Reality check….. this Bill has to be passed by Parliament!!!!

And by the looks of it back to the Drafting Committee the Draft Bill will be sent!!!

That is because no Neta worth his or her salt wants this Bill to become law!!!!

So when the Bill comes up for discussion in Parliament MPs will find flaw after flaw!!!

And Sarkaar's defense of the Bill will be weak…… fixing will in all probability be done!!!

And for the time by not allowing this Bill become law by Netas the battle will be won!!

The Lokpal Bill is to tackle corruption and Bill should make this clear!!

All other matters....... Lokpal should not go even near!!!

In simple words when it comes to corruption Lokpal is the Superman!!!!

And should not become Supreme Man!!

Knowing that Congress will give in Rahul will sit at Teen Murti on fast demanding that Lokapal Bill be enacted!!!

Carrying cash and entering the country is one thing but when you are minister and get caught there are enough people to defend you. This is what happened with Goa's education minister Atanasio Monserrate, who was detained by the Mumbai Airport Customs on April 1, 2011, for allegedly carrying undeclared currency. But he was soon let off after a call received from the Indian Finance Minister's office. Now Central
Board of Excise and Customs (CBEC) has denied that that any calls were received by the custom officials at Mumbai Airport from the office of any Minister. Sources say the decision was taken entirely as per customs rules.

WHY PEOPLE ARE LOSING INTEREST IN DEFENCE SERVICES ?

Despite several measures, including increasing the intake of Short Service Commission (SSC) officers to meet the shortfall, the Indian armed forces are facing a shortage of 15,004 officers which includes around 12,349 in the Army, 1,818 in the Navy and 837 in the Air Force besides the shortage of pilots in the Air Force which is about 426.


The above scenario has generated a question before the nation that Are people losing interest in defence services these days ? And if so - what could be the reason. Whispersinthecorridors.com recently conducted a survey in this context


And the conclusion was that there has been a gradual decline in patriotism post independence due to increase in materialism and lack of any commonly percieved strong external threat.

The other reasons behind the youth losing interest in defence services, according to the respondents, are - not so attractive pay packet, frequent transfers, increasing craze for Engineering, Medical and other lucrative careers, lack of glamour in Military jobs etc.

With their changing mindsets and lifestyles, the youth today have turned less adventurous and more materialistic, say respondents adding, "they have unbridled cravings for lucrative, armed chair and easy going BPO jobs".

Though the government has - to attract youth to defence services - taken several steps such as - All officers, including those in the Short Service Commission (SSC), are now eligible to hold substantive rank of Captain, Major and Lieutenant Colonel after two, six and 13 years of reckonable service respectively and increasing the tenure of SSC officers from 10 to 14 years to motivate the youth to make armed forces a preferable career option, they have been of little help giving vent to the feeling that concrete measures be taken to check the waning interest of youth in Defence services.

Just received an e-mail, wanted to share with the whispers community.

1. Who is Anna Hazare?

An ex-army man. Fought 1965 Indo-Pak War

2. What's so special about him?

He built a village Ralegaon Siddhi in Ahamad Nagar district, Maharashtra

3. So what?

This village is a self-sustained model village. Energy is produced in the village itself from solar power, biofuel and wind mills.

In 1975, it used to be a poverty clad village. Now it is one of the richest village in India. It has become a model for self-sustained, eco-friendly & harmonic village.

4. Ok,...?

This guy, Anna Hazare was awarded Padma Bhushan and is a known figure for his social activities.

5. Really, what is he fighting for?

He is supporting a cause, the amendment of a law to curb corruption in India.

6. How that can be possible?

He is advocating for a Bill, The Lok Pal Bill (The Citizen Ombudsman Bill), that will form an autonomous authority who will make politicians (ministers), bureaucrats (IAS/IPS) accountable for their deeds.

8. It's an entirely new thing right..?

In 1972, the bill was proposed by then Law minister Mr. Shanti Bhushan. Since then it has been neglected by the politicians and some are trying to change the bill to suit thier theft (corruption).

7. Oh.. He is going on a hunger strike for that whole thing of passing a Bill ! How can that be possible in such a short span of time?

The first thing he is asking for is: the government should come forward and announce that the bill is going to be passed.

Next, they make a joint committee to DRAFT the LOK PAL BILL. 50% goverment participation and 50% public participation. Because you can't trust the government entirely for making such a bill which does not suit them.

8. Fine, What will happen when this bill is passed?

A LokPal will be appointed at the centre. He will have an autonomous charge, say like the Election Commission of India. In each and every state, Lokayukta will be appointed. The job is to bring all alleged party to trial in case of corruptions within 1 year. Within 2 years, the guilty will be punished. Not like, Bofors scam or Bhopal Gas Tragedy case, that has been going for last 25 years without any result.

9. Is he alone? Who else is there in the fight with Anna Hazare?

Baba Ramdev, Ex. IPS Kiran Bedi, Social Activist Swami Agnivesh, RTI activist Arvind Kejriwal and many more.

Prominent personalities like Aamir Khan is supporting his cause.

10. Ok, got it. What can I do?

At least we can spread the message. How?

Putting status message, links, video, changing profile pics.

At least we can support Anna Hazare and the cause for uprooting corruption from India.

At least we can hope that his Hunger Strike does not go in vain.

At least we can pray for his good health.

At least we can take out some time and go to Jantar Mantar, where he is fasting, to show and register our solidarity to the cause for which he is fighting.

Where criminals rule the roost ?

Having belonged to one of the most corrupt departments under Ministry of Defence i.e. department of defence estates where those involved in criminal and vigilance cases are given the charge of vigilance function and having faced every type of harassment and victimisation for blowing whistle on high level corruption , I was always wondering whether I belonged to a Group A service known as IDES or a land mafia (and it is no wonder that my present boss happens to be a person of no less standing than the one being on bail and facing a criminal case on charges of corruption and my junior by several batches ) I wanted to quit the service in the year 2000 but having become useless (inspite of being a CA ) on account of having joined govt service and fighting corruption in the defence estates department I some how continued in the service. Contrary to media reports it is not only the young generation who has rallied behind Anna Hazare there are several officers of our service (IDES ) like many others who may be no longer young but they feel determined to fight corruption with greater vigour. while many consider us as one of the most corrupt departments under Min of Defence because of Adarsh Society case and Kandivli land scam very few know that we have to work under heavy odds and one of our officers has been without salary for almost fifteen months for having blown whistle on corruption but has refused to bow down before the corrupt bosses. Anna Hazare,s fast coming close on the heels of peoples uprising in Arab world is bound to change the shape of things in not so distant future. At a time when most of senior bureaucrats are willing to do do any thing to get a post retirement sinecure , here is a man like Anna Hazare willing to die to get rid the country of cancer of corruption .

Lok Pal Bill

There seems to be mass movement against corruption spearheaded by Anna Hazare. It is not clear why government is not willing to support LOK Pal Bill and does want to notify even for constitution of Committee. Any thing which is in public interest can be notified by the government. This is demand of public and is meant for public. We should not forget the days when Mahatma Gandhi went on hunger strike or fast during British Raj and he got success.

Hazare deserves praise

Anna Hazare has electrified the nation against corruption. Bharat Kumar in his Aaj-ki awaz is right that it is spontaneous movement.I watched the goings on on the first day and today also i spent two hours sitting there watching unending queue of people filing past the barricade close to the stage with veneration in their eyes for the man who while reeling on the pillow acknowledged their support by waving hands. At Jantar Mantar it is a large gathering of people of every hue-young and old individuals by themselves, organizations of all variety-kissan, communists, religious sects. Very touching was the lines of students from different schools some as small as 7-8 year old. Their enthusiasm is seen to be believed. The posters they carried and the slogans they raised were infectious. It made me sad though to think that why our kids have to engage themselves with serious issues like corruption when they should just be in the school learning and playing. But why not? Even for their admission to a good school their parents have to face this menace of corruption. I hope some breakthrough is possible today in this stand off between the Government and Anna's supporters to enable the crusader to end his fast.

Govt seems to have lost

This government seems to have lost it all. Even after four days of outpouring of public sentiment in Anna Hazare movement it could not come out with any coherent response. None of its leaders including the so called 'youth icon' and the one once compared by your forum to 'Gandhi Ji' could come out and address the public sentiment. Govt adopted an ostrich type attitude and was not willing to concede an inch to a sentiment which was echoing into every household of the country. It would be advisable for PM now to resign a live a peaceful life and some real leader should take up the reign of governance in this country otherwise time is not far when we may find ourselves in an anarchical state notwithstanding the much touted 9% growth rate of economy.

Unfortunate

Government of Sonia Gandhi and Dr Manmohan Singh is dragging its feet on the issue of bringing up an effective legislation to root out corruption. They should show some urgency to pass this legislation and not take shelter of procedures etc.

They never talked about such procedures and other niceties while passing the legislation in case of "Office of Profit Bill" since that was done to benefit a few persons from political class including Mrs Sonia Gandhi.

A special session of Parliament should be called to facilitate passing the effective legislation to root out corruption.

It is quite unfortunate that Government actions to shield the corrupt is causing collateral damage to the credibility of even the most honest people in the political class.

Defective tenure transfer policy.

Yes it is true the Minister is intelligent & dynamic & does not get swayed by bureaucrats. But the IPOS know very well how to circumvent the system & Sibal will not come to know. There are following shortcoming-

1. The tenure transfer & allotment of Circle criteria policy is not laid down in case of inspectors of post offices from staff selection commission. In so many cases the IPOS officers has relaxed the condition & adjusted influential Inspectors in home district but those come from poor families are sending to opposite direction. Person from UP send to Tamil Nadu etc. in last so many years large number of inspectors give exam again & join customs. The working condition is very much worse as IPOS harassing them.

2. In tenure transfer policy IPOS have not said anything about deputation. So when officer come from deputation in Delhi he can join the Ministry & again go on deputation come back & join in ministry. They will remain fixed in Delhi. Therefore nexus will not break. How will tenure be counted?

3. This policy has been made to harass only those ones who are not having any influence. Even in service husband wife officers keeping in same place even when they can be posted in some other place. They are telling children in class-IX to XII will be adjusted but when now there is no Board exam in 10th class what is problem in transfer?

4. Why they are not making tenure transfer for Accounts people? I am sorry if Sudeep Jain feels bad but policy should be made for everyone. What is policy for doctors in P&T Diospensary? The IPOS unable to implement any policy because they themselves favour own people.

I wish Sibal very GOOD LUCK. If he is successful the working of post office will improve. IPOS lobby must break.

"Appointment of consultants by Ministries against DOP&T instructions."

As per MOF's instruction No. 14 (14) - E (Coord) 77 dated 25th October, 1977, when a post is sanctioned for a specific purpose in an organizations is diverted for another purpose at the same or different station and / or utilized as a standby to accommodate an officer awaiting posting orders or to make use of the services of an officer for some special item of work etc. such diversions defeat the very basis purpose for which posts were originally created. Since such action amounts to abolishing one post and create another at other stations, prior approval of MOF is necessary.

The above instructions are being flouted by the FOD of MOS&PI due to vested interests. Several posts were transferred to other locations on frequent basis. Order No. 12015 / 6 / 2010 - SSS dated 1st June 2010 could be accessed on the ministry's website. These orders were issued by MOSPI without the approval of Min of Finance.

The Cabinet Secretary is honest, hard working, efficient and looks after the interests of his service. He is pro IAS, but every Cabinet secretary is. However, the IAS does not want him as Cabinet secretary. Four batches of the IAS have lost their opportunity to become Cabinet Secretary because of him. Only the Kerala lobby (and the next incumbet)wants him to continue. The CWG/ 2G/ Adarsh scams cannot be laid at his door, the scamsters are being investigated, if the PM is not to be held responsible for these scams, neither can the Cabinet secretary. In the selection of the CVC probably he had a role, but that is a matter which has been laid to rest. Anyway, he will continue till the next incumbent joins!

CPWD pinnacle of inefficiency?

The Laxmi Bai Nagar Type IV quarters had pitched tar coal roads inside the quarters. However all of a sudden the CPWD had a brain wave that roads and the entire colony should be concretized. The only reason one could think for this was to line the pockets of engineers, who keep on devising new ways to spend money, so that they can get their cut.

What is worse is the poor quality of concretization work done. The colony roads resemble a dusty village road due to bad quality of work. As a result the colony had a look worse than that of a slum.

I hope the secretary Urban development and the chief engineer CPWD will take note of this article and do something about this mess, lest residents are forced to complain to higher ups.

Sai Trust

Dear Sir, this cannot happen. However, the state government tries. Better, the team concentrate on other works. The trust is truly trust-worthy and spends money for various welfare activities, including treatment for all at no cost. Govt. cannot do this. Let them not spoil this work being done by the Sai Trust

Opinion of PIO

The Appellant had sought the opinion of the PIO on pay revision of an official. He raised queries such as whether fixation of pay is correct as per CCS (RP) Rules, 2008 and which rules of CCS (RP) would be applicable etc. The CIC noted that there was nothing on record and the PIO has given his own interpretation of how the pay revision should
occur. A warning was issued by the CIC to the PIO holding that this is an error on his part since he is not expected to create a record.

Comments

In the definition of "Information" under section 2(f) of the Act, the term 'opinions' and 'advises' means those opinions and advises which are available on the record. The PIO should give what is the matter of record and not give his own opinion.
