CAG Report pointing out Sheila Aunty's gupplas in tabled!!!

As Aunty 420 she's been very rightly labeled!!!

Sheila had been saying she'll wait for the CAG Report being tabled in Parliament before commenting on the so said gupplas enumerated in the Report!! Ultimately like Kalmadi she's going to say 'for the prestige of the Nation cost is immaterial'!!! Tendering norms were trashed....... arbitrary decisions were taken...... which led to huge losses and huge profits for certain Companies!! Now let us see if the 'caretaker' Boss of Congress will order Sheila to resign????? Congress says Report only points out to the guplas and she is innocent till proven guilty!!! Of course Singhvi and Manish have forgotten what they had demanded when the Hegde Report came out!!! And one must not forget the Great CWG Chori made the Nation look as if India 'bit more than it could chew' by bidding and then accepting to host the CWG Games!!

Is new Environment Minister going to block industry dreams of mining projects ?
Ms. Jayanti Natrajan- the new Environment Minister at the Centre, is likely to be a proverbial albatross around the neck for the party. She is going to be a roadblock in clearances of all the projects that are environmentally sensitive. This would mean that corporates wanting to take up mineral and mining activities in various regions are going to have a tough time going ahead. It is heard that the new minister has the full backing of Home Minister too, since both belong to the same state.

Goa Government to launch unique health insurance scheme
Goa Government being headed by Chief Minister Digambar Kamat is going to launch a unique health insurance for all Goanese. It will cover all such people who have stayed in Goa for at least five years. For this a tie up with the ICICI Lombard has been done by the Goa Government. Every eligible Goanese will get health insurance cover of Rs.60000 and that too irrespective of his/her income. The scheme to be launched from August 15, 2011will be christened "Swarn Jayanti Beema Yojana".

Millions of Indians starving for the sake of GDP

M L Gupta wrote: "There is no shortage of production in essential commodities--in fact, the government has no place to keep the bountiful produce and hence puts it to rot in the open. Releasing them in the market would tame the prices, which will be bad economics."

Absolutely right, Gupta jee. You have hit the nail on its head. Reduction in agricultural commodity prices would result in lowering of GDP from that sector which would affect the total GDP. Reduction in growth of GDP would mean loss of credibility, face and prestige. A few million Indians starving to death is the price we are willing to pay.

Nothing can be far from truth

I am in complete agreement with the views expressed regarding CGHS. At Noida, it takes two days to take medicines - on monthly basis. It means every month, two precious days are wasted on getting medicines. Staff comes not before 8.15 or 8.30. We reach there at about 9 or so and our turn does not come till 1.30, at which time they close down. Today came to know about something like an afternoon session. I believe it is only in NCR like Noida etc. When the case of diabetes and hypertension is on the increase and it is a very common ailment, I wonder why the dispensary cannot give medicines for 3-4 months at a stretch instead of only for a month. The specialist from RML prescribes for 6 months at a stretch. Every month, so much time gets wasted in just procuring these medicines. After computerisation, it is even worse. The system does not work satisfactorily. Why cannot they resort to manual working when the computer system fails? They refuse to do that and all the people have to keep waiting till the system starts working again. What a precious waste of time. Whatever happened about the insurance scheme - floated by minsitry of health in place of CGHS?

Challenging tasks by traffic police

It is heartening to note the challenging tasks being performed by traffic police. I wish every officer takes up one issue at a time in his agenda, to clear the system from unruly masses. Today every one can see zooming cars and bikes on roads. Why cant our traffic police note down nos. of all such vehicles and check them, instead of looking the other way. Invariably ,one can find zooming Sumo/Scorpio/Innova/Tavera like big vehicles which are generally driven by goons. If a drive is made to stop/track such cars and bikes by traffic police, a lot can be done to book the criminals. Such zooming vehicles generally belong to criminals/antisocial elements/spoiled children from rich families etc. Therefore without waiting for any untoward incident to happen, a drive by traffic police/ police in all cities will certainly help catch potential criminals in the society.

Inclusion of PM in Lok Pal ambit is a red herring

All this clamour for inclusion of PM in Lok Pal ambit is a red herring. More pernicious is section 57 of the draft bill ,which says that the provisions of the Lok Pal Act would be "in addition to " and not in "derogation " of any law for the time being in force. Meaning thereby that the Anti Corruption Wing of the CBI would continue in the present form. This is more than clear from the proposed and only amendment to section 6A of the DPSE,1988 in the draft Lok Pal bill. So folks, in India, we would have 2 agencies to tackle corruption :one within the Government and one outside the Government. Where on earth ,can one find such a calculated mess ? Should the Government not asked the utility of 2 central agencies to administer POC Act ?

Discussions about stagnation in IRS galore

Discussions about stagnation in IRS vis a vis IAS or even P&T Accounts and Finance galore. However, people should also take a look at the similar situation in Railways where no service has a batch in SAG below 1989. Infact, IRSS and IRSEE etc are lagging so much that even 1987 batch is not yet promoted. It is only recently that proforma promotion has been given to them. However similar situation remains in HAG in all services in Railways where generally 1978-1979 batches are yet to get HAG when 1985 of IAAS & IAS are already in HAG.

Review promotions

DoPT should review the promotions of Steno Grade D to Steno Grade C and consider regularising their services from retrospective effect with respect to their adhoc appointment in that grade, subject to their suitability. A cut off date should be fixed. This would mitigate their grievances once for all.

Opinion given by Ministry of Law and Justice

The Appellant sought information regarding the legal opinion provided by the Ministry of Law & Justice in respect of an incident for which action is being contemplated against Shri Pranav Kumar (IAS 2008 Batch, Bihar Cadre) under Rule 12 (d) of the IAS (Probation) Rules, 1954. The Ministry of Law informed the CIC that its opinion on any given issue is tendered on the file received from the concerned department. This opinion becomes a part of the File which is eventually returned to the Department concerned. The Commission clarified that the records of any advice / opinion tendered by the Ministry to other Government Departments do not fall under the category of fiduciary capacity and Section 8 (1) (e) is not attracted. The Commission held that the decision in respect of disclosure of the legal opinion given by the Law Ministry to the concerned under the RTI Act, has to be made by the Department seeking that advice.

Comments

There exists a two-way channel connecting the Law Ministry with any other Department of the Central Government. On one way, the File seeking opinion travels from the concerned Department to the Law Ministry and on the other way, the opinion tendered on that File travels from the Ministry of Law to the concerned Department. If the advice given by the Law Ministry is accepted as fiduciary, then such information which will never be disclosed in any contingency u/s 8 (1) (e) of the RTI Act even if the concerned Department is willing to disclose such opinion which is under its control.
