Inappropriate decision
This is regarding a special examination of Defence Officials for IPS. I think this step is not correct as there is already dearth of officers in Armed forces especially in Army. Government should rather take officers for IPS from open examination of Civil Services which is conducted every year by UPSC. By doing so young officers will come and unemployment problem could be reduced to some extent. Only thing UPSC is to lower the merit for IPS candidates. Similar step can also be taken by Army authorities for encouraging youth to join army as at present Army is not compromising on the quality of officers.

Include Indian Coast Guards officers also
It's good to give the opportunity to the defence forces also to serve in the IPS. But that should also include the Indian Coast Guards officers. This is because the ICG is considered the fourth armed force by the defence ministry. Sometimes, this is considered as the para-military force of the defence by the Home Ministry. If other para-militay forces like BSF, CRPF, CISF officers are considered eligible for appearing in the departmental exam for induction into IPS, what is the fault of the coast guard direct recruit Group A officers? They should also be allowed to appear in the exam. This will motivate the young officers of the ICG also which is still a lesser known force and a neglected one also.

Maintain standards of exam
It is a very good step provided the standards of the Departmental exam are maintained accordingly as the standard of entry level exam for Army i.e CDS/ NDA is comparatively too much below.

It is for Mohindri Satyarthi-Dear friend it is extremely poor to attribute wrong deeds of a person on great souls. It is like blaming God for the suffering of humankind or recent example-to blame Sai baba for the wealth accumulated in Puttuparthi ashram. My advise to whispers- let not such a wonderful platform of sharing government and corporate information become a field for mud slinging or showing hatred. We can certainly give suggestions to improve the system.

Presence of Kiran Bedi casts serious doubts
Anna might have taken up a great cause. But presence of Kiran Bedi in his team casts serious doubt on their real intention. Kiran Bedi is one officer for whom rules were bent, broken repeatedly to allow her to continue in Delhi and allow her to retain her Bunglow on Ashoka Road. Obviously she cannot claim herself to be face of honesty. Looks like Anna may be a priest but not saint.

Being n lady police officer, I have been watching the traits of The Kiran Bedi among other lady IPS officers. Two are promising IPS officers from Rajasthan cadre. One is Ms. Preethi Chandra - an IPS officer in Alwar and the other is Ms Binita Singh , the daredevil dynamic officer in CBI handling important cases. Good luck to both Kiran Bedi's.

What about Anna's team ?
Anna saheb is doing all he can to rid the country of corruption. Is that true of Ms Bedi and Kejriwal too? Maybe not. Both Ms Bedi and Kejriwal have been relatively senior officers of some departments of the Government (Kejriwal of course does not have too much exposure to Government, having sought resignation very early). As it is, their exposure to public administration is limited. Ms Bedi has only been a police administrator and Kejriwal has only been a tax administrator. Do they have an understanding of the ground realities of this country in depth? Can they prescribe laws by being laws unto themselves? Do they understand that this is a very large country and any quick fixes do not work in such a country? That wider consultation and deeper mulling is the requirement before making laws. That laws can be misused by the unscrupulous and hence need to be carefully drafted. Who controls the Lokpal? Are there measures in place to ensure independence of the Lokpal but at the same time ensure that it does not run amok drunk on its own power (remember T N Seshan and the need to make the Election Commission a multi member body due to his bull in a china shop act)? That no frivolous complaints are filed with it? That no wrong and mischievous complaints are filed with it either to destabilise a government or sully some reputations or to blackmail and harass honest people? How do we ensure that the CBI does not become a state within a state or worse, a gestapo? We know power corrupts. We also know absolute power corrupts absolutely. Any institution has to function with checks and balances finely honed. The law will also have to be crafted properly. Remember section 498A, the dowry law? In a well meaning act of legislation, the burden of proof was reversed therein- accused has to prove he is not guilty-instances of misuse of the law abound. Even the Courts have commented thereon. Do we want such a thing to happen with the Lokpal? Should it not be well crafted and thought out so that we ensure that it meets its objectives and does not turn into a tool to be used by the unscrupulous (every law in India is misused, remember the pro-tenant laws in India do not allow for eviction of tenants at all, the anti corruption laws allow the CBI to indulge in corruption, FERA had to be transformed because of its misuse for blackmail)? And remember, the CBI does not have jurisdiction over the IAS and the IPS when they are in the state governments, neither does it have jurisdiction over officials/ ministers of the state governments. Should the jurisdiction of the CBI be extended to include at least IAS/ IPS officers in the state governments? How do we avoid every Inspector of the CBI thinking of himself as being so powerful as to harass anybody and even misuse his powers to threaten and extort bribes? Will we not need a better judicial system to reduce corruption? How about corruption in the judiciary? Will bringing it under the Lokpal reduce its independence (for, let us face it, the judiciary may have rotten apples but it has also done a sterling job of upholding democracy in India)? Do we need pre-auditing of government contracts over a certain value by the C&AG to prevent corruption of the Raja and Kalmadi scale? These are issues which need debate and understanding and not diktat. By all means, let there be a Lokpal. Let it have features which check corruption. That is the need of the hour. But discuss ways and means as to how to have a good law, not merely a law dictated by Ms Bedi and Mr Kejriwal. Let there be wider consultation and debate, let suggestions come from all those who know administration and have experience thereof and from those who know the intricacies of the system and the polity, involve parliamentarians and politicians of all hues and bureaucrats of all types, judges and lawyers, professionals, housewives, students (and also Ms. Bedi and Mr Kejriwal) and draft a proper law.

Parliamentarians have been moot spectators
The Parliamentarians have so far been moot spectators and even after 64 years of Independence they were not able to do anything about corruption. The high, mighty, crminals and feudal have become Parlimentarians, as a result of which the problems of poor citizens of the country is not being solved easily. Somebody had to take the lead. What is wrong in it when it is for the benefit of the entire society.

For all the talk about an end to graft, we do not hear anything about ending corruption in the media, NGOs and the Corporates. Any special reason why lessons from the tapes are being forgotten by the country?

Commitee in this regard is a show to make fool to the public. They never ever followed rules/framed policy in appointment of CBEC chairman, or you can say time and again they change the policy to meet their choice. Its realy a country of Brushtachar in which Anna has thrown a stone on the angers of the general public which has given rise to ripples in the society

What control Mamta has over Railways?
You don't get even second class tickets to Chennai for the next two months when there are six to 7 trains to Chennai from Delhi. When you ask the Booking Clerk, he simply says "No ticket - waiting list 250. The moment you come out and pay Rs. 200 to a tout, you get a confirmed ticket. When I cross checked the PNR Number in my PC, to my surprise, I found that everything including the age, sex, birth number etc., was perfectly in order. What is the mystery? When I don't get confirmed ticket at the counter even if I book two months in advance, how do I get a confirmed ticket at the gate? Mamta should either settle down in Kolkatta or quit Railway Ministry. Anna Hazare should put an end to this massive corruption in Railways which affects the common man. Mamta should stop talking aloud and show some versality in action.

RTI Exemption for CBI from the RTI Act
Vide Notification No. G.S.R. 442(E) dated 9-06-2011, the CBI has been
added to the Schedule II (list of organisations exempt from disclosure).
In respect of the date from which this notification comes into force,
the CIC observed that there is no express stipulation whatsoever that
the Notification shall come into force with effect from any date prior
to 09/06/2011. Moreover, the Notification does not appear to indicate
any intention of affecting existing rights and therefore, must be construed
as prospective in nature. Hence, information sought in any RTI application
filed prior to 09/06/2011 with CBI must be provided in accordance with
the provisions of the RTI

The conflicting decisions of the different benches of CIC are not only confusing the citizen, but are also devastating for the CPIO. The Directorate General of Income-tax (Investigation) was added to schedule II vide notification dated 27-03-2008. The CIC had held that if an information is undisclosed on the crucial date (i.e. 27-03-2008), no matter whether the proceeding for disclosure was started earlier or later, such information cannot be authorized to be disclosed under the RTI Act.
