Swamy and the likes of him are out to show that there is more to Sonia's illness!!!! Swamy in a recent tweet has said that Sonia's sisters are in touch with Ahmed Patel!!!! Giving himself undue importance Swamy says that Miano clan is gunning for him and are demanding that he be arrested when he returns to India (which is tonight) !! Why this secrecy?????? In fact Congress should have issued updates on her condition!!! If she's in a Hospital rest assured info will come out.... if not today tomorrow.... so why not let Indians know and stop the rumour mongering!!! Congress's silence shows either 'Sonia's illness is not serious but Congress does not want why did she not get operated in India and add to her 'foreignness' woes or the illness is very serious and to make Rahul's takeover smooth silence is being maintained on the gravity of the situation!!!

I think we need to abolish Capital Punishment! If someone tries to 'play God' jail him or her for life...... in jail till death.... no parole!!!! You will note the Societies that are considered humane have moved away from Capital Punishment!!! It is really painful !
Adverse comments are raised against Railways in whispers regarding postings of Members , GMs which spreads very bad image of the organisation. No exams , no selections , no viva etc for the post of GMs & Members in the railway even then posts remain vacant for years.. Friend during entire service become foe and even go to court to get the postings in their favour and derail other perspective candidate . One capable of justifying any thing , all past rules/conventions violated..God only can help ..

It happens only in India !
While lot has been mentioned about career prospects in IRS but there is a premier service in Government of India, Min of Defence, where officers have been selected from most prestigious institutes of IIT / NIT by UPSC by open competition (Indian Engineering Services Exam) and where officers of 1978 batch are still in JAG & officers of 1987 batch are still in STS grade.... no prize for the guess ... it happens only in this country.
The above organisation deals with more than 50000 crores of budget for defence infrastrure and is present in all parts / every remotest place of this country.

Pitiable service conditions of Stenographers Grade 'D'
I, on the behalf of Stenographers Grade 'D'promoted way back during the decentralisation regime of vacancies for ad-hoc appointments. Till recently, ad-hoc promotions were provided to the respective cadre of the Stenographers Grade 'D' in their parent cadre. No matters how long it takes if it takes between 12 to 17 or sometime it takes more. It was not the concern of the Department of Personnel and Training. Consequently, it happened that a junior got ad-hoc promotion in his/her cadre prior to the seniors and thereby created anomaly. Moreover, ad-hoc promotions should be viewed as short-term and it should not be continued for more than 3 years. It the officials serves more than 3 years in the same capacity. The officials be given seniority benefit from the date of initial appointments without linking up the issue of posts. The officials promoted as Stenographers Grade 'C' way back in 1997 on seniority on ad-hoc basis and rendered more than 10 years uninterrupted service as Stenographer Grade 'C' be considered sympathetically for regularisation of their ad-hoc services from the date of their initial appointments. It needs to be considered urgently in view of the ongoing merger issue of CSSS with CSS. Unless and until the couting of ad-hoc service for regularisation purpose is resolved from the date of initial appointment of ad-hoc service, the merger of both the cadres will widen the gap between both the category but belong to the same batch in terms of seniority and salary.

Anomaly in fixation of pay
We wish to bring to the notice the anomaly in fixation of pay being adopted by various departments with the request to the DOPT to take remedial action by issuing suitable instructions. When an official (say UDC) of Delhi Govt. is appointed as Assistant Private Secretary to Union Minister his pay is fixed in the pay scale of his parent post and given deputation allowance. While when an official of the rank of LDC or UDC from State Government or Resident Commissioners office is appointed as 2nd PA with the Minister they are provided the pay scale of the post of 2nd pay, thereby the APS is getting less pay scale than that of the 2nd pay. Similarly while this benefit is also given to officials of other UT government like Pondicherry, Goa etc, the same is not extended to Delhi Government employees on the plea that they are to be treated as Central Govt. employees. Why this disparity and less pay to senior in comparison to junior ? Will DOPT intervene ?

Why is the Govt on backfoot ?
Why is the Government so much on the backfoot today and everybody is fulminating against it? "Civil society" activists are getting media coverage and every institution is seen as corrupt, whether it be the bureaucracy, the judiciary, the political executive or legislature? Why is one saviour after the other appearing in the electronic media to popular applause and showing feet of clay when tested? The hype being generated is neither necessary nor correct and neither are the "saviours" actually beneficial for the country. The system of governance in India is actually effective- the law has actually caught up with all the scam accused, howsever high they might have been, they are being prosecuted in independent Courts of law and will pay for their crimes if found guilty. The judiciary has been acting fairly, by and large, except for a few aberrations. The majority of the political leadership is wise and forward looking but for a few black sheep who are cooling their heels in the cooler for their misdemeanors(remember RTI, the Right to Universal Education, the Right to work and MNREGA, laws against domestic violence, all the work for the uplift of the minorities, OBCs and dalits? ). The mistakes are being corrected through a robust media and independent Courts (remember the CVC fracas, the adarsh scam)? The system has enough self correcting mechanisms and we do not need some avatar who will come from some other world and set things right. Parliamentary democracy offers solutions, the "saviours" can fight elections on their plank, win and make the laws they want; if not that, they can move Court or file PILs. Making laws is serious business and cannot be left to mavericks, opportunistic babas and such. Political parties should also understand that the practice of "mukhautas" actually erodes the political system which is quite robust. The Government has a lot for us to applaud and institutions are in fine fettle. We do not need any Babas or swamis or self appointed guardians of the polity who may lack experience and aptitude for making laws and whose world views may be shallow, linear and hollow. Anyone can raise a hullabaloo but solid, painstaking work is the requirement for the country to go further, not mere shoshabaji by a few individuals with a "holier than thou attitude", media coverage and little substance and equally little understanding of either lawmaking or the system of parliamentary democracy. We also do not need a media which keeps whipping up mass hysteria around babas and saviours.

I understand a few IAS officers of 1981 back, all belonging to AGMUT (Union Territory Cadre) have not been included in the panel for promotion to AS. Any comments?

MACP
Government is confused in implementation of MACP. Can it be make very clear and simple if top Bureaucrats agree. MACP should provide promotion to isolated posts and non-organised services for Group 'A' officers by giving them promotion in ten years if the officers continue to be in same scale and same pay. There should not be restriction only three upgradation. Why three it can go maximum four in forty years of service. Why make the procedure complex and complicated. Even the rules can be implemented by a ordinary officer without applying its mind. But Govt. does not want simple things as they will lose their importance. Please make it simple for every ten years of residency in particular grade or scale, the officer is promoted to next grade or scale as the case may be. This can be implemented from 2006 as per sixth pay commission. Please work it out.

Low morale The morale of senior Chief Commissioners in CBEC and CBDT is low. Junior Chief Commissioners continue to occupy important positions and seniors have nondescript charges. Are the seniors not efficient?

RTI Copies of documents in Vigilance cases
The copies of documents sent by the Central Board of Excise and Customs (CBEC) along with enclosures on the basis of which the Central Vigilance Commission (CVC) issued the 'advice' in the case of the applicant were sought. They were declined claiming exemption u/s 8(1) (h) of RTI Act by CVC after consulting the CBEC as a third party. It was submitted to the CIC that although the proceedings against the Appellant himself had since been completed, the proceedings against the remaining employees who had been charge-sheeted in connection with this case were still pending and, therefore, the disclosure could adversely affect the pending enquiry. Further, the case involved a large number of employees and the records and documents received from the CBEC had common references to all those employees, distinguishing the information related to the Appellant from the rest might not be possible. The CIC held that upon the conclusion of disciplinary proceedings against the Appellant with the advice of the CVC, there is no reason why the desired documents should not be disclosed.

Even if the communications from the CBEC contained some references to other employees, it would hardly matter when the CVC has already given its advice in relation to the Appellant. The increasing number of such cases point to a need for a change in practice and training in RTI Act.
