The shortage of IPS officers can be well attributed to their deputations to central police, paramilitary, intelligence and investigative agencies. If they confine themselves to their allotted states probably the present cadre strength can very well manage the law and order situation in states.

As of now the strength of officers in the rank of commandant(Selection grade which ordinarily a State police officers reaches on completion of 5 to 6 years of service after confirmation of IPS) and above is about 400 and almost the same is the strength in BSF. Putting together including smaller CPOs like ITBP, SSB, CISF and others the strength will be more or less equal to the shortage of officers in IPS.

Officers of CPOsS are well conversant with police role and duties and have rich experience in police related job by virtue of their service conditions.

The best and viable solution would be to confirm IPS to CPO Officers of the rank of commandant (selection grade) and above with appropriate seniority which will nullify the shortage of IPS officers and also the CPO?S can be well manned by their own cadre officers thus improving the quality of the command of these forces.

This will also reduce the cost on selection, training of officers from armed forces beside more important is the valuable time is saved in filling up vacancies instantaneously.

The officers who can not make it to Lt. Col on merit are retired at a young age by civilian standards but are too old to work as Majors in Army. They are not considered physically capable to continue to command "company" of young soldiers in their twenties. So it a right way of selecting and retraining them so that they useful to the nation.

A Bad move

Whispers said, "The Union Public Service Commission (UPSC), insiders say, is expected to hold the limited competitive examination for Assistant Commandant and Deputy Superintendent of police-rank officers from 2012. It would provide an opportunity to the Captain and Major-rank defence officers to join the Indian Police Service (IPS)"

That is a very bad move as it will increase the shortage of the cutting edge of the Indian Army, that is the Captains and Majors. Better than that would be to put all IAS, IPS and CPO officers for five years in the Army (intake upper age being 24 years) and then to shift them to cadre (IAS, IPS and CPOs). That will solve the problem of shortage of young officers in the Army as also give rich experience to IAS, IPS and CPO officers.

On the contrary, all short service officers must be allowed to compete for All India cadres, and if selected, their seniority to be protected.

Easy solutions are available but strong bureaucratic and egoistics barriers seem to be above political forces. It appears strong bureaucrats have taken over the country. That needs to be broken for the good of the state.

Allow govt servants to work till 65 yrs foro honesty

Anna level of honesty in government service is possible if government servants are allowed to work till 65 so that they can fulfill all their obligations like house, children's marriage, etc. If retiring or retired govt servants are given option to continue work till 65, this will be a concrete step. Why are senior civil servants sleeping over this proposal. Extension of retirement age should be done now without delay so as to take the wind out of the Anna brigade.

The facts on Bharat Bhusan getting on many posts, substantive and additional, at the same time, is definitely the going power statement of the mighty public servant. But his case is not isolated. In the Income Tax Department, you had the fantastic spectacle of a Chief Commissioner Handa holding the CVO post for as much as a year ,thus vetting his own administrative and judicial actions. Where was that thing called conflict of interest ,when Government decided to hand down the goodies ?.

This Bharat Bhushan, Kerala IAS:whenever a major post comes up,his name will appear in a planted news that he should be or should have been given that post, as has happened in the case of the post of CMD of Air India.In the process,there was also an unjustified denigration of the new appointee of that post.

Recently when there was a change of government in Kerala,a piece appeared in whispers that he should be posted as chief secretary of the state,though everyone knew that he is nowhere in the reckoning being far too junior with ten senior officers above him in the cadre from 1974 to 1979

batches.It was only his own daydream.

Such self-promotional matter should not be carried in whispers as it detracts from its credibility and authenticity.

Misusing platform

I find many use this forum for grinding their own personal axe without any regards for truth. As an aviator I am not bothered whether FA should not be CMD or CMD should not be DGCA, all I consider mere technicalities. What we want is an effective DGCA. Atleast I can vouch that the present DGCA has done wonders which his predecessors could not do. We have seen how licences were given and flying clubs without a single aircraft doling out flying hours and how DGCA became a den of corruption. The present DGCA should be credited with going after fake pilots and flying schools and if I am correct, taking initiative to computerize the entire examination system. I know there will be vested interests after his blood as seen in some of the mails but as a pilot I wish he continues till the Augean stables are cleaned.

Exemption for CBI from the RTI Act

Vide Notification No. G.S.R. 442(E) dated 9-06-2011, the CBI has been added to the Schedule II (list of organisations exempt from disclosure). In respect of the date from which this notification comes into force, the CIC observed that there is no express stipulation whatsoever that the Notification shall come into force with effect from any date prior to 09/06/2011. Moreover, the Notification does not appear to indicate any intention of affecting existing rights and therefore, must be construed as prospective in nature. Hence, information sought in any RTI application filed prior to 09/06/2011 with CBI must be provided in accordance with the provisions of the RTI
Act.

The CIC had held that if an information is undisclosed on the crucial date (i.e. 27-03-2008), no matter whether the proceeding for disclosure was started earlier or later, such information cannot be authorized to be disclosed under the RTI Act. [CIC/AT/A/2008/00324-329 and reiterated in CIC/AT/A/2008/00083]. Should the CIC not set its house in order?
