Don't the sufferings of dalits and tribals in other states move him?, Rahul
Gandhi is a gentle, cultured, humane. He comes across as a person genuinely concerned
with the upliftment of all sections especially the down trodden. His visits and
stay at dalit-bahujan homes is laudable but what is baffling is that he is concerned
about the welfare of the dalits in Uttar Pradesh only and maintains absolute silence
when Funds meant for ST/ST welfare were diverted by the Delhi Government for the
Common Wealth Games or when the poor dalits of the Bhotmange family were brutally
killed in Maharastra in 2006. Anita DEBATE Senseless

as mahatma and taking surveys. It is clear that you are under pressure to do such
senseless surveys and if this continues, your readers will lose faith in you.

Unfair selection process I would like
to highlight problems of Officers who are posted in field units far flung areas
outside Delhi and do not get any chances for coming on deputation to Ministries
in Delhi due to cumbersome procedure. There are so many other services apart from
IAS but going by contents of your website it gives the impression that except
for IAS no body else matters. Every day there is news of some IAS Officer or another
joining on deputation. When other service officers send their deputation application
to their headquarters it is Herculean task to get the application forwarded to
DOP&T & with great difficulty after lot of pleading when it is forwarded
to DOP&T then again we have to repeatedly meet officers dealing with deputation
& try to catch their attention & get our application forwarded to Ministries.
We have to chase our name sent in panel to Ministries & lobby with the Joint
Secretary incharge of administration or alternatively discreetly lobby with Secretary
& Minister & try to put up suitable docile, obedient face to appear attractive
to them because their criteria of selection is to see with whom they will get
along & get whatever they want done without any questions asked. I tried my
best & succeeded & reached final level but somehow the Joint Secretary
incharge did not find me submissive enough, that, he put in a positive word and
recommend my case in file. In other case the Secretary or Minister wanted some
one else. In one Ministry another Officer had strong backing of some politician.
I am unable to understand why this kind of unfair selection process which encourages
lobbying & bhai bhatijawaad is perpetrated by the DOP&T. Rules should
change. Why Ministries should be allowed to arbitrarily select after hectic lobbying
particular officer. Moreover an officer coming on deputation through such lobbying
will never be bold & will always be doing jee hazuri of the person who helped
him in angling for this post. This is most exploitative & arbitrary way of
making selections. I suggest DOP&T should also ask for pasting photograph
of Officer desirous of consideration for deputation so that they can make selection
based on good looks. That will be better then current arbitrary method because
at least criteria will be known instead of present whimsical unexplainable selection
criteria. It is difficult for us to take leave & come to Delhi, move our case
in DOP&T & chase file & remain put in Delhi till finalization. All
this takes at least one month & who will get such long leave for lobbying
purpose? Those already posted in Delhi or nearby places are able to lobby as they
can frequent DOP&T as many times as they like on official tour but what about
others who are already facing disadvantage of far flung remote area posting?

communication of downgraded ACRs The officers who had been graded below the
Bench Mark without assigning any logic and reason should be protected. Such Reporting
officers must be punished. Supreme Court of India in Dev Dutt's case held that
overall grading should be communicated but within a "reasonable time".
After the Judgment of Dev Dutt, the DoPT vide OM dated 14.5.2009 has issued instructions
to communicate the overall grading after the Report is complete with the remarks
of the Reviewing officer and the Accepting Authority. Thus the communication is
to be done within six months. The DoPT order is effective from 2009-10 onwards.
But what about the cases which are old by 10-15 years. In such cases there is
no meaning of communication after such a long time. It will not serve the basic
objective of communication. The basic aim of communication of adverse and downgraded
ACRs is give opportunity to the officer to represent and most important to provide
opportunity to improve the performance in future. That is the reason Supreme Court
of India after the case of Dev Dutt, in the cases of Abhijit Ghosh Dastidar,
R.K. Anand, J.S. Garg and Ranjana Kale ordered for promotion ignoring the downgraded
ACRs. There was no communication of ACRs which were below the Bench Mark.

It is not correct to say that CSSS has asked for posts of JS. Assuming they do
so at a later stage, what is the objection? If CSS clerks can be Joint Secretaries
why not CSSS officers. There is a common perception that CSSS should restrict
themselves to only shorthand and transcription etc. In reality, it is much more
than that. Majority of them are managing the offices of very senior officers in
the GOI. Managing the office with all its minus points (especially if the officers
are non-IAS) is not an easy job. Why I say non-IAS is because if they work with
IAS officers, they get full cooperation from Admn in the form of staff, infrastructure
etc. If they are with non IAS, then it is the responsibility of the CSSS officer
to somehow manage the office even without lack of infrastructure, staff etc. For
which alone they deserve to get a pat on their back. Seen the pitiable sitting
arrangements in which the CSSS officers are made to sit like "cattle class"
whereas their counterparts in the CSS occupy palatial rooms which may not always
be warranted. Only the shortage in space is passed on to CSSS officers. Go and
visit North Block and see how CSSS officers are seated in probably a cubicle of
5ft x 5 ft - for a Sr PPS or PSO. Will the Administration dare to seat a DS or
Director in such space? As far as more number of posts at PSO level is concerned
and seeking relaxation is concerned, what about CSS Deputy Secretaries. They are
also not eligible but still are asking relaxation as some are about to retire
in April this year and they would become due for promotion to Director only in
July. Hence, relaxation has been demanded. How can anybody make %age comparison
between population of India and PSO!!! Whether he dare to make such comparison
in CSS? Moogambikai GFR's, CVC guidelines, Maintenance of Financial Propriety,
GOI instruction nothing applies to the Dept of Posts. They think they are different.
A 100 crore Cash Certificates fraud happened in West Bengal, does anybody have
an inkling of it. Nothing gets reported due to lack of attention and this helps
the frauds and corruption to continue unabated. There is no check and control
of funds/ expenditure at the various levels and the dept deliberately does not
want finance and accounts personnel as this would result in checks and control

on 8.2.2011 that Union budget for 2011-12 may not permit further tax breaks to
Corporates. Tax revenue foregone by the Central Government increased from Rs 206700
crores in 2005-06 to Rs 502299 crores in 2009-10, revenue forgone as a percentage
of aggregate tax collection was 48.16 per cent in 2007-08 increased to 79.54 percent
in 2009-10, tax-GDP ratio which was 10.1 percent in 1990-91 remained just 11.6
percent in 2007-08. RBI reveals that net profits of private sector grew by 26.2
percent in 2007-08. Arvind Viramany estimates that efficiency of investments during
1992-93 to 2002-03 ICOR at 11.1 reduced to 9.2 during 2003-04 to 2007-08. In construction
it was 1.5 ICOR reduced to 1.2 and in telecommunication it was 2.2 ICOR reduced
to 0.5 for the same period. Thus inefficient business continue to rake in profits
through duty forgone route swapping Sovereign wealth to corporate profits. This
is more pronounced in growth of Indian companies investments abroad which was
mere $319 million in 1998-99 where as in 2009-10 it was mega $ 10.3 billion. Global

breaks need be rolled back and a cut of 20 percent of duty forgone will give great
