WHY PEOPLE ARE LOSING INTEREST IN DEFENCE SERVICES ?

Despite several measures, including increasing the intake of Short Service Commission (SSC) officers to meet the shortfall, the Indian armed forces are facing a shortage of 15,004 officers which includes around 12,349 in the Army, 1,818 in the Navy and 837 in the Air Force besides the shortage of pilots in the Air Force which is about 426.


The above scenario has generated a question before the nation that Are people losing interest in defence services these days ? And if so - what could be the reason. Whispersinthecorridors.com recently conducted a survey in this context


And the conclusion was that there has been a gradual decline in patriotism post independence due to increase in materialism and lack of any commonly percieved strong external threat.

The other reasons behind the youth losing interest in defence services, according to the respondents, are - not so attractive pay packet, frequent transfers, increasing craze for Engineering, Medical and other lucrative careers, lack of glamour in Military jobs etc.

With their changing mindsets and lifestyles, the youth today have turned less adventurous and more materialistic, say respondents adding, "they have unbridled cravings for lucrative, armed chair and easy going BPO jobs".

Though the government has - to attract youth to defence services - taken several steps such as - All officers, including those in the Short Service Commission (SSC), are now eligible to hold substantive rank of Captain, Major and Lieutenant Colonel after two, six and 13 years of reckonable service respectively and increasing the tenure of SSC officers from 10 to 14 years to motivate the youth to make armed forces a preferable career option, they have been of little help giving vent to the feeling that concrete measures be taken to check the waning interest of youth in Defence services.

Pakistan : DG FIA resigns

USA wants all countries to lose their culture !

As is obvious from recent events (wikileaks), the USA is trying to control India's economic, nuclear and political policies. It is also trying to control morals and behaviour. The rich and famous, the industrialists, the powerful in government and judiciary and media barons in India are spreading the message of freedom in India. This freedom is that of "free" sex, which is the USA's unique contribution to the rest of the world (along with the spread of AIDS). The casualties will be family, children and marriage. The outcome will be increasing rates of diseases, divorce, promiscuity and a morally weak nation. Is it because the USA wants all countries to lose their culture and emulate them? Yes, so that the ills that plague them become the ills of all countries and no country ever overtakes them.

Cabinet Secretary

The current Cabinet Secretary has been great for the IAS (probably the most pro-IAS Cab Sec to hold that position). While the IAS would love to keep him going on for ever, the same cannot be said for other services and experts from outside the civil services. We should not forget that the current Cab Sec has presided over the appointment fiasco of the previous CVC and could not manage the bureaucracy and the 2G scam. He has also presided over a most one sided and pro-IAS pay commission. We need to replace the Cabinet Secretary with a real management expert who use the principle of meritocracy for appointments from across the civil services and experts and not just from the IAS Raj.

Appointment of consultants by Ministries against DOP&T instructions

As per rule 165 and 168 of General Financial Rules 2005 of GOI , engagement of consultants may be resorted to in situations requiring high quality services for which the Ministry / Department does not have the requisite expertise. Further, before engaging consultant, an advertisement is to be published in the national dailies and the Ministries' web sites detailing the broad scope of work or service, eligibility criteria including past experience etc. At best, 3-4 consultants could be appointed in a ministry. No government servant could be appointed through contract after the age of superannuation of 60 years.

These instructions are being violated with impunity by central government ministries. DOP&T headed by the PM ,is blissfully unaware of violations of its instructions. The Field Operations Division( FOD) of the NSSO under Min of Statistics & Programme Implementations has been misusing its authority by appointing consultants in violation of above rules. Will Dr M S Gill ,the minister for MOS&PI please look into it and punish the guilty.

We all know that most of the politicians and bureaucrats have amassed enormous illegal money so it is natural that they will oppose. My dear Steno D. In 2006 a cadre restructure was approved by Cabinet for you and just before that for Assistants. Those Assistants saw to it that it was implemented. But senior most PS/PPS and Sr.PPS interfered in its implementation and saw to it that no of posts of PPS/Sr.PPS increased and also creation of a new posts of PSOs. An increase in these posts resulted in cut in the posts created for you as a match saving and therefore you have remained where you. are. Now that again Cabinet has approved restructure; though its implementation has started again for promotion of PS to PPS/PA to PS and as far as Gr D to PA is concerned; when it will start nobody knows and even if it starts they a poor Grade D of 1984-85 onwards will be in the Select List from 2010 and thus will become very junior to a UDC of 1993 who is a regular Assistant from 2003. It is better you take it up with Sr.PPS/PPS who are blocking you promotion but when it comes to late sitting; you are aware that only you persons are exposed because you have already put in more than 20-25 years of service.

Lok Pal Bill needs to be drafted keeping in mind the various concerns voiced by the people and be effective enough to nail all public servants within a prescribed time frame.

However, one needs to ask Anna as to how things are going from bad to worse in his own State? Epicentre of all corruption in the State appears to be in Pune, from where he operates! His crusades die in a whimper when it comes to Land scams of Pune. Why? His State has enacted a Transfer Act in 2005, which has only centralised and institutionalised corruption, besides providing a respectable facade to political interventions in Transfer Industry. In some departments, all transfers from Class III upwards are made by Ministers. The Act provides for delegation of powers but reverse appears to be true. Even powers of HODs under the Discipline and Appeals Rules are withdrawn. Under the circumstances, employees make a bee line to the Ministers leaving HOD twiddling their fingers praying to God Almighty for the financial year to end on a scam free note, which, alas, never happens! It's time when Anna saw the logic of conceding that Charity Begins At Home!

Vitriol will not conceal facts

Any amount of vitriol will not conceal facts from a close on looker. I took training as a Corporate Executive at ALTTC and chose another service ahead of BSNL though my CES rank permitted any choice.

With all the bungling at the top, ITSA never raises an audible whimper and is more worried about its continuance as a gazetted service. All revelations are from outside the Deptt. Even if I were an absorbee of BSNL, that only makes me more eligible to criticise ITS as that shows my greater commitment to Organizaton than to my gazetted Status.

Rampant corruption in Telecommunications

Ministry of Information technology and Communications has been with DMK for long and is temporarily with Congress. Rampant corruption in Telecommunications is the talk of the day. Statement of Ratan Tata given to PAC clearly demonstrates how incapable our UPA-II Government is ? Corporate Houses are deciding the ministries and portfolios of the Cabinet of India. We all know, corporate houses has just one aim to maximise profit and whosoever offer them concessions they support him. Let us see whether Mr. Kapil Sibbal is genuinely honest in cleaning the Ministry from loathes of corruption and puts men of integrity and honesty as Heads of BSNL & MTNL to take private operators head on in the telecom field or fall in line with his predecessors.

Opinion of PIO

The Appellant had sought the opinion of the PIO on pay revision of an official. He raised queries such as whether fixation of pay is correct as per CCS (RP) Rules, 2008 and which rules of CCS (RP) would be applicable etc. The CIC noted that there was nothing on record and the PIO has given his own interpretation of how the pay revision should
occur. A warning was issued by the CIC to the PIO holding that this is an error on his part since he is not expected to create a record.

Comments

In the definition of "Information" under section 2(f) of the Act, the term 'opinions' and 'advises' means those opinions and advises which are available on the record. The PIO should give what is the matter of record and not give his own opinion.
