Defence Officials as IPS ?
As per government website(January1,2011) there were 3,393 IPS officers in position against the authorised strength of 4,720, leaving a shortage of 1,477. The position in the IB is far worse where 9,443 posts are reportedly lying vacant across the country. A large part of backlog vacancies could be filled if the officers deployed on VIPs X,Y and Z security duties are withdrawn immediately. The PMO has opened the doors to allow Captain and Major-rank defence officers to appear for limited departmental examination to join the Indian Police Service to bridge the shortage of IPS officers, as the third mode of recruitment to IPS . I have the following views:-- (a).The shortage in IPS was created by PC when he enforced with vengeance the policy of ? Optimization of direct recruit vacancies in all ministries/deptts. as country's FM ; (b)The GOI will have to devise a formula for fixation of inter se seniority between the pass outs from MOD vis-a-vis the police inductees. The defence officers have always sought higher seniority than their police counterparts.; (C) The UPSC, on GoI's request, is expected to hold the limited competitive examination for Assistant commandant and Dy SP-rank officers from 2012. Holding limited exam for MOD officers for induction into IPS is ill-advised besides contradicting GoI's stated policy. Throwing such limited exams to MOD officers will not succeed in locating the right person for the right job.; (d) Several government committees had recommended laying greater emphasis on the "aptitude" of candidates than their knowledge of a subject, arguing that specialists or experts in any particular subject may not necessarily be good civil servants. Accordingly, the last Civil Services Preliminary exam was held under the revised dispensation with Aptitude test (CSAT).

Not a wise step
This refers to your debate. I do not think it is wise to let Captains and Majors in the army appear for the special exam for recruitment to the Indian Police Service. As it is, there is a shortage of thousands of officers in the Army. We can ill afford to add to this problem. It would be more appropriate to recruit from the market the qualified young men and women to fill this shortage of about 1400 IPS officers. Suitable candidates from Central Police forces and State police can be made eligible to apply and appear for the exam. Maybe this exam can also be made open to recent recruits from other Group A services. Incidentally the shortage has arisen due to shortsightedness of the powers that be to agree to the conditionalities placed before them by World Bank to downsize the Government. They were compelled to agree in view of dire straits we were in due to foreign exchange problems way back in 1990s.The result is, we are short of not only IPS officers but even IAS officers as well as others as the recruitment was drastically reduced from 1990 onwards. Recruit by all means to cover up this shortage but not at the cost of Army.

Not advisable
I understand that there is shortage in the Services itself. At times the shortage is claimed to be the tune of 10 to 12000 officers while IPs have shortage of around 1200 officers. Will it be advisable to fill this small shortage from an already deficient pool of officers instead of going for recruitment through the regular route of CSE by increasing intakes or promoting the State police Service officials to the cadre thereby enhancing their service prospects as well in the process.

Official imports of Gold will exceed 1000 tonnes this year ( 530 tonnes so far). At Rs. 20,000 / 10 gm, it is Rs. 200cr/tonne and Rs. 2 lakh crs for 1000 tonnes. Atleast 50% ie. Rs.1 lakh cr will be bought in Cash, all un-accounted Corrupt money. Counting for past few years , Gold of over Rs. 3 lakh crs is bought by Black/ Cash money by common Citizens. There is reluctance to pay even Sales Tax which is just 1%, both by jewellers and buyers. Considering recycled gold, jewellery and Diamonds, this black money value may exceed Rs. 5 lakh crores. Adding the Real Estate sector also, both residential and commercial, the black money generated by just these two sectors may exceed Rs. 10 lakh crores; which by no imagination is a small amount ( almost equal to last years Central Govts budget ).
Anna and his team should appeal to his million of supporters to declare their this Corrupt wealth; response to such appeal would show their true commitment ( and not wearing caps, candle marches, processions etc.). This huge amount of local Black money would have the same effect on Economy as black money abroad but is far easier to unearth. Income Tax / Sales Tax deptts also should go after these two segments ( follow the trail of imported Gold and ask for buyers details from jewellers ) with full force to support Anti corruption movement.

Govt at fault
It can be nobody's case that those sitting in Delhi in Government are fully aware of the ground realities when they draft laws. But the more important issue is that Anna Team need not have come in the picture at all had the government had done its job and not actually kept on avoiding it, even till this moment. If there is a vacuum, it has to be filled. No one can claim that Government has been better at understanding the ground realities, when we see the useless Bill they have presented.

Is Anna Hazare been held hostage by a Catorie run by Kiran Bedi, Kejriwal and Shanti Bhushan, an old horse of Jan Sangha? This is coming up now with statements from two closest former aides of Anna namely Sarangi and Khiarwal, two Maharashtra Bureaucrats of integrity of highest order. A Question doing the rounds of Bureaucratic Circles is Had Kiran Bedi followed the same path if her high aspirations of being posted as Police Commissioner of Delhi or Chief Information Commissioner of India fulfilled by Government? Will she or Kejriwal offer their kidneys to Anna if required OR it will be a common man whose sentiments are being exploited by them in the grab of sentimental issue of Corruption?

Let us not abrogate the right of institutions
While supporting the cause of the need to curb corruption, let us not abrogate the right of vibrant and healthy institutions of any democracy (however sick they may be). They are our bulwork against anarchy. The crying need and the basic reform necessary is for a court case to be decided in 6 months or one year. Then along with other reforms, everything falls in place. Anna phenomenon is significant but for heavens sake Anna is not India and India is not Anna. Neither do they represent the will of the people. People support the campaign to curb corruption not the Jan Lok Pal bill. Kejriwal, Prashant and Bedi suffer from illusions of megalomania and are horrible negotiators. In fact they would be fully responsible for anything that may happen. Talk to Anna directly and things may be sorted out quickly.

The all party meet has ended without resolving to take expeditious action to bring any strong anti corruption legislation on the statute book! It would have been better had the government introduced a strong Bill like the Jan Lokpal Bill and allowed the parliament to consider it. At least the people of India would have gained firsthand knowledge of those for or against corruption. All of them, including those against whom corruption cases are being investigated for years by the CBI are liberal with their spiel against corruption only to win votes. Once elected, corruption overwhelms them and they forget the voter and the masses. Attempting to delay matters in the name of the Standing Committee are not well intentioned. It is not necessary for every bill to be referred to the Standing Committee. Here are the extracts from the relevant Rules: Rules of Procedure and Conduct of Business in Lok Sabha Rule 331(1):The functions of each of the Standing Committees shall be- (a)to examine such Bills pertaining to the concerned ministry/department as are referred to the committee....and report Report to have Persuasive value 331N. The report of the Standing Committee shall have persuasive value and shall be treated as considered advice given by the committee. So, it is no necessary requirement to refer each Bill to the Standing Committee. Secondly, Bills are passed in 3 stages, introduction, general discussion and clause by clause discussion, passing. Such Bills go to the Rajya Sabha. After getting passed in the other House, they are referred to the President for Assent. Received back and notified in the Official Gazette, it becomes an Act or Law. Any government serious and sincere would have passed the Bill under the Rules of Procedure and Business in two days. Any parliament determined to pass the law can do so in less than 2 days. But none are interested in eradication of corruption. Corruption gives them their bread and butter, their election victories, their position of minister, their power or hukumat, their royalty in the name of democracy. We thought royalty of Kings and Nawabs was gone, we forgot their clones have taken over. Hasn't India become George Orwell's Animal Farm? Kiran Bedi suffers from delusions of grandeur
I entirely agree with Pawan Kumar. Kiran Bedi suffers from delusions of grandeur. She left IPS because she was overlooked for posting as Delhi Police Commissioner not because of any moral dilemma. If she is so disillusioned with the state of affairs in the country, one wonders why did she try to become CIC - a part of the same establishment she been decrying now!

Whisper's 'generosity being misused
Your Forum's generosity in allowing free e-mails is being misused by many to denigrate good officers and by some to self promote their own carriers. They use pseudonyms to cover their own cowardice thus downgrading this forum into a den of anonymous letters. While self promotional letters can be dismissed as harmless with a smile, the venomous ones coming out of personal feuds, vendetta and jealousy not only mar the entire atmosphere but also hurt those officers who are not able to defend themselves through your forum. To prevent the Forum from losing credibility due the actions of these few, letters from people without a paid/office provided email should not be published in the Forum. This is especially required since your Forum is getting more and more popular with bureaucrats especially in the higher echelons.

RTI Exemption for CBI from the RTI Act
Vide Notification No. G.S.R. 442(E) dated 9-06-2011, the CBI has been
added to the Schedule II (list of organisations exempt from disclosure).
In respect of the date from which this notification comes into force,
the CIC observed that there is no express stipulation whatsoever that
the Notification shall come into force with effect from any date prior
to 09/06/2011. Moreover, the Notification does not appear to indicate
any intention of affecting existing rights and therefore, must be construed
as prospective in nature. Hence, information sought in any RTI application
filed prior to 09/06/2011 with CBI must be provided in accordance with
the provisions of the RTI

The Directorate General of Income-tax (Investigation) was added to schedule II vide notification dated 27-03-2008. The CIC had held that if an information is undisclosed on the crucial date (i.e. 27-03-2008), no matter whether the proceeding for disclosure was started earlier or later, such information cannot be authorized to be disclosed under the RTI Act.
