Ms. Mayawati, who came to power in Uttar Pradesh in 2007 with an overwhelming majority, is known for her brash and rigid style. The positions she had been taking -be it related to governance or politics- have left many shocked and surprised. Her political journey from a school teacher in Delhi to the Chief Minister of the most populous state in the country, has earned her more foes than friends. Temperamental as she is, there are very few people who can be said to be close to her all through. The key people around her have always remained a mystery for the same reason. We tried to look into the people who wield great influence over her and help her run the government in one of the most complex state in the Indian union. During our study and discussions we came across the names of several bureaucrats but were surprised to find some top industrialists, businessmen and politicians forming the inner circle who had a direct access to "Behenji". It is in them that she confides in crisis and seek advises on issues whether related to governance or politics. She has picked up a former pilot and posted him as Cabinet Secretary with the rank of a cabinet minister and mandate to supervise the bureaucratic functioning. Thus, Uttar Pradesh is the only state to have a Cabinet Secretary who runs a parallel Secretariat to the Chief Secretary and one who is a political appointee but still involved with the government's decision and delivery making process and at the same time attending cabinet meetings by virtue of his status as a cabinet minister- something really unconventional. As stated above we came across several names of which we have concentrated on only 10 people the details of whom are being given below- Jaiprakash Gaur Creating wealth and diversifying into unheralded areas is his passion but he still takes time out to check on the Uttar Pradesh government's policies and uses his influence to advise the government accordingly. And, why not, he has major stakes there having invested in big ticket projects. When he speaks, he is seriously heard. That is the clout of the man who founded the Jaiprakash Associates Ltd. and Jaypee Group- one of the fastest growing business conglomerates in India having interest in real estate, power generation, Expressways, textiles, hospitality and hotel industry. A man of few words, Gaur has a great influence over the Uttar Pradesh Chief Minister Ms. Mayawati. Besides his entrepreneurial skills, he is looked upon as the key person and the very few from whom Mayawati seeks advise especially with regards to infrastructure and industrial development in Uttar Pradesh. The way his company has grown in the last decade and the heavy investments he has made in infrastructure projects across India, he is being billed as the man to watch out - one who would topple the Ambanis and Tatas as the biggest business group in Indian in the near future. Gurdeep Singh aka Ponty Chadha The liquor baron, having a considerable clout and network in the liquor distribution business in the north Indian states of Punjab, Haryana, Rajasthan and Uttrakhand, is no more a pushover. Having consolidated his business, he now manages the wholesale and retail liquor trade officially in Uttar Pradesh as well. His rapport with the state governments and bureaucrats is the envy of all his competitors. With a direct access to the UP Chief Minister he has his way out on most occasions. Chadha, the Managing Director of Wave Inc. has diversified into real estate, shopping malls, multiplexes, high end audio and projection systems, film and entertainment industry besides power generation and manufacturing. His multiplexes named Wave Cinemas across National Capital, New Delhi and north India have redefined luxury multiplexes. Shashank Shekhar Singh Whether you like him or not, there is complete unanimity in the fact that if one wants to do business with the Mayawati-led Uttar Pradesh government he is the one to deal with. The suave and softspoken "Triple S" or "Captain" as he is known influences all key decisions of the state government be it relating to land acquisition, industrial policy or socio-economic issues. The one time pilot Singh, who is known to have flown many high profile dignitaries, in on a high himself after being drafted as the Cabinet Secretary by Chief Minister Mayawati. It is a rare instance that a state has a cabinet secretary, a non-bureaucrat, who takes all decisions on behalf of the State. Navneet Sehgal, IAS This 1988 batch IAS officer is known as the key person who takes care of coordination and complaints at the CM's secretariat. A close confidant of Chief Minister Ms. Mayawati, he is privy to most of the decisions of the state government. Naseemuddin Siddiqui He is the Bahujan Samaj Party's Muslim face that connects it to the vast community across the state. The General Secretary of the BSP also presides over the crucial portfolio of Public Works Department and Housing he virtually controls the development funds and activities of the state. In the UP's political and bureaucratic circles he is termed as the eyes and ears of Ms. Mayawati. Anand Kumar Though relatively unknown and media shy he shot into limelight following the decision of the Bahujan Samaj Party (BSP) Government to hand over the Bahujan Prerna Kendra in Lucknow to a trust owned by him. The multi-crore building was bought by BSP and used as an office. He has also burned his fingers following allegations of his involvement in land deals in the National Capital Region (NCR) in NOIDA and Greater NOIDA. Political pundits and observers label him as the man who can get any work done from Ms. Mayawati.
Though, political pundits say an ambitious Mishra has been cut to size by Ms. Mayawati, the fact remains that he still enjoys a considerable clout in the government and even the chief minister dares not to ignore him totally. Mishra, the Brahmin face of BSP is credited with the BSP building bridges with the upper castes. Kunwar Fateh Bahadur Singh, IAS This 1981 batch IAS officer is entrusted with the key responsibility of keeping law and order situation in a volatile state like Uttar Pradesh under check. Chief Minister Ms. Mayawati has great confidence in him and is said to seek his advise on crucial issues pertaining to law and order in the state. Brij Lal, IPS This 1977 batch IPS officer of the Uttar Pradesh cadre is known to have a very good rapport with the UP Chief Minister. He is also being tipped as the next Director General of Police- the only road block being the presence of about four officers senior to him and his being eligible for the DGP rank only by November 2011. Hats off to Home Ministry and Delhi Police
Hats off to Union Home Ministry and Delhi Police for handling protestors supporting Anna Hazare's fast. However, there has been inordinate delay in formulating Government strategy and stand. Certain situations could have been avoided. Most of the citizens are in agreement with Rahul Gandhi's thinking that there was no need of arresting Anna Hazare. This reflects the maturing of Rahul Gandhi on the democratic principles. It is perhaps the most appropriate time for Congress Party to think and consider change in leadership of the Government. If Rahul Gandhi becomes PM at this juncture, there is 110% chance of his party and he returning to power because the people would certainly like to give him sufficient time to prove himself and show the best of traits of Pandit Nehru, Indira Gandhi and Rajeev Gandhi in steering the country to greater heights.

What's the problem in fresh recruitment ?
There is already acute shortage of defence officers and by doing so, position will go from bad to worse for armed forces. What's theh problem in fresh recruitment ? What a policy! Personnel meant for policing are being utilised elsewhere. It is a waste of exchequers money all together.

How can Indian army spare young officers ?
How Indian army can spare young officers when there is shortage of thousands of young officers in armed forces. Besides officers once trained in Army cannot make a good police officer due to the phenomenal differences in basic and advance training concepts of police and the Army. It shows that even though army officers openly criticize IPS Officers but covertly they aspire to become IPS.

Your news "Captain and Major-rank defence officers will now be able to sit for limited departmental examination to join the Indian Police Service, in all probability, from 2012 onwards. The step is being taken to bridge the shortage of IPS officers in the country. As on 1st January this year, there were 3,393 IPS officers against an authorised strength of 4,720, leaving a shortage of 1,477 IPS officers." The maths is wrong. The correct value is 1327.

Promote state service officers in time
As seen from the facts of the cadre management and shortage of the IPS officers, 1) Overall in the country there is a shortage at the SP level. If we fragment the situations a) few states have shortage of SPs. Therefore solution would be to promote the state service officers in time. This will fulfill the ethos of the concerned state and greater role for state officers to play at the IPS level . there is an motivation for the state officers, they wouldn't runaway to other cadres by marriages etc or wouldn't go on deputation at an early age to central organisations and become stooges in order to stay in the central organisastions. The cadres will be good with uprightness, neutrality anonymity etc as required by the Indian constitution for an all India service officer officers. Professionalism as required by a civil police officer will be achieved to it's nearest point. Further b) the shortage at the sp level can be be alleviated by extending the tenure of SP ship from 4-14th year to 4-17th year of a direct recruit IPS officer. The DIG's tenure can be cut short from 4 years to few years as required by the individual states. As such at DIG level there is very few options and responsibilities to be played at the state level. Further c)Large induction of officers every year will further make the organisation pyramid detrimental to the goals of the organisation. When all these officers get promoted, the pyramid becomes top heavy, which is not appreciated in any ongoing private successful companies. its surprising to know about the rusting of rational thought processes of the government at the secretary level, where minimum knowledge of the basic administrative fundamentals must be known .Until now recruitment to civil police was by UPSC,by picking up fine and raw people from the country , select and train them to be good civil police officers, which would be different from brutal police as was during British days. Improving the police organistaion and structure and behaviour was done all these years and practiced by all our seniors in the country . Than were they fools to not induct defence personal. further 3) there is shortage in the IAS also. Are they inducting the Defence personnel into IAS. Further in a state , government servants from various services get into IAS , like from state engineering service, state accounts service, state transport service etc, So these people can also be considered for recruitment into IPS. So that the civilian structure of the regulating agencies could be retained. Further d) all over the world ,the best democratic countries has the best professional and humane police with them. There fore in our country ,our own home department introduced the mid career programmes to inculcate the best practices of the world in our police .believe me the entire program tries to make the police an more civilian , more humane, more kinder to handle the civilian problems of the country. Will this not be distorted on bringing in already military trained people into civilian police life. There is a culture difference which may not help in alleviating the problems of the state, rather watch , this will land state government in more trouble while handling law and order situations. e) the shortage in the central police organisations can be alleviated by promoting their own staff , which will be highly motivating for them and there is an assured career progression. See, whatever is done , there must be reasoning and rationale in the policies. cohesion and complementary facts must exist among and across policies. but whats happening ? IS every secretary and minister is entitled to alter the well established principled structures and systems by whims and fancies and flamboyance. Unfortunate, Mani Shankar Aiyer conducted funeral to Collectoracy and district magistracy by bifurcating Zilla Parishad from it. After this the pace of development has actually retarded. The great canon Chidambaram has tried to catalyse the rusting process of the district police superintendence rather than strengthening the steel frame of Indian democracy. f) Top cops more popular among IPS officers discusses on crap issues in a diplomatic way , so that the readers of topcop website are also topcops who would not dare to be annoyed. Rather its an well with all frogs croaking among themselves. Come out discuss boldly in the forums. Do u wait for Anna Hazare and to set right police department. Luckily he has atleast succeeded in shaking and stirring the Home minister and conveyed not to handle things in a flamboyant manner. Better watch the policy and review again for an good civilian policing.

The rational behind this move is beyond all understanding. The Armed Forces are experiencing shortages at junior level. If the idea is to utilise the Combat Trained Officers at NDA and IMA, it is an ill conceived idea as Combat and Policing(in a democratic country) are entirely different.

U.K. govt's inability
Analyses for the causes of the recent London riots in prominent newspapers has brought out that the main reason is the U.K. govt's inability to continue the immense social benefits , e.g. free healthcare unemployment benefits etc., due to economic reasons . This should be a lesson for us as we have already launched the NREGA ,the RTE and the NRHM , all requiring huge funds and providing immense opportunities for leakage of funds. Another similar scheme for food security is on the anvil. Long term sustaining of such schemes is going to be an uphill task for any govt. Benefits once given cannot be easily withdrawn. On the one hand we are trying to reduce subsidies in the petroleum , fertilizer and food area and on the other hand launching schemes for free education health employment and food security.

Huge money which goes through corrupt means in the pocket of few persons can well be utilised for better amenities and for levy of reduced taxes on common peoples. If their conscience is clear, why they are afraid of Jan Lok Pal Bill. Are they holding powerful positions for ever ? Leela's comments about Bharath Bhushan are unfair especially when the word 'removed' is used in a negative way. Every one in aviation sector knows what happened. After Reghu Menon became a hot potatoes for the powers be due to his scrupulousness and honesty, he was abruptly removed and Bharath Bhushan was asked to take over as CMD Air India with a promise to make his deputation permanene.But suddenly orders came from 'High Command' to replace him with a pliable bureaucrat Arvind Jadhav. They again tried to bring in Bharath Bhushan who point blank refused the offer. They then went after Jt. Secretary, Rohit Nandan who has no experience of any PSU administration. One has to watch and see how Nandan performs.

I would like to invite attention to some very root causes of widespread corruption. The government servants both subordinates & officers allowed to continue in one place, one department, one post for long number of years. They just show a break of some months by accepting another posting but continue to retain the same privileges like bungalow etc.

Cloven hoof of UPA-2
L'affaire Anna Hazare arrest has once again exposed the cloven hoof of UPA-2 led by a paranoid PM who was catapulted to the gaddi only because of his complete lack of mass base ,more in the nature of a super cabinet secretary till Yuvaraj becomes ripe for the plunge. This unfittest person has become more of a liability to the Congress party. As a retired bureaucrat, he revels in granting out of turn extensions to almost all ex-bureaucrats; he is himself tired and retired and wants to surround himself with spineless ex-bureaucrats who excel in sycophancy and toadyism. His response to any crisis is typically that of a faceless bureaucrat. The Congress is going to pay a heavy toll for the drift and policy paralysis through which the country is passing. The sooner he is replaced the better for the nation. Dr. M M Singh will go down in history as the learned PM who watched the 'creed of greed' getting institutionalised in governance.
