Aaj Ki Aawaz

If Congress is to be believed Sonia's coming back on Sept 02......prior to this they had said August 31....... she was supposed to be staying longer but turn of events back home are forcing her to return sooner!!! First it was said she's got skin cancer..... then they said it was cervical cancer and now it's being said she's got pancreatic cancer!!! Congress as of today is 'leaderless and rudderless'!!! The four she left in charge have flopped and in the end it was the one who deserved to be one of the four left in charge but was purposely ignored, who 'saved the day'!!!! Messrs. PC and Sibal wanted Anna and his lot to be hauled over coals!!!! Now when she returns will Sonia take stock????? Will she take the four she left in charge to task???? She cannot dump PC as he 'knows too much' (he's been the FM and is the HM).....so will Kapil Sibal aka Mr. Smug be the fall guy.....fall guy/s are the need of the hour for Congress?????? Congressmen abused Anna..... one called him corrupt and another called him a traitor!!!! How will Congress get out of this very deep pit in which Congressmen have dug the Party into???????

Madam will be back at the helm even if it is from her sick bed!!!!!

Today Congress is without a head!!!!!

MPs cannot hit out at Anna.... and believe me they are itching to do so!!!! He is seen as the one who is bent on making Politics drab and without selfish interests..... our Netas are fixated on fun and games and selfish motives!!!! So now the MPs are targeting Kiran Bedi!!!! Are our MP's holy that nothing can be said that is construed as insulting to them!!!! Bedi has said and done nothing that brings down the prestige of the Parliament!!!! And please just look at the track record of our Netas .... don't they bring down the prestige of Parliament.... do I need to cite examples??????

Those who stood with Anna are going to be attacked!!!!!

By 'the system' they've already been tacked!!

I think the birth date which was on the records when the current COAS was appointed should be the birth date for fixing his retirement!!!! He's just making a hullabaloo and bringing down the prestige on the high Office that he holds!!!! I feel this issue needs to be settled ASAP....... this sort of 'indiscipline' should not be tolerated..... what message does this send down to the ranks??????

Okay if he's hankering for Office.... make him an Ambassador or even a Guv!!!!

And mind you in this matter push has come to shove!!!!!

Rajiv's killers have spent 'a life sentence' on the death row.... so in fact now they'll be hanged after living out a life sentence!!!! In TN the feeling is that they were not even directly involved in Rajiv's assassination...... the rarest or rare yardstick in their case is not the motive or how Rajiv was killed but the fact that it was Rajiv who was killed!!! Subramaniam Swamy who boasts about his vegetarianism has no qualms about lives being snuffed out!!!!! Keep these guys in jail for the rest of their lives!!!!

Giving and taking of lives is HIS domain so do away with the death sentence!!!!!

Don't we say and eye for an eye does not make sense??????

PS...... PC's son questioned authenticity of Anna's 12 day fast........ after what he was able to do during his Dad's election in TN I'm sure PC's son has reason to doubt everything and anything..... they say our deeds guide our thoughts!! And Anna from his hospital bed has sent Mohna a get well card!!!

DEBATE (1)

A good proposition

It is a good proposition to have Army officers mix with civil office set up like in AFHQ, however with civilian boss. But considering the alarming deficiency in Army, it is not a reasonable proposition at this juncture. It is better all police personnel should first join ARMY and keeping the volunteer officers, the rest need to be released as IPS or Inspectors. This will kill both problem of shortage in army and fitness problem in police. Further ARMY would have younger profile officers and could also be a solution for post retirement problem currently faced by ARMY. Police should adopt only two level entry at the beginning and later move to a singly entry system. This will maintain motivational level and uniformity in approach. Further like ARMY, reservation policy should be banned from policing also, where only merit counts.

PS : ARMY means Armed Forces and POLICE means all paramilitary forces and civil police

DEBATE (2)

Getting Army officers in IPS is an excellent idea

The army guys by virtue of their training and working environment will definitely add greatly to police services. However, their seniority needs to be retained to ensure that no injustice is done due to change of service. This step will go a long way in improving the functioning and ethos of Police force. Case in example are Late Ashok Kamte (ex army to IPS) and many Police officers who joined IPS after their short service commission in army. They have generally excelled, wherever they were posted. In USA this system has been in vogue since first world war with lot of success stories.

IT dept harassing taxpayers

I fully agree with R K Mishra's view that the income tax department is wrongly harassing taxpayers for any lacunae in 26AS statement. In another instance, the state government treasury officer(Tax Deductor) was wrongly refusing to issue Form 16 certificate for TDS saying that the income tax dept does not require it, whereas the provision was only that form 16 need not be enclosed with the tax return. So the tax deductor refuses to issue form 16 due to his ignorance and arrogance and the assessing officer calls for the assesse to produce the form 16 to complete the assessment. This merry-go-around of harassment of the helpless assesse goes on.Is there no safeguard against such highhandedness of these petty officials against the citizen.

Representative Democracy and Civil Society

The air is resonant with fierce debates relating to philosophy and practical content of the hallowed concepts of democracy, citizens and participation/representation. Merits and demerits of first past the post system are too well known to be recounted here. However, in the prevailing atmosphere, since moralistic postures in the extreme are being adopted, egos seem to have been badly bruised and there is flurry of abuses and recriminations, it appears worthwhile to highlight and reiterate basic facts in this regard. A cursory glance at winning candidates' analysis in the General Elections, 2009, which has been put out by the Election Commission of India on its website, is instructive. In only 4 seats (out of 543),the winning candidates secured more than 50% of votes over total electors in the constituency! Also, 4 candidates won securing less than 10% votes over total electors in the constituency! While 448 (winning) candidates secured less than 50% of votes over total votes polled in the constituency, only 12 winners secured more than 60% votes!

Privilege notice !

Privilege notice against Kiran Bedi and Om puri has been admitted for their certain utterances from Ramlila ground against honble MPs. Both of them are celebreties in their own right and their utterances lowered their image in the eyes of their supporters (and not of honble MPs ) My worry is that if they are punished, electronic and print media will repeat what Kiran Bedi and Om Puri said from Ramlila ground . Our parliamentary democracy is robust and vibrant and can afford to ignore utterances made in the heat of the moment.

RTI

DPS is a Public Authority

Information related to admission made by the Delhi Public School (DPS), Rohini under the policy framework specified by the Department of Education (DoE) for the academic year 2010-2011 was denied claiming that since it is an Unaided Private Institution, the RTI Act is not applicable to the school. The CIC noted that 10,000 sq. mtrs. of land was allotted to the School by the DDA at a nominal rent of Rs. 10/- per annum while another 6000 sq. mtrs. have been allotted at concessional rate of Rs. 65 lacs per acre. The CIC observed that the terms and conditions of service of employees of DPS are as per the norms of DoE and the School enjoyed exemption from Income Tax on its earnings. The presence of two nominees from the DoE in the Managing Committee indicated the Government control in the running and administration of the DPS. The CIC held that the DPS, Rohini fulfills the essential elements of being called a 'Public Authority'.

Comments

Getting a child admitted in a good school has been very difficult for the residents of Delhi. Hopefully, this order would usher in transparency in the working of the educational institutes in the country who shall now be bound to designate PIOs.
