M L Gupta asked "Ever heard of shortage of ministers in the country?" Yes When a minister says that he did not know, it means he is overloaded with respect to his ability. In other words, his workload needs to be split and another minister given that work. If the appropriate authority does not act, it means the proper person is not available. In other words, there is a shortage of ministers. All other organisations work on that workload divided by capacity of manpower available , determining the manning level/ requirements basis.

There is a huge outcry that NGOs are the new targets of the Lokpal Bill. Rightly so ,since section 17 of the draft bill reads as follows : " --------- (e) any director, manager, secretary or other officer of every other society or association of persons or trust (whether registered under any law for the time being in force or not) wholly or partly financed by the Government or in receipt of any sums under the Foreign Contribution (Regulation) Act, 1976 or any donation from the public: ---" So if a body of individuals obtain donation from public, Lokpal Act should apply. Now, read the definition of political party in Representation of Peoples Act : "[(f) "political party" means an association or a body of individual citizens of India registered with the Election Commission as a political party under section 29A;]" Thus a body of individuals registered as a political party proceeds to obtain public donation , the political party is as much amenable to the provisions of Lokpal Act. Looks like the draftsmen in order to target NGO forgot to take themselves outside the dragnet. Give it a thought.

Hazare has put the Govt. in a bind.
Anna Hazare has put the Central Government in a bind. They do not know how to extricate out of this situation. One is worried about this state of affairs. The swelling crowds around Anna are indicative of bad Governance and corruption of which people of this country are fed up. Anna's crowd consists of young people. The 'josh', the anger , the organizing ability, the talent at spreading and managing the Annamania is too impressive. If only this talent of youth could be harnessed to build this nation. What does this show? The youth of this country want a better life with better Governance. It also shows that they do respect values. Anna symptomises an ideal. Simple and austere life dedicated to common good. They are therefore for him. Our leaders must learn a lesson from this. They can have the support of people only if they show such strength of chracter. When all this is commendable the enthusiasm of the young crowd, the continuing protest is worrisome too. Exposing the Government as a weakling in the face of mass protest of this nature does not bode well for the nation. Our enemies can take cue from it. Some way should therefore be found soon to end this stalemate.

By shedding crocodile tears in Parliament on the way Anna was treated and keeping silent about the issues raised by him, BJP is missing the woods for the trees; a clear case of showing concern for the messenger and not the message. Added to this is the betrayal of the opposition by voting with IPA for the price rise. BJP should have brought out the reasons for Anna's relevance and the circumstances that brought this Gandhian to Delhi and the support he is getting. BJP not only broke the opposition unity but has also lost a golden opportunity to show their concern about corruption and price rise.
Navnith The piece in support of Bharat Bhushan further proves that the facts stated in leela's piece about his aborted, irregular and short-lived additional charge posting as CMD of AI were fully correct. Along with the further effort to prop him up,it also unfairly and gratuitously denigrates the past and present CMDs of AI, Arvind Jadhav and Rohit Nandan. There is more about the postings of Bharat Bhushan. He has been simultaneously holding the FA post in three different ministries, civil aviation, IT & environment, which should have gone to three different officers, denying the chances of others while so many competent and willing officers are available and waiting to come on central deputation. Occupying the FA post in three different ministries militates against efficient and prompt disposal of work and proper accountability and answerability to one Secretary in overseeing his work and write his ACR.

RTI Protection of trees The Complainant wanted the Forest Department, GNCTD to put up on their website certain information related to the Delhi Tree Preservation Act like details of permissions given for felling and pruning of trees, together with the details of applicants, the number of trees, locations, reasons for approval or rejection of the same and other details. The CIC directed to put the information on-line along with the details of complaints received on the tree help-line and their status till the date of final disposal. The CIC also directed all civic agencies carrying out any construction work to display along with the monetary costs and details of the project, the environmental cost, indicating the number of trees being felled and the location of compensatory plantation.
