm only worried that he does not choose a filmy girl ji!!

Sonia: I've got no problem whatsoever...... in fact our family could do with someone filmy...... would come handy while electioneering!! Really this boy's bachpana is worrying me!!!

Shabnam: Yuvraj too has a lot of bachpana!! Just ensure that he does not play games on his phone and if he's got one of those TV playing games (Play Station) in his room remove it!!! Also you should instruct his staff not to serve him milk..... give him black coffee!!!! Madam Ji he will come out of it!!!

Sonia: When .... God when?????? I'm worried sick!!!

Shabnam: I used to get a good head massage to relieve me of my tensions......Big B does the ad for this oil...... Madam Ji why worry..... look at the positive side..... you also have a daughter and she's already made you a Grandmother......whereas if Yuvraj does not get married I will not be a Grandmother...... just see my plight!!! If your son does not make it in politics your daughter can take his place!!! In my case I do not have a daughter and even if I had one she could not replace Yuvraj in cricket..... my plight's worse than yours.....so do not worry!!!!

Sonia: Who asked you for your two pence....... my daughter can replace my son in politics..... bah!! Phone rakh....... don't waste my time with this useless chitchatting!!

BHEL's net profit Rs.4311 crore in 2009-10
The Bharat Heavy Electricals Limited (BHEL) of which Chairman and Managing Director (CMD) is B.P. Rao has posted a provisional net profit of Rs 6,021 crore for the year 2010-11. This was stated by B.P. Rao while talking to news people in Delhi on April 4, 2011. According to Rao it is 40 per cent more than the net profit posted in the year. 2009-10. He further said BHEL completed another successful year, which saw private as well as public sector utilities and other customers reposing confidence in the company's capabilities.Earnings Per Share (EPS) stood at Rs.123 - an increase of 40% over that of 2009-10,said BHEL's CMD adding that net asset value (NAV) per share stood at Rs.411, reflecting the intrinsic strength of the company.

Wikileaks Debate

The motion that India has become a nation of spies and anti-national debauches, is per se unfounded. The Wikileaks cables are only a secondary source of information based on inputs given by the American ambassadors (to India and other countries impacted by the on-line onslaught) to their American masters. No wonder, the WIC forum could also be one of the feedback sources to American diplomats. No exaggeration, this!

This is not to discount the Wikileaks revelations for want of proofs. Such briefs are invariably based on intelligence inputs and direct conversations with the high profile Indians who, like 'emotional fools', take pride in getting invited and gifted with freebies by US diplomats. The Indians should have been extremely discreet during interactions with the foreigners and while retailing gossips to them. The Wikileaks is a wake-up call for the Indian politicos, civil servants, journos and, last, but not the least, the career diplomats. It is shameful to call them spies and debauches. They are ordinary human beings with usual frailties.

As for the measures, the first step for the MEA is to revamp its mindset in tune with the present multi-polar world. Let the MEA (Read as PMO) jettison its slavish mentality vis-a-vis the US Admn. Let the Dr Manmohan Singh think like Indira Gandhi . The Indian diplomats also need to be extremely discreet while interacting with their US counterparts in India and abroad. Let them re-visit Chanakya and refresh their knowledge about his pearls of wisdom on statecraft. Let them serve their country's interests rather than be unduly enamoured of US Administration. Let Dr Manmohan Singh take the lead and behave like the PM of a great country instead of offering to resign, as he did before the Parliament in the wake of the Wikileaks ! Let him bid good bye to his Look 10 Janpath policy and learn to work independently without bias in favour of the US Admn. The nation has already suffered enough humiliation due to Wikileaks expose. Not, any more!

Chandra Shekhar should continue till he is 65. He is the best Cabinet Secretary ever. Like Sachin Tendulkar, perfect in work and popular among all. When teachers, doctors, surgeons, judges etc retire at 65, what is wrong with the health of the civil servants that they tire out at 60. Cabinet Secy should retire at 65, and if possible so should all civil servants.

Congratulations for being a world cup HERO and running a very informative and effective and useful site for government employee and for all other Indians.

Indian railway and Indian army along with CGHS are really trying to give best treatment to their serving & retired employees. This is to be mentioned here that the health set up in Railways is health unit, sub div or div hospitals (secondary) and central hospital (tertiary) .Normally the health units are placed at remote locations and the employees are getting hardship in getting treatment at such places. Diagnostic tests lab/x-ray/ultra sound etc. started in the year 2005(appx.) but there is limited /insufficient power given for this purpose to the treating medical officer along with other restrictions due to that the beneficiaries are not diagnosed, treated taken care of & satisfied. Due to this the purpose is defeated and there are lots of complaints and resentments take place. keeping in view the health of the employees (serving/retired ),awareness in the public and requirement of time the facilities at health units are required to be upgraded and strengthened and the poorest and most needy persons will be helped.

CBDT & CBEC best promotion opportunities

CBDT & CBEC have largest numbers of posts in HAG and each direct Gr A officers rises upto that level. Govt. is planning further restructuring of the cadre inspite sixth pay commission have been implemented recently. Will the Government motivate CBDT & CBEC officers to help public in resolving their tax problems without harassing. First let the cases of AY 2010-11 be completed immediately as new FY has started. Government or CBDT to take action accordingly and reward the officers and officials whose work for last Financial year is over in assessment.

Hope wisdom dawns on CBEC

There are many parliamentary committee reports and parliament questions about acute stagnation in CBEC Group B & Group C cadres. Many Group C officers are retiring with only one promotion and to revitalise the frustrated staff the cadre restructuring proposed 4000 posts of group A posts which were kept as low as 800 till date. The board's biased approach towards appraisers in promotion matters resulted in unending litigation in courts on which even apex court expressed disgust on many occasions. Hope wisdom dawns on CBEC at least now after decades of inefficient administration

TAIL-PIECE

An Indian tourist walks into a curio shop in San Francisco.

Looking around at the exotica, he notices a very lifelike,

Life-sized bronze statue of a rat. It has no price tag,

But is so striking he decides he must have it.

He takes it to the owner: "How much for the bronze rat?"

"Twelve dollars for the rat, one hundred dollars for the

Story," says the owner.

The tourist gives the man twelve dollars.

"I'll just take the rat,you can keep the story."

As he walks down the street carrying his bronze rat,

He notices that a few real rats crawl out of the alleys

And sewers and begin following him down the street.

This is disconcerting; he begins walking faster.

But within a couple blocks, the herd of rats behind

Him grows to hundreds, and they begin squealing.

He begins to trot toward the Bay, looking around to see

That the rats now numbered in the MILLIONS, and are still

Squealing and coming toward him faster and faster.

Concerned, even scared, he runs to the edge of the Bay

And throws the bronze rat as far out into the Bay as he

Can. Amazingly, the millions of rats all jump into the Bay

After it, and are all drowned.

The man walks back to the curio shop.

"Ah ha," says the owner, "You have come back for the Story?"

"No," says the man, "I came back to see if you have a a statue of a Corrupt Indian politician in bronze!!

Opinion of PIO

The Appellant had sought the opinion of the PIO on pay revision of an official. He raised queries such as whether fixation of pay is correct as per CCS (RP) Rules, 2008 and which rules of CCS (RP) would be applicable etc. The CIC noted that there was nothing on record and the PIO has given his own interpretation of how the pay revision should
occur. A warning was issued by the CIC to the PIO holding that this is an error on his part since he is not expected to create a record.

Comments

In the definition of "Information" under section 2(f) of the Act, the term 'opinions' and 'advises' means those opinions and advises which are available on the record. The PIO should give what is the matter of record and not give his own opinion.
