WHY PEOPLE ARE LOSING INTEREST IN DEFENCE SERVICES ?

Despite several measures, including increasing the intake of Short Service Commission (SSC) officers to meet the shortfall, the Indian armed forces are facing a shortage of 15,004 officers which includes around 12,349 in the Army, 1,818 in the Navy and 837 in the Air Force besides the shortage of pilots in the Air Force which is about 426.


The above scenario has generated a question before the nation that Are people losing interest in defence services these days ? And if so - what could be the reason. Whispersinthecorridors.com recently conducted a survey in this context


And the conclusion was that there has been a gradual decline in patriotism post independence due to increase in materialism and lack of any commonly percieved strong external threat.

The other reasons behind the youth losing interest in defence services, according to the respondents, are - not so attractive pay packet, frequent transfers, increasing craze for Engineering, Medical and other lucrative careers, lack of glamour in Military jobs etc.

With their changing mindsets and lifestyles, the youth today have turned less adventurous and more materialistic, say respondents adding, "they have unbridled cravings for lucrative, armed chair and easy going BPO jobs".

Though the government has - to attract youth to defence services - taken several steps such as - All officers, including those in the Short Service Commission (SSC), are now eligible to hold substantive rank of Captain, Major and Lieutenant Colonel after two, six and 13 years of reckonable service respectively and increasing the tenure of SSC officers from 10 to 14 years to motivate the youth to make armed forces a preferable career option, they have been of little help giving vent to the feeling that concrete measures be taken to check the waning interest of youth in Defence services.

Chaudhuri's tenure will come to an end in September 2013.

22 posts of Directors vacant in GoI
As many as 22 posts at the director level are vacant in the Government of India (GoI). The DoPT has consistently been responsive towards the appointment at this level and has sent panels of names of officers to concerned ministries. However, the procedure reaches it's cessation once the panel of names reaches ministries, because they put down the consideration of panels either due to unsatisfactory experience or some other eligibility criterion which results in the disapproval of those proposals.

No relief for PCS officers from LHC

Sibal on cleaning spree !

Good news is that the Minister of Communications Kapil Sibal has started cleaning up the Departments under him. Recently on his insistence for the first time tenure transfer policy has been formulated for Indian Postal Service. The Minister wants fresh talent in the headquarters & to break the coteries of strong vested interests who give him coloured feed back. Now there is widespread worried looks everywhere. The IPOS Officers want to staying on in Delhi & are looking for influence in high corridors to bringing pressure on Minister. All this even before implantation of Policy. Will the Minister bring Discipline? Can he get all vigilance cases managed to be closed in past by influential IPOS re-opened. The IPOS harass only Accounts cadre but have different policy for themselves.

The FOD of MOSPI is a den of corruption. There is no rule of law. All decisions are taken under the discretionary powers of ADG/DDGs (FOD)and on considerations other than merit. There is no transfer policy in place.

I retired from the FOD of MOSPI. As per my information, ADG (FOD) has engaged hundreds of consultants in the FOD by short-circuiting all rules. The matter does not end here. These consultants in order to grab these post-retirement rewards have paid 50% cuts to the big wigs of FOD Hq in Delhi. This latest scam runs into crores of rupees that has exchanged hands under the table. Officers in the MOSPI are party to this racket for decades. There is also a similar racket going on in the FOD in transfer industry to places of choice. Will the Minister Dr M S Gill ask some external agency like the CBI to conduct raids at the FOD Hq and seize all records to get at the truth.

Will DOPT give a serious thought ?

In 1993 Cadre re-structuring was done and on the basis of resultant vacancies, Steno D were promoted on ad-hoc basis from 1993. In 2006 again, cadre restructure was approved by Cabinet but no benefit of any kind given to Poor Steno D due to resultant vacancies from 1993, rather the vacancies were filled by Departmental Exam as well as Open Steno C Exam and no promotion was given to poor Steno D till date and were temporarily promoted as Steno C and many of them are working as Steno C on ad-hoc for more than 17 years but surprisingly not given any regular promotion. If no benefit is given to the most stagnating Steno D (the feeder grade of the CSSS Cadre) for whose welfare lot of hue and cry is made and cadre restructured time and again, but no actual benefit is given to them and the benefit goes to the top level posts or posts are created at the higher level. In the recent cadre restructuring, 625 Steno C posts and 400 Steno D posts are cut to give benefit to top level and to the level of PSO, Sr PPS and PPS but no single regular promotion is given to Steno D which is the actual sufferer.

It appears that senior most PS/PPS and Sr.PPS interfered in its implementation and got a cut in the posts created and made them remain where they are.

Now that again Cabinet has approved restructure; though its implementation has started again for promotion of PS to PPS/PA to PS and as far as Gr D to PA is concerned; when it will start nobody knows and even if it start a poor Grade D of 1984-85 onwards will be put in the Select List from 2010 only instead of 1993 or 2006 at most due to them which will not have any financial involvement as almost all of them have got ACP and are due for third ACP/MACP on completion of 30 years but will become very junior to a UDC of 1993 who is a regular Assistant from 2003 despite having put in more than 20-25 years of service. Will DOPT give a serious thought and actual effort to give them the benefit due to them.

Times now's breaking news incorrect

Times now's breaking news- politicos sent packing by Anna's supporter is incorrect. There are still good politicians in the country such as Sharad Yadav who not only sat next to Anna on April 5 at 1300 hrs but also gave a pin drop silence speech for more than one hour.

Times now is known for supporting a good cause always. But it should highlight that only corrupt politicians are not allowed by Anna. People need to know good politicians.

Opinion of PIO

The Appellant had sought the opinion of the PIO on pay revision of an official. He raised queries such as whether fixation of pay is correct as per CCS (RP) Rules, 2008 and which rules of CCS (RP) would be applicable etc. The CIC noted that there was nothing on record and the PIO has given his own interpretation of how the pay revision should
occur. A warning was issued by the CIC to the PIO holding that this is an error on his part since he is not expected to create a record.

Comments

In the definition of "Information" under section 2(f) of the Act, the term 'opinions' and 'advises' means those opinions and advises which are available on the record. The PIO should give what is the matter of record and not give his own opinion.
