Contributors should be aware of facts
The debate about induction of Army officers in IPS has attracted emotional dialogs about shortage of Army officers, without any one knowing the actual facts. This shows total lack of breadth amongst readers or contributors of this esteemed columns. There is shortage of commissioned officers because Forces refuse to dilute the standards without bending to such suggestions as promoting NCO/JCOs to fill up the vacancies, as was proposed by some state civil/police officers, for their cause in IAS/IPS. The shortage in Army is amongst officers in 20s and 30s. What are being rendered surplus are Captains and Majors in late 30s/ early 40s. What is proposed is to have an exam which will not need to test many things about knowledge since these officers have put in 15 -20 years of Gazzetted officers experience in Govt. of India. They are called IPS since they will be central cadre but will be posted as DySP and promoted to SP level later. The shortage in IPS is in some cadres where direct recruits do not wish to go. Promoting people in one state and sending them as IPS is not an acceptable solution. Readres are requested to respond to each point specifically.

Wise move
I think it is a wise move to induct IPS officers from the Army cadre. The officers are bright who require polishing in the civil aspect. The govt will do a big favour to the nation by such a move.

Physical fitness is one of the key criterion for selection to IPS and officers in the Army. If police officers are given a chance to join army through competitive examination or otherwise, then equity demands that army officer should also be given this facility. Infact, the need for lateral transfers of the two for specified years could be considered so that both of them experience the arduous nature of duties they perform to protect and build the nation.

Anna is being used but with a good cause
Agreed that Anna is being used but with a good cause. One UPSC, SSC, PCS and other exams and one General/Assembly election should not make people superior for all times to come. There may be many intelligent persons who would have not joined the Government but may have a big role to play in the governance of the country. What were the Parliamentarians doing during the last 64 years when right in front of their nose public money was being squandered. They on their own could have short circuited things.

People in power will be corrupt ?
Why people in power will be corrupt ? Do they not get their salary for the work they do? What a poor man feels when he goes for an income certificate and pays bribe to a government officer? How a Government officer who gets his salary for working for the people takes bribe from a poor man who earns his bread with the sweat of his brows. Same is the case for availing any facility provided by the Govt. Anna's movement to curb corruption at the lower functionary will directly help the poorest of the poor and it should be accepted by all.

Hazare has electrified the whole nation
Even small school going children have come out wholeheartedly in open support of Anna HAZARE. those who were dismissive and contemptuous of him till yesterday have stared behaving like good boy ( not because of agreement with his Janlokpal Bill ) but to save their own skin and others are running for cover. They have started saluting him and one spokesman has tendered apology also. From now onwards India will not be the same again . Having seen the working of most corrupt and tiniest department under a ministry headed by an honest minister and incurred the wrath of corrupt bosses , I am fully in agreement with all those who have come out openly in support of Anna Hazare. Very soon there will be plethora of voluntary retirement applications from those corrupt public servants at all levels who till yesterday were singing virtues of increase in retirement age to avoid going to jail . Anna Hazare's agitation is also being watched with interest in Pakistan and not only in other parts of world. After all Anna's appeal is universal because of his totally selfless and non violent approach. Like others, I wish Anna a very long life and appeal to him to break his fast so that his health does not deteriorate in any manner whatsoever.

What a mood swing ?
What a mood swing from Wednesday to Thursday. I was like many of my countrymen, angry and anguished. Two incidents upset me. Pranab Mukerjee alleged to have told Team Anna'Anna's fast is your and Anna's problem". Outrageous. In the evening of the same day the iftar party at the residence of Prime minister while a man was starving for 10 days for a national cause showed how insensitive the establishment is to the 'aam aadmi'. Thursday brought about some cheer. At last Prime minister showed some statesmanship in agreeing to the placement of Anna's bill along with other versions in Parliament and urged Anna Hazare to break his fast. Opposition and Speaker of the house joined him in this appeal. Here was an opening to end the stalemate. But this time Anna did not take the offer. Was he being obdurate? Or was he being manipulated by a few members of his team. Both ways it is being unfair. While we all share his objective to end the corruption and have a strong Lokpal, we should not destroy one institution viz. Parliament to build another. Let the parliament do its job with all the inputs given by civil society and if it fails to come up with what people desire there is always another opportunity to protest. Anna's health is important and he needs to preserve his energy for future causes. He has emerged as messiah of the citizens of India crying for better Governance. It becomes his moral duty to be flexible in the interest of his health. Some of his team members, it appears have their own agenda in advising him to stick to his fast. I hope better sense will prevail and today will see Anna breaking his fast.

If Anna movement becomes successful ..
If the Anna movement becomes successful, the VIP culture is also expected to die its own death. Apart from this, the manner in which IAS usurps all the posts in Govt of India or the States also indicates professional corruption. This should also be corrected and true equality should prevail among appointments in the Govt at the top. All the Services should get the opportunity of joining as Secretaries to the Govt of India which IAS does not even let others think of.

RTI Exemption for CBI from the RTI Act
Vide Notification No. G.S.R. 442(E) dated 9-06-2011, the CBI has been
added to the Schedule II (list of organisations exempt from disclosure).
In respect of the date from which this notification comes into force,
the CIC observed that there is no express stipulation whatsoever that
the Notification shall come into force with effect from any date prior
to 09/06/2011. Moreover, the Notification does not appear to indicate
any intention of affecting existing rights and therefore, must be construed
as prospective in nature. Hence, information sought in any RTI application
filed prior to 09/06/2011 with CBI must be provided in accordance with
the provisions of the RTI

The conflicting decisions of the different benches of CIC are not only confusing the citizen, but are also devastating for the CPIO. The Directorate General of Income-tax (Investigation) was added to schedule II vide notification dated 27-03-2008. The CIC had held that if an information is undisclosed on the crucial date (i.e. 27-03-2008), no matter whether the proceeding for disclosure was started earlier or later, such information cannot be authorized to be disclosed under the RTI Act.
