Is there a method in Congress's madness????? First it was reported that Rahul want Anna to be handled firmly . then after Anna was arrested it was said that Rahul was livid that Anna was arrested!!! The 'method in the madness' was akin to the without voting price rise debate Congress wanted Anna's fast to be a 'time barred' fast hence fast would be like a big circus and nothing more or less .. Anna will fulfill his vow and India's Middle Class for fifteen days will 'be busy' .. fast will end in 15 days and everyone will get on with their lives .. this was the method in the madness!! I too feel without Sonia Congress is headless and running about like a 'headless chicken'!!! All said and done Sonia would have handled this matter more deftly ..and with the Boss there minions would not push and pull to get 'it done their way'!!! Problem is Mohna is so used to following orders that he simply cannot decide, PC takes himself to be 'an authority in everything' .. Sibal takes himself to be a gift to Congress!!!!!! Problem is that if this was the plan then in Sonia's absence the handling was pathetic!!!!

visit to Pune ? SPECIAL | Uttar Pradesh Ms. Mayawati, who came to power in Uttar Pradesh in 2007 with an overwhelming majority, is known for her brash and rigid style. The positions she had been taking -be it related to governance or politics- have left many shocked and surprised. Her political journey from a school teacher in Delhi to the Chief Minister of the most populous state in the country, has earned her more foes than friends. Temperamental as she is, there are very few people who can be said to be close to her all through. The key people around her have always remained a mystery for the same reason. We tried to look into the people who wield great influence over her and help her run the government in one of the most complex state in the Indian union. During our study and discussions we came across the names of several bureaucrats but were surprised to find some top industrialists, businessmen and politicians forming the inner circle who had a direct access to "Behenji". It is in them that she confides in crisis and seek advises on issues whether related to governance or politics. She has picked up a former pilot and posted him as Cabinet Secretary with the rank of a cabinet minister and mandate to supervise the bureaucratic functioning. That is the clout of the man who founded the Jaiprakash Associates Ltd. and Jaypee Group- one of the fastest growing business conglomerates in India having interest in real estate, power generation, Expressways, textiles, hospitality and hotel industry. A man of few words, Gaur has a great influence over the Uttar Pradesh Chief Minister Ms. Mayawati. Besides his entrepreneurial skills, he is looked upon as the key person and the very few from whom Mayawati seeks advise especially with regards to infrastructure and industrial development in Uttar Pradesh. The way his company has grown in the last decade and the heavy investments he has made in infrastructure projects across India, he is being billed as the man to watch out - one who would topple the Ambanis and Tatas as the biggest business group in Indian in the near future. His rapport with the state governments and bureaucrats is the envy of all his competitors. With a direct access to the UP Chief Minister he has his way out on most occasions. Chadha, the Managing Director of Wave Inc. has diversified into real estate, shopping malls, multiplexes, high end audio and projection systems, film and entertainment industry besides power generation and manufacturing. His multiplexes named Wave Cinemas across National Capital, New Delhi and north India have redefined luxury multiplexes. Shashank Shekhar Singh Whether you like him or not, there is complete unanimity in the fact that if one wants to do business with the Mayawati-led Uttar Pradesh government he is the one to deal with. The suave and softspoken "Triple S" or "Captain" as he is known influences all key decisions of the state government be it relating to land acquisition, industrial policy or socio-economic issues. The one time pilot Singh, who is known to have flown many high profile dignitaries, in on a high himself after being drafted as the Cabinet Secretary by Chief Minister Mayawati. It is a rare instance that a state has a cabinet secretary, a non-bureaucrat, who takes all decisions on behalf of the State. Navneet Sehgal, IAS This 1988 batch IAS officer is known as the key person who takes care of coordination and complaints at the CM's secretariat. A close confidant of Chief Minister Ms. Mayawati, he is privy to most of the decisions of the state government. Naseemuddin Siddiqui He is the Bahujan Samaj Party's Muslim face that connects it to the vast community across the state. Though, political pundits say an ambitious Mishra has been cut to size by Ms. Mayawati, the fact remains that he still enjoys a considerable clout in the government and even the chief minister dares not to ignore him totally. Mishra, the Brahmin face of BSP is credited with the BSP building bridges with the upper castes. Kunwar Fateh Bahadur Singh, IAS This 1981 batch IAS officer is entrusted with the key responsibility of keeping law and order situation in a volatile state like Uttar Pradesh under check. Chief Minister Ms. Mayawati has great confidence in him and is said to seek his advise on crucial issues pertaining to law and order in the state. Brij Lal, IPS This 1977 batch IPS officer of the Uttar Pradesh cadre is known to have a very good rapport with the UP Chief Minister. He is also being tipped as the next Director General of Police- the only road block being the presence of about four officers senior to him and his being eligible for the DGP rank only by November 2011. Lets hope that in this Euphoria, Anna suddenly doesn't appeal to millions of supporters also to shun Corrupt practices; pay their taxes and duties honestly; no short cuts through bribes; stop cash transactions and declare their Black and hidden incomes. Government should not post IPS officer's in other than MHA N Intelligence on deputations. Plenty of them are being taken for Babu's work..... this will definitely reduce the vacancies as being projected.

Weak and unconvincing case
The defence of Bharat Bhushan by Capt N K Gupta is a weak and unconvincing case. The ministry's Financial Advisor Bharat Bhushan holding additional charge of CMD of AI was itself wrong and irregular as it violates the basic principle of independent financial functioning by the FA. When the cabinet secretariat noted this irregularity, he was immediately divested of this wrong charge arrangement. He should not be holding the charge of DGCA also, as holding any other executive office by the FA goes against the basic tenets of unbiased financial functioning. Is there no other officer other than the FA available here to be posted as DGCA instead of this wrong additional charge arrangement going on indefinitely.

Stenographers 'D' be regularised
I had earlier suggested that the Stenographers 'D' be regularised from the date of their adhoc promotion as Grade 'C' on principles of equity and justice. Continuing them ad hoc against regular vacancies is ill conceived and against the rules of natural justice & equity. DP&T may relax rules, procedures etc coming in the way of this proposal as a one-time measure to solve this vexed problem once for all.
