On 2 G and CWG Congressmen lie and lie....however, this time the SC has stepped in and that is why quite a few of the 2G protagonists are in jail.... had SC not stepped in Congress would have done a 'Bofors' and the protagonists of this scam would have walked scot-free!!! In the CWG matter you have the Minister of Sports lying in Parliament that it was the NDA Government that made Kalmadi the Boss of OC!!! As per BJP the IOC President was to be OC's Vice President and the President was to be nominated by the Government!! PM and PC are in the dock and will have to answer!!! PM can no longer keep mum and expect us to go accept his silence following the adage 'silence is golden' ..... and PC must realize he cannot insult his way out of these scams!!!

New political equation in UP (UPDATED)
A group of 12 small parties declared their pact on Tuesday in Lucknow. These parties have their own cloud in Eastern Uttar Pradesh. They do caste politics to the last mile. Jointly they have a chance to dent in BSP's vote bank and play a spoiler. They also declared a joint morcha in Rabindralaya Lucknow Tuesday afternoon. The parties are National Loktantrik Party, Jai Bharat Samta Party, Labour Party, Rastrawadi Labour PArty, Janwadi Party, Rastrawadi Aarthik Swantantra PArty, All India Gondwada Gantrant PArty, Awami Samta Party, Rastriya Rakshak Dal Pasi, Jansatta PArty, Vanchit Jamat Dal, Lokshakti PArty. Around 3500 people were present at Rabindralaya and lot were standing out. This group has done few rallies in eastern UP attracting gathering of 2-3 thousand at all centre without much publicity or collection of people. Four more party are likely to join the Morcha. Bhartiya Samaj Party, Pragatisheel Manav Samaj PArty, Kaumi Ekta Dal and Samanta Dal. The morcha has blessing of Chatriya Mahasabha. Congress leader Digvijay Singh and JAgdambika Pal have been wooing Chatriya Mahasabha in light of coming assembly poll in UP. The new morcha has appointed Bhagwan Singh of Chatriya Mahasabha as convener for the group.

Pakistan : Supreme court once again rescues senior police officer Zafar Qureshi
Pakistan's supreme court once again came to the rescue of senior police officer Zafar Qureshi on Monday when a three judge bench headed by CJ Iftekhar Chjowdhary quashed the suspension order issued by the federal government against him on 4 July. Zafar Qureshi's investigations as Addl DG Federal Investigation Agency (FIA) into the notorious NICL case had led to the arrest of Moonis Elahi son of former Punjab CM Parvez Elahi now an ally of the federal government after which he was summarily shunted out of the agency. He was brought back to FIA following the apex court's direction but was placed under suspension immediately after rejoining on charges of misconduct as he gave an interview to a TV channel which the federal government felt he wasn't authorised for. The apex court has quashed the suspension order terming it illegal and a deliberate obstruction for the process of investigations in the NICL case.

This is an urgent appeal to all honest officials and others involved in the organisation of the games with any agency, public or private to come forward and in the interest of the country, turn whistleblowers by approaching the authorities including the PAC with full details of all wrongdoings. Copies of documents in Vigilance cases

The copies of documents sent by the Central Board of Excise and Customs (CBEC) along with enclosures on the basis of which the Central Vigilance Commission (CVC) issued the 'advice' in the case of the applicant were sought. They were declined claiming exemption u/s 8(1) (h) of RTI Act by CVC after consulting the CBEC as a third party. It was submitted to the CIC that although the proceedings against the Appellant himself had since been completed, the proceedings against the remaining employees who had been charge-sheeted in connection with this case were still pending and, therefore, the disclosure could adversely affect the pending enquiry. Further, the case involved a large number of employees and the records and documents received from the CBEC had common references to all those employees, distinguishing the information related to the Appellant from the rest might not be possible. The CIC held that upon the conclusion of disciplinary proceedings against the Appellant with the advice of the CVC, there is no reason why the desired documents should not be disclosed.

Comments

Even if the communications from the CBEC contained some references to other employees, it would hardly matter when the CVC has already given its advice in relation to the Appellant. The increasing number of such cases point to a need for a change in practice and training in RTI Act.
