Aaj Ki Aawaz Congress is contemplating 'how did things go so wrong'????? Okay technically Parliament has conceded very little to Anna and Lokpal Bill is still 'a dream' but, Congress's image and image of Rahul have taken a severe beating!!! BJP's image has gone up...... after the revelation by Kiran Bedi that shows BJP played a constructive role!!! What Congress refuses to see is that Congress grossly mishandled Anna!!! First Congress Leaders 'abused' Anna...... like Manish Tiwari went to extent of saying that Anna is corrupt from head to toe......... then PC did a Ramdev by jailing Anna and this step infuriated the Nation!!! The feeling was that an honest man fighting corruption is jailed while the corrupt walk free and thumb their noses at the law.... I do not think I need to name them........PC's haughtiness and Sibal's smugness in camera glare have made the Public see red!!!! Congress needs to realize that Public has 'tasted blood' and now if Congress tries to foist a Jokepal rather than a Lokpal on the Nations it is going to 'face the music'!!!!

Rahul flopped miserably in Parliament!!! Even Congress Leaders were embarrassed by his sermon during zero hour!!!! In the morning it was being hyped that Rahul was going to step in and save the day for Congress and what he did was dig Congress deeper into the pit!!! The next day as expected he did not even show up in Parliament!!! And now like his Dad Rahul too has a shouting brigade.... Scindia now leads this brigade!!!!! Rahul's now preparing for his UP exam!!!!! And Congress will in due course say that even a improvement from in Congress's dismal fourth position to a 'podium' third position should be considered as 'pass marks' for Rahul!!!!! It's expected this time the fight in UP will be between Maya and BJP and Congress will displace SP from its third place and push SP to fourth place!!! Yes there are chances that Congress and BSP could extend their 'pally' which existed during Maya's rule in UP to the UP elections!!

This is a positive step. Anyway, from 1947-1970's hundreds, if not thousands of Armed Forces officers were inducted into the civil services under the EC/SSC quota. They produced some of India's finest civil servants, with outstanding examples including Captain G. Parthasarthy, IFS, (former high commissioner to Pakistan, and Australia), Captain Shekhar Dutt, IAS, Sena Medal (Ex Secy Defence, current Governor, Chattisgarh), Captain EN Rammohan, IPS (Ex DG BSF), NF Suntook, IAS (former Secy, R), Captain Bhure Lall, IAS, Wg Cdr Murkot Ramunny, IAS, etc, etc. The question that should be asked is not if Defence officers should be inducted. They have already proved their competence through several decades of excellence in the field of civil services already, since the birth of the Republic of India.

Yes, it is good step by the govt. They will get good opportunity to achieve their goal who r overage due to job and other reason of family/social. But those are dircet appointed officer in this line sine 15years and presently holding the rank i.e. commandant/col. in Central para military force/Army. They would feel insecure and humiliate due their junior would get fast promotion and status symbol in civil life. what would be good for these officers. please suggest good for those officers.

Millions of Citizens have participated in Anna's anti-corruption movement with passion through mails, SMSs, articles, processions, fasts, candle light marches etc making it successful. Times of India has been running an Anti Corruption support campaign on front page and over 50 lacs citizens have responded. Jan Lokpal Bill is now expected to clean up the Corruption malaise among Politicians and Government employees. But the rest of Indians, the active supporters, should now take the following anti-corruption pledge to show their real commitment and a little sacrifice:
Anna' Pledge:
1. I will neither give nor take bribe to further my interests. 2. I will pay my all taxes and duties, honestly. 3. I will declare my all un-accounted black money and hidden assets. 4. I will offer my past Tax Returns for compulsary scrutiny ( my Pan card number is -----)
Those pledging would be the real, genuine anti-corruption crusaders.

CBDT harassing tax payers
As per newspaper report, IT department in Mumbai has served notices to tax payers for the mismatch in 26AS and return they submitted. No fault of tax payers but notices are being issued. It is to be analysed and seen when tax payers has paid the tax by making payment or thru TDS which has been deducted by banks/organisations/employer, then the responsibility of tax payment has shifted to the TDS deducted. Government should issue notices to TDS deductor who have not either deposited tax deducted or not filed correction statement. In case of any mismatch of TDS deducted and 26AS, TDS deductor should be fined according to mismatch of every entry. Then only TDS certificate and 26As will match. Tax payers should not be made responsible once the tax has been deducted by the banks or employers. Will CBDT considerr this point positively and issue such circulars for the benefit of IT department and tax payers so that every pie deducted by banks and employers as TDS are properly accounted. Tax payers have hardly any say on banks for filing correction or revised return except to make repeated requests.

Why such a gap ?
When I read in WIC about so and so of 1984 batch from IRS or other services empanelled as joint secretary, I get furious. That means while 1992 batch in IAS gets empanelled as Joint Secretary, it is 1984 batch for other Group A services. Why such a gap when time and again it has been represented and conceded that the gap should not be more than two years. I am surprised at how those of other services recruited through the same examination lump this injustice rather insult. The cadre authorities have to waken up to this discrimination and it is high time the associations of different services jointly protest against this and other discriminatory service conditions put in place by those occupying the relevant positions in self-interest and overlooking the norms of fair and good administration. Find an Anna Hazare amongst you and fight for end to this state of affairs. It breeds cynicism, frustration and humiliation not good for better governance.

Hat's off to Anna Hazare !
Hat's off to Anna Hazare for fighting for a cause. But those who preach should follow what they preach. Instead of going to 'Medicity-Gurgaon', Anna Hazare could have gone to the neighbouring Government hospital i.e. Dr. Pant Hospital (where poor people are treated) instead of going to a Hospital which is within the reach of rich people only. This would also have not caused traffic jams.
Secondly, I would like to inform Harish Salve that there are only 1% Government Servant in India as compared to the population of the country. USA has 5% and Canada 7%. In Italy there is one policeman against 786 persons in comparision to 1 policeman against 10000 persons in India (go through the google). Is he practicing his law solely through legal means and not taking any money through cash. How many personal he has with him in his office and whether it is as per prudent norms. There is shortage of government servants in the country. There is acute shortage of employees in Government these days and what you need is to recruit more employees, discipline them & train properly. For attendance you should have biometric machine in all offices and hidden video cameras in all offices which deal with the activity of public service delivery.
Further humans are not machines. God has not made two government servants identical both in terms of his physique and intellect. Capabilities are bound to get effected as a result. Temperament of person to person also differs. The personal problem of persons also differ effecting his work. Work in Government offices can also not be distributed equitably as nature work differs from seat to seat

Lieutenant did you die in vain?
I learnt about your demise from the ticker tape on one of the news channels, last evening. It was a big encounter and a very fierce one at that. A feeling of deep sadness enveloped me as I reflected on your youth which had been sacrificed in Gurez Sector, in the line of duty. What does your death mean? By now your mortal body would be lying embalmed at the Base Hospital and will be flown out of Srinagar later in the day, on its final journey to the cremation ground in your native town or village. You were too young to die, far too young! For whom and for what did you die then? This question haunted me last night and I will attempt to answer you. You were probably from a village or a small town of India. You were perhaps the son of an army officer or JCO, or from an urban or rural civilian background. You could not be from one of the big cities where iron has entered the soul of our youth and where the only driving motivator is quest for money in the surreal environment of the corporate world. Why did you join the army? Ofcourse to get a job. But than that is over simplifying the question. You were possibly motivated by the traditions in your family and clan,you were probably enthused by the sight of your elder brothers, uncles or other men from your community in uniform, you were perhaps enchanted by the cantonment life where you may have spent your growing years. As your body comes home, you will not get the adulations from the Government which a soldier's body gets in the USA. Your name will not be read out in any obituary reference in Parliament, as is done in the UK for all soldiers who fall in combat in the line of duty. Your name will not be etched on any national memorial because we do not have one! Symbolically you will become the unknown soldier for the Nation, for whom the flame burns at India Gate, but your name will not be etched there. The names engraved on that monument are of the soldiers who died fighting for the British Indian Army and not those who have made the supreme sacrifice for independent India! Can it get more ironic? But do not despair Lieutenant. Your comrades will do you proud! The seniormost officer will lead the homage that your brother officers will pay you before you leave the Valley of Kashmir one last time. Your unit representatives will escort your body home. You will be carried to the funeral pier draped in the flag for which you died fighting. The darkened and tearful eyes of your grief-stricken mother and the stoic figure of your father, benumbed by the enormity of this tragedy, will move even the most cynical. I do not know Lieutenant at what stage of the encounter you fell, mortally wounded. But the fact that you were there on the lonely vigil across the Line of Control in Gurez, is enough to vouch for your valour. Your unit and formation commanders will see to it that you get the gallantry award which you so richly deserve. In due time your father or your mother will be presented the medal and parchment of your gallantry, which will be framed and find the pride of place in your home. Time will dull the bitterness of this tragic parting, which right now is the only feeling that engulfs your parents and siblings, in its enormity. Lieutenant you were lucky. You did not live long enough to get married and leave behind a grieving widow. You did not live long enough to have children. For when they would have come of age you would have seen in them a cynicism towards the army for which you died. You will not see a young son who thinks his father is a hero and wants to follow his footsteps in joining the army only to be harshly dissuaded by his mother (or even father!) from following a profession which ranks so low for the youth of our country. You were lucky not to serve long enough to see the army getting belittled . You did not live long enough to see the utter indifference and even disdain for the army. Like you a large number of valiant soldiers laid down their lives on the rocky heights of Kargil, fighting against self-imposed odds. Today it is not even felt fit to publicly commemorate the anniversary of that stupendous military victory, won in a befitting manner. But do not despair Lieutenant. Your name will be etched for posterity in the annals of your Unit and your Regiment. A silver trophy with your name inscribed on it, will grace the centre table of the unit mess. You will also find your name in the unit Quarter Guard, where annual homage will also be paid to you. The war memorials at the Formation HQ where you served and at your Regimental Centre will proudly display your name for eternity. If you joined the Army through the NDA, your name will be written in the Hut of Remembrance through which each cadet will pass, paying homage before his Passing Out Parade. There will be an obituary reference to you from your comrades in the papers, which will be flipped over by most but which will be read in detail by people who have a connect with those who wear or wore the uniform. As your parents head into the evening of their life, memories of your valour will be their most precious possession. When ever your mother will think of you her eyes will mist over but there will be more stars in them than you ever wore on your shoulders. Your father may speak quietly about you but no one will miss the swell of pride in his chest. For your siblings you will always remain the real hero, and for that matter even for your community and village. A school or a road may well be named after you and you will become a part of the local folk-lore. You died Lieutenant, because when the test came, you decided that you could not let down your family, your clan and your comrades, who always expected you, without ever saying so, to do your duty. You, Lieutanant, have done more than your duty and made your memory their hallowed possession.

RTI DPS is a Public Authority
Information related to admission made by the Delhi Public School (DPS), Rohini under the policy framework specified by the Department of Education (DoE) for the academic year 2010-2011 was denied claiming that since it is an Unaided Private Institution, the RTI Act is not applicable to the school. The CIC noted that 10,000 sq. mtrs. of land was allotted to the School by the DDA at a nominal rent of Rs. 10/- per annum while another 6000 sq. mtrs. have been allotted at concessional rate of Rs. 65 lacs per acre. The CIC observed that the terms and conditions of service of employees of DPS are as per the norms of DoE and the School enjoyed exemption from Income Tax on its earnings. The presence of two nominees from the DoE in the Managing Committee indicated the Government control in the running and administration of the DPS. The CIC held that the DPS, Rohini fulfills the essential elements of being called a 'Public Authority'.
Comments Getting a child admitted in a good school has been very difficult for
the residents of Delhi. Hopefully, this order would usher in transparency
in the working of the educational institutes in the country who shall
now be bound to designate PIOs.
