Pakistan : US Ambassador asked to show NOC while travelling to Karachi
Pakistan government's strict enforcement of NOC requirement for foreign diplomats travelling outside Islamabad was stretched a little too much when the US Ambnasaor Cameron Munter was stopped and asked to show the requisite permission at Islamabad's Benazir Bhutto airport when he was travelling to Karachi. IPS officer Rani Dole bereaved (UPDATED)

Corporate circles hopeful of several reforms (UPDATED)
Corporate circles are hopeful that the Union government, after a long hiatus, was now proactively working on bringing in several reforms including those in land acquisition bill, mining and minerals bill, opening up of foreign direct investment in retail sector, nod to the Cairn- Vedanta , Reliance- BP deal etc. The industry hopes that most of these bills will get passed or debated in the Monsoon session of Parliament.

Childish rants

Whenever any IRS officer takes up matter of delay in empanelment and career progression there is a certain tribe which crops up and starts distorting the whole argument. The Forum on the whispers gets full of childish rants. Many of us in civil services daily visit this site and get update about various developments taking place. What unsettles to see is sinking level of reason and parochial and prejudiced mindset of civil servants proclaiming to be from as important services as IA&AS! If such are people to man IA&AS then only god can help them. I am writing with reference to a comment posted by an IA&AS officer. He while rebutting IRS's plea for equitable career progression goes on to make insinuation that, You have knowingly joined a service which has a huge cadre size and so the hard truth is that you will not get quick promotions. So accept it and be happy with the worldly gifts and perks of your service Dear Sir what are those worldly gifts which IRS is getting and to which you are alluding? Worse if IRS is getting away with any worldly gifts than what CAG and you guys are doing? Busy collecting throw away from leftovers? Delhi Ed. Of Indian Express Dtd. 30th July,2011 has published a front page story that CAG spent Rs. 18.66 Lakhs on flowers for its three office buildings in Delhi between 2008 to 2010; Should we rush to paint the whole IA&AS black. My friend grow up! Your attempt to belittle others is borne out of your inferiority complex and it will not take you anywhere. We are all civil servants. We are here for betterment of our country. Every service has right to seek equity and just career progression. As far as worldly things to which you seem to be quite enthusiastic, are concerned; the system has its checks in place and it will take care of them all. It does not discriminate between services. Before we part let me remind, you need to do your home-work. Did you know the size of IAS cadre before writing that big cadres can't get quick empanelment thing! Do you know percentage of IAS officers under scanner of vigilance etc. to total cadre strength ratio of IAS! I bet you did not. It's precisely because of your this habit that you landed up in IA&AS inspite of having IRS as preference over IA&AS. Didn't you?.

Woes of an IRS

The reply to my IA&AS friend is hidden in his own comment that why people chose IRS above other central services. If one can recall, in pre-1990 era, IA&AS & IRTS were opted before IRS. But then, it can't be said that intention of such audit & railway officerrs ws not good in opting a career. In fact, most have only a vague idea about any service before joining it.

Noida's declining living standards

I am living in Noida now for about ten years and am witness to its fast declining living standards. It seems Noida administration is not intrested in anything else except alloting land to builders for obvious reasons. City's infrastructure is woefully underprovided and with increasing population is under severe stress. Worst is that administration choses to look other way and shows no concern to address the problems facing the citizenry. Every morning you can find the display of administrative apathy at various traffic junctions of the city where jams have increasingly become a norm. Worst is you will find some citizens managing the traffic as the traffic police is not visible. You take law & order, power, traffic management, water quality etc etc. city is just going down with administration not even blinking an eye. However as there is no other alternative therefore one is constraint to live with this kind of administarion which in any other country would have been dumped in the sea.

Cashless treatment for CGHS card holders

I fully support and endorse the views of cashless treatment for CGHS card holders , specially the retired Govt servants. It is too cumbersome to run around for paper work in addition to arrange payment for treatment in hospitals.With the rapid increase in cost of living,medical treatment is becoming a nightmare for a retired person. In my case cost of collecting monthly medicines by car is almost same as the cost of medicines from CGHS. It will be too much of a burden in case of reference and susequent treatment in a hospital while driving to and fro for paper work. It is high time that Govt pays due attention towards cashless treatment for retired persons in specified hospitals on production of CGHS Card.

DOPT - Rowdy and cowardy

This is a Rowdy and cowardy department which serves the purpose of Sr.PPS/PPS/PSO and to some extent PS. These persons get promotion and their no of posts are also increasing. But as far as Steno D who are ad-hoc steno C for the past 20-25 years are concerned, still DOPT is not interested in making them regular but very much interest in Buttering persons like Sr.PPS/PPS and PSO who leave office promptly at 5.30 P.M. except very few. But they think that a Steno C adhoc for the past 20 years should sit late. Really funny.

The Chairman CBDT, Sh Prakash Chandra, IRS, the last remaining officer from the 1973 batch, superannuated on 31.7.2011. A gentleman to the core, he brought a quiet dignity to the office. His devotion to duty, integrity, selfless service and compassion reflect his pedigree and the tradition of service which he has imbibed. Our best wishes to the incoming Chairman, Shri M C Joshi, IRS, who embodies the same values of integrity, quiet dignity, devotion to duty and culture of selfless service.

Story of an Old Man and His Son :

An old man was sitting with his 25 year old son in a train. The Young man was filled with a lot of joy and curiosity similar to that of a 2 yr old. He was sitting on the window side and was feeling the passing air with one hand.

He shouted, "Papa see all trees are going behind". Old man smiles and admired son's feelings.

The couple sitting next to them was listening to the conversion.

They were feeling awkward since a 25 year old man was behaving like a small child.

They pulled their children at a safe distance from the young man.

Suddenly young man again shouted, "Papa see the pond and the animals. The Clouds are moving with train".

Now the couple couldn't help themselves and asked the old man.

"Why don't you visit the Doctor and get treatment for your son."

Old man smiled and said, Yes, we are actually coming from the hospital. My son has recently got his eye sight and is seeing the world for the first time in his life".

Moral of the story: "Don't draw conclusions until you know all the facts".

Opinion given by Ministry of Law and Justice

The Appellant sought information regarding the legal opinion provided by the Ministry of Law & Justice in respect of an incident for which action is being contemplated against Shri Pranav Kumar (IAS 2008 Batch, Bihar Cadre) under Rule 12 (d) of the IAS (Probation) Rules, 1954. The Ministry of Law informed the CIC that its opinion on any given issue is tendered on the file received from the concerned department. This opinion becomes a part of the File which is eventually returned to the Department concerned. The Commission clarified that the records of any advice / opinion tendered by the Ministry to other Government Departments do not fall under the category of fiduciary capacity and Section 8 (1) (e) is not attracted. The Commission held that the decision in respect of disclosure of the legal opinion given by the Law Ministry to the concerned under the RTI Act, has to be made by the Department seeking that advice.

Comments

There exists a two-way channel connecting the Law Ministry with any other Department of the Central Government. On one way, the File seeking opinion travels from the concerned Department to the Law Ministry and on the other way, the opinion tendered on that File travels from the Ministry of Law to the concerned Department. If the advice given by the Law Ministry is accepted as fiduciary, then such information which will never be disclosed in any contingency u/s 8 (1) (e) of the RTI Act even if the concerned Department is willing to disclose such opinion which is under its control.
