Alok Perti poised to be Secretary, Coal
Finally balance seems to have tilted in favour of Alok Perti as he is going to be new Secretary Coal. Alok Perti is IAS officer of 1977 who who belongs to the Assam-Meghalaya cadre. Presently he is posted as Special Secretary Coal. As the grapevine has it Cabinet Secretary Ajit Kumar Seth was against his appointment, while Coal Minister Sri Prakash Jaiswal had vetoed in favour of Perti.He will be succeeding Dr C Balakrishnan who retires as Secretary Coal on 31 august 2011.

Pakistan : Names of 1.2 million voters removed from voter list in Baluchistan
The election commissioner of Baluchistan Mahboob Anwar has ordered removal of names of 1.2 million voters from the voters list as 'these could not be verified from the National Database and Registration Authority (NADRA)'s records. More names could be taken off from the voters' list in near future after a door to door survey proposed by the election commissioner with the help of the army and frontier constabulary is completed. Incidentally the Pakistani authorities had also initially denied that Kasab the Pakistani militant involved in the 26/11 Mumbai attack was a citizen of their country on the plea that his name didn't figure in the NADRA records.

A welcome step

Holding special exam to induct Army officers is a welcome step for augmenting the shortage IPS officers, however, care should be taken as such a mass recruitment over short period will jeoparadise the promotion and career prospects of IPS officers already in the service. All such officers who will come through this special recruitment drive will get army service benefits as it happened in the year 1971 where recruits who came from army got 5 years service advantage and were given year of allotment five years before their batchmates i.e 64,65,66 etc while they did training in 1969,70,71. Officers who will be taken in through this drive if recruited in 2012 will ger 2007 as year of allotment and will become senior to all 2008,09,10 and 11 batch direct recruits.

Not a wise move

I don't think this is a wise move of govt. Our Armed Forces are already facing acute shortage of officers. If it is allowed they will further loose their trained officers. It is something taking out something from your one pocket and keeping in other. But other way it is good for Armed Forces officers.

Increase shortage of officers in Army

Induction of young army officers into IPS will only increase the shortfall of officers in the Army which is already facing an acute shortage of officers. It would be better if more direct officers from the PPS are inducted into the IPS to meet the shortfall of IPS officers in the country.

A proposal to induct young officers of central police and state police to IPS through an examination by UPSC is already under consideration by MHA is a known fact. But inducting army officers is not heard off. This whisper seems to be an effort to include Army officers also .

It is not in national interest

Such decisions are taken to favour someone close to the centres of power and not in national interest. Attempts to get brownie points like this had also been made by the d/o Pers, which has now been made into a full blown ministry. It has confused the "competent authority" under all rules, including vigilance and RTI that either the Chennai based publisher of government orders, clarifications, explanations, amendments etc alone understands them or the advocates practicing before the court understand them. Will somebody please clarify if defence service falls in a category lower than police service or any other service? Should it not be a matter of pride and honour to be a defence officer rather than wasting time and capabilities in the ruined-by- politics thanas or thereabout? May be the politician is trying to influence the junior cadres of the defence forces to bring them under similar control as they have done to all services, especially those like the police that have direct interface with the citizens on daily basis? Does the government fear military coup at some later date now that Anna has lighted the torch of agitation against corruption in the country, and loyalty of the lower ranks can be bought to be used to defy orders of their commanders at the appropriate time? Why can't the government make the defence services better and more attractive for the youth to join as the first preference rather than the IPS? The governments have ruined the discipline in all the services to such an extent that inspite of all the vigilance laws, all the PCA powers and IPC provisions, it takes a Hazare to go on indefinite fast to stir the government to bring some discipline in the delivery of services to the people and still the government remains unmoved, in a limbo, totally paralyzed! And here it is offering "utkotch" to its defence personnel ?

Worst decision

This according to me is the worst decision. We can pick up Non-gazetted police officers with policing experience from all the UTs & States of India instead and induct them after promoting them. As it is there is a huge gap between availability and requirement of Officers in the Armed Forces. How can the Government even think of such a proposition, is beyond my comprehension; placing the country's defence requirement at enormous risk; making it more vulnerable; particularly as things stand today, when it it is an open secret that how China is consolidating its strength and might; both in terms of size of the forces and technology and variety of defence equipments besides our problems with the other neighbour. May God grant some wisdom to the learned people responsible for governance of this country !

Why the numbers from the direct entry can not be increased? If the officer from the defence services are eligible, then why officers from other civil services can not be?

I fully agree with the views expressed by AK Singh. Drafting of a law, having impact on the whole system in country, needs to be undertaken only be experts in this field. Moreover, the proposed legislation shall have prospective effect only and shall deal with the future cases only. Why there is so much hurry created by Anna's team simply by misguiding the unknown crowd in Ramleela Ground and also on roads. I am sure, Anna himself is playing in the hands of few sharks named by AK Singh. Kejriwal quite IRS(1992) in 2006 just to run his NGO "Kabir", said to be financially aided by corporates/MNCs. Ms Kiran Bedi quit IPS only in protest of not being made CP, Delhi. Antecedents of Bhushan duo need no elaboration. What to talk about Jan Lok Pal Bill, should we allow these 4-5 frustrated people to run our country and giving dictation to Government as well as Parliament, the supreme institution of Indian democracy. It happens only in India, when you can abuse the entire Government including PM, sitting on their chest merely saying that our agitation is non-violent. Can you imagine this could happen in our neighbouring country ? Independence is there for all but it should not be misused for vested interests. Unless & until we clean our attitude and notions, nothing is likely to happen by forming any laws on corruption. We nourish corruption for our own whims & fancies. Once all the public decide not to give bribe, how one can take the same forcibly ? When we get the desired result after bribe, we keep quite and cry otherwise. This is bitter truth and we should accept it.

A lawyer with a vakalat

It looks like Capt M K Gupta is less a pilot than a lawyer who holds a vakalat for his client Bharath Bhushan. While he blindly praises his client, he has no qualms to malign others calling Arvind Jadhav a 'pliable official' and damning Rohit Nandan having 'no PSU experience'. And a person holding three FA posts depriving others chances and holding still more additional charges wrongly is glossed over as a 'technicality' by him just because it is his client. As for his 'achievements' as DGCA, it should be noted that these were just minimal responses after the many air accidents so as to divert public attention. A full-time DGCA can do much more solid and effective work than this part time meddling by an FA.

MHA be complimented

It will definitely make the NCRB more potent organisation. Besides, all SCRBs should also be bring under the administrative control of DG NCRB for the effective implementation of its projects especially the CCTNS. NCRB is playing a very crucial role in the collection of crime related and militancy related data besides providing other useful services. All the best for this so-far neglected organisation which is still not having boarding-lodging facilities for the trainees coming there from all over India to undergo specialised IT Courses.

Arind Kejriwal was an IRS officer who resigned in 2005 to serve the nation. He is very much aware of the tyranny of IAS over IPS,IRS,IFS and others. His next move should be to use RTI as a tool to bring the nepotism by IAS in matters of promotion and postings.

Presence of Kiran Bedi in Anna's team casts serious doubt

Anna might have taken up a great cause. But presence of Kiran Bedi in his team casts serious doubt on their real intention. She his one officer for whom rules were bent, broken repeatedly to allow her to continue in Delhi and allow her to retain her Bungalow on Ashoka Road. Obviously she cannot claim herself to be face of honesty. Looks like Anna may be a priest but not saint.

Is Anna Hazare been held hostage by a Coterie run by Kiran Bedi, Kejriwal and Shanti Bhushan, an old horse of Jan Sangha? This is coming up now with statements from two closest former aides of Anna namely Sarangi and Khiarwal, two Maharashtra Bureaucrats of integrity of highest order. A Question doing the rounds of Bureaucratic Circles is Had Kiran Bedi followed the same path if her high aspirations of being posted as Police Commissioner of Delhi or Chief Information Commissioner of India fulfilled by Government? Will she or Kejriwal offer their kidneys to Anna if required OR it will be a common man whose sentiments are being exploited by them in the grab of sentimental issue of Corruption?

Exemption for CBI from the RTI Act

Vide Notification No. G.S.R. 442(E) dated 9-06-2011, the CBI has been added to the Schedule II (list of organisations exempt from disclosure). In respect of the date from which this notification comes into force, the CIC observed that there is no express stipulation whatsoever that the Notification shall come into force with effect from any date prior to 09/06/2011. Moreover, the Notification does not appear to indicate any intention of affecting existing rights and therefore, must be construed as prospective in nature. Hence, information sought in any RTI application filed prior to 09/06/2011 with CBI must be provided in accordance with the provisions of the RTI
Act.

Comments

The conflicting decisions of the different benches of CIC are not only confusing the citizen, but are also devastating for the CPIO. The Directorate General of Income-tax (Investigation) was added to schedule II vide notification dated 27-03-2008. The CIC had held that if an information is undisclosed on the crucial date (i.e. 27-03-2008), no matter whether the proceeding for disclosure was started earlier or later, such information cannot be authorized to be disclosed under the RTI Act. [CIC/AT/A/2008/00324-329 and reiterated in CIC/AT/A/2008/00083]. Should the CIC not set its house in order?
