Is there a method in Congress's madness????? First it was reported that Rahul want Anna to be handled firmly…. then after Anna was arrested it was said that Rahul was livid that Anna was arrested!!! The 'method in the madness' was akin to the without voting price rise debate Congress wanted Anna's fast to be a 'time barred' fast … hence fast would be like a big circus and nothing more or less….. Anna will fulfill his vow and India's Middle Class for fifteen days will 'be busy'….. fast will end in 15 days and everyone will get on with their lives….. this was the method in the madness!! I too feel without Sonia Congress is headless and running about like a 'headless chicken'!!! All said and done Sonia would have handled this matter more deftly…..and with the Boss there minions would not push and pull to get 'it done their way'!!! Problem is Mohna is so used to following orders that he simply cannot decide, PC takes himself to be 'an authority in everything'….. Sibal takes himself to be a gift to Congress!!!!!! Problem is that if this was the plan then in Sonia's absence the handling was pathetic!!!!

Pakistan : Parliamentary committee to investigate fudging of Revenue figures
Pakistan National Assembly's standing committee on Finance and Revenue has decided to launch detailed investigations into the alleged fudging of the revenue collection figures for the financial year ended June 30, 2011. The government had set a revenue target of Rs 1667 billion for 2010-2011. It was brought down to Rs 1588 billion following the devastating floods in the country. On 30 June this year the chairman of Federal Board of Revenue (FBR) Salman Siddique announced at a press conference that the target had already been exceeded by Rs 2 billion and information was still pouring in about more collections being in the pipeline. Subsequently the chairman of the State bank of Pakistan informed the finance ministry that as per the figures computed by the bank the collection far from exceeding the target had actually fallen short by a massive Rs 38 billion.

Government should not post IPS officer's in other than MHA N Intelligence on deputations. Plenty of them are being taken for Babu's work..... this will definitely reduce the vacancies as being projected.

Weak and unconvincing case

The defence of Bharat Bhushan by Capt N K Gupta is a weak and unconvincing case. The ministry's Financial Advisor Bharat Bhushan holding additional charge of CMD of AI was itself wrong and irregular as it violates the basic principle of independent financial functioning by the FA. When the cabinet secretariat noted this irregularity, he was immediately divested of this wrong charge arrangement. He should not be holding the charge of DGCA also, as holding any other executive office by the FA goes against the basic tenets of unbiased financial functioning. Is there no other officer other than the FA available here to be posted as DGCA instead of this wrong additional charge arrangement going on indefinitely.

Stenographers 'D' be regularised

I had earlier suggested that the Stenographers 'D' be regularised from the date of their adhoc promotion as Grade 'C' on principles of equity and justice. Continuing them ad hoc against regular vacancies is ill conceived and against the rules of natural justice & equity. DP&T may relax rules, procedures etc coming in the way of this proposal as a one-time measure to solve this vexed problem once for all.

Protection of trees

The Complainant wanted the Forest Department, GNCTD to put up on their website certain information related to the Delhi Tree Preservation Act like details of permissions given for felling and pruning of trees, together with the details of applicants, the number of trees, locations, reasons for approval or rejection of the same and other details. The CIC directed to put the information on-line along with the details of complaints received on the tree help-line and their status till the date of final disposal. The CIC also directed all civic agencies carrying out any construction work to display along with the monetary costs and details of the project, the environmental cost, indicating the number of trees being felled and the location of compensatory plantation.

Comments

In M.C. Mehta vs. Union of India, the scope of Article 21 of the Constitution of India (Right to Life and Liberty) was enlarged by the Apex Court and the right to clean environment was also comprehended under Article 21. The rapid concretization in the city is affecting the trees the most, leading to poor forest cover and disappearance of
various species of birds. While this order is a step in the right direction, the mute question is whether it would be implemented and if yes, to what extent?
