Controversy has arisen over age relaxation of age for the post of Director at Post- raduate Institute of Medical Education and Research (PGIMER). The PGIMER Governing ouncil while deciding to keep the upper age limit for the director's post at 60 has relaxed the limit for Government servants and retired officials. PIA staffers stir intensified
The strike started by PIA staffers on Tuesday has further intensified resulting in cancellation of 100 flights leaving some 25000 passengers stranded by Thursday. The authorities who were earlier denying that rumors of an agreement with the Turkish Airline which triggered the protest now admit that an agreement has indeed been reached between the two airlines but claim that the same is 'yet to be approved by the regulator and the government' . It is also admitted that if and when this agreement comes into force it would result in PIA relinquishing lucrative destinations in Germany, Italy, The Netherlands, Spain and the US to the Turkish Airlines. And this precisely is what the PIA Pilots, Engineers and other staff are objecting to.

Rahul is academically and ideologically way behind Mahatma Gandhi

The theme of WIC debate chosen by Dr Suresh Mehrotra Editor-in-chief must have unintentionally generated a revolution of rising expectations in the minds of Rahul Gandhi and his chamchaas. There is hardly anything common between the Mahatma and Rahul baba except sharing a common? Surname?. Thanks to Feroz Gandhi. There are, however, differences galore between them.

While the Mahatma despite his rich academic and spiritual attainments chose poverty voluntarily, Rahul baba, born with a silver, sorry, platinum spoon in his mouth. Is academically and ideologically way behind the former. Rahul has a girl friend; Gandhi ji practised celibacy. The Mahatma was a leader of the masses, Rahul is a leader of chamchaas. The former was mostly in jail during the freedom struggle, Rahul is a denizen of Lutyen's Delhi enjoying the air-conditioned comforts of a plush bungalow all at tax payers cost. Gandhi ji moved freely among the poor masses, the latter is surrounded by the SPG commandos. He is a self proclaimed leader of the masses, totally inaccessible to the aam aadmi of the Congress party that was nurtured by Gandhi ji. The father of the nation used to participate daily in bhajan sandhya. Rahul baba holds daily darbar to give darshan to his security-vetted devotees and make promises by usurping the power of the Executive.

Against this background, I leave it to the browsers to ponder: whether Rahul Gandhi could become Mahatma Gandhi during his life time, let alone the Kalayug. In my opinion, he is no way near even his father Rajiv Gandhi, let alone his charismatic grandmother Indira Gandhi. Rahul needs intensive intellectual grooming by a bold journalist like Dr Suresh Mehrotra rather than political tutoring by the Congress party infested with chamchaas, who prostrate before Rahul and abuse his powers. The elders in the Congress are helpless, speechless and the youth rudderless.

Deputation Mafia exists

It is a universally known fact in Delhi that deputations are monopolized by certain officers who have mastered the art of manipulation. Such officers are operating a deputation mafia & obstruct the deputation prospects of other officers who may be posted in field units & are not present to defend themselves against the onslaught of character assassination leashed out by the members of this deputation mafia. Why do they do this? Because it reduces competition. One sided tongue lashing damages the prospects of other competitors & they have no chance of knowing what struck them. Deputation Mafia thrives on spreading canards. If you examine the deputation profiles of Officers whose cause is taken up so diligently by this privileged coterie of officers in DOPT swayed by sycophancy then you will understand why a certain set of officers always remain on central deputation & then angle for a PSU deputation & again back to central deputation. In their own service such officers are the blue eyed boys/girls because everyone knows they are the chosen ones & so their cases are processed at lightening speed. Rules do not exist for them. Cooling off period is non existent. They retain government houses even when on deputation as CVOs in PSUs by bending the rules. DOPT cites rules only when it has to reject a proposal thus rules are required only selectively & at convenience. In the deputations recently cleared by the government majority are cases of officers who had completed full tenure under central deputation & then managed to get a CVO deputation to some department or other. Never mind if they have not rejoined their parent departments or have for gotten the working of their departments due to having remained away from field postings, these officers have no worry because their parent department will again oblige them & post them in headquarters so that they do not have to exert in the field at all. After all incompetence & shirkers rights have to be protected. When such officers have exhausted all avenues of deputation they quietly sneak back to their parent department & damage the system by their inactivity & indecisiveness because having remained in subordinate capacities on deputation or in posts requiring not much of independent decision making these officers have become Pappus & as everyone knows Pappus thrive in this corrupt system where there is no accountability & rules are applied selectively & arbitrarily.

The question of giving justice

In our Democratic county, where is the question of giving justice to Modi or any one else whether it is ruling party or opposition party, the right of killing other people. Is this the right way of democracy.... or is there inhumanity hidden in this county, please let me know where is question arises in India whether it is Muslim or Hindu or Christian or of any religion.

Whether we will expect from our county this secularism, justice to the citizen of country by protecting the wrong doer by the name of religion.

Strengthen financial system in Postal Department

The Financial system in Postal Department should be strongly strengthened. The CPMG and PMG's are advised in financial matters by junior level officers unlike in Railways. Any proposal to strengthen the finance system is systematically scuttled by the IPoS officers because a strong Accounting and Finance system is seen detrimental to their interests. In view of the scams all over MOF,MOC C&AG should put in place a strong and robust financial system in this huge organisation.

Promotion of CSSS officers

While fully agreeing with the views expressed about further promotional prospects of CSSS officers, I would like to add that almost the same work is being performed by PS or Addl. PS to Ministers but they have been given separate infrastructure, room and other facilities. Further, in some Ministries it has been seen that an officer is chosen to look after some of the works of Secretaries and designated OSD etc., from services other than CSSS, but is provided a separate room, even though he is of US or DS rank while the Sr. PPS or PSO (DS/Dir level) is asked to occupy one of the seats in Secretary's personal office. There are even instances where the table and chair allotted to the officer of CSSS when appointed as PA or PS and posted in Secretary's office is still asked to work from there even though promoted as PPS or Sr. PPS (i.e. US/DS level). It is all so disappointing and discouraging sometimes. Clear case of discrimination. Government Ministries/Departments - esp. Directorate of Estates (which decides on allotment of space to all grades of officers), Department of Personnel (which is supposed to ensure that no discrimination takes place) and Department of Administrative Reforms (which inter alia formulates policies on good governance) - and CSSS Association/Union must take up the issue at suitable level/ forum and ensure that officers of CSSS are also treated in a dignified way, which they rightly deserve.

While on the subject it is also strange that officers of CSSS are not sponsored for many training programmes, national or international, on the ground that such training would not be utilized by them as would be by SOs, USs, DSs, who are supposed to deal with file. On the one hand officers of CSSS are not supposed to be concerned with file noting or correspondence received, officers (esp. JS and above level), expect their personal staff incharge (PS, PPS, Sr. PPS/PSO) to ensure that all the notes are put up with all facts and supporting documents well tagged/filed etc. In other words, they expect the personal staff to go through all files and correspondence meant for them. Most of the officers do appreciate the comments of their personal staff on files, wherever required, but refrain from sponsoring them from training programmes. Government, therefore, must understand that sponsoring CSSS officers for all the trainings would sharpen their analytical thinking which in turn would only help the officers directly and the Department indirectly. Again, it is high time that concerned Ministries and CSSS Association think to take up the issue at appropriate level/forum.

Honest tax payer is always subjected to harassment

As a retired Executive and a septugenarian, I put 8 lakhs of my hard earned savings in a Mutual fund. I am a regular IT payer and has no income other than Bank Deposits. After almost 3 years, I received an intimation under section 142(3) of IT Act for some clarifications without intimating me the points where my clarifications are required. Since I am not healthy I entrusted the matter to a consultant. When he went there he was asked to come on some other date. On the second visit, he was told that the clarification is about the MF deposit. It took him four visits to clear the doubts. For his efforts Consultants gave me a bill of Rs 10,000. I feel sad that a honest tax payer is subjected to such harassment when evaders like Hassan Ali and others get away scot free. Many politicians who were destitute when they joined politics are now billionaires. Did any ITO check up how former CJI's son who had only Rs.25000 with him has become a billionaire now.

Why bureaucrats playing with BSF

BSF was raised in 1965 and was tasked to defend the borders of India. As BSF stands in the first line of defence of Nation its units were raised and equipped on the patterns of Infantry Battalion of ARMY so that BSF can repel any aggression and carry out limited aggression against the Enemy. As BSF did not had its on officers cadre, Initially Officers from Army and Police were inducted to start functioning of BSF. Unfortunately after 46 years of existence, Police officers (IPS) with zero experience and training in tactics, warfare and no orientation of dealing with Hostile enemies are dictating the terms in BSF.

An Officer joins BSF, undergoes tough training ( In order to Defend our Beloved Country from external aggression) , serves the nation in some of the most inhospitable terrain, leads troops from the front, takes on challenging task of Internal security of the country ( where IPS officers have failed ) and after doing all this He gets treated like a 2nd class Officer in his own cadre and country.

Can the Top brass of Indian Politicians justify why still IPS officers are deputed at the Top echelons of BSF with zero training and experience in dealing with hostile Enemy.

A BSF GD Officer Joins as Asst. Comdt. , picks up the rank of Dy. Comdt in 7-8 yrs, 2IC in further 7-8 yrs and the rank of Comdt in next 5-6 yrs thus A GD ofcr becomes a Comdt after 19- 22 yrs of service ( Subject to vacancy, and several other conditions ) where as a Doctor joins BSF as Medical Officer ( Asst. Comdt.) He will become SMO ( Dy Comdt. ) in exactly 4 yrs of service and CMO (2IC ) in 9 yrs of service and CMO (SG) i.e. Comdt in 13 yrs of service. The Doctor D Officer who has given his Blood and sweat to the Country and Org can never dream of becoming an IG and will become too Junior to a Doc in just 13 yrs of Service. can Some one justify this HR Policy which prohibits the Officer from Becoming the chief of BSF, the Officer who has given his Blood and sweat to BSF , who has been trained and matured doing the Job of Securing Borders of India. Can Some one Justify why BSF GD Officers are ill treated and forced to become sub ordinate to the Doctors who are much junior to him.

It would be quite revealing if such a performance audit of the V-SAT money order scheme, canniblisation of registered post service by Speed Post and various consultancy contracts entered into by the DEPTT of Posts is undertaken.

DoPT should issue guidelines on communication of downgraded ACRs

The officers who had been graded below the Bench Mark without assigning any logic and reason should be protected. Such Reporting officers must be punished. Supreme Court of India in Dev Dutt's case held that overall grading should be communicated but within a "reasonable time". After the Judgment of Dev Dutt, the DoPT vide OM dated 14.5.2009 has issued instructions to communicate the overall grading after the Report is complete with the remarks of the Reviewing officer and the Accepting Authority. Thus the communication is to be done within six months. The DoPT order is effective from 2009-10 onwards. But what about the cases where ACRs are not written in time and written later pre-dating the date of writing to show that they are written in time, thus remain uncommunicated till holding the DPC and are communicated later after holding the person reported upon UNFIT. WHAT should be the fate of those ACRs which are neither written nor communicated in time and despite several CAT/Court judgments to discard the ncommunicated below benchmark ACRs, they are being considered by the DPC and the officers are declared unfit on the basis of uncommunicated below benchmark ACRs. Why not DOP&T issue clear instructions to dicard such ACRs which are not communicated before holding the DPC. In such cases there is no meaning of communication after such a long time, even in many cases, communicated after holding the DPC. It will not and cannot serve the basic objective of communication. The basic aim of communication of adverse and downgraded ACRs is to give opportunity to the officer to represent and most important to provide opportunity to improve the performance in future. But what is the purpose if the Reporting Officer writes the same after he retires or completes his tenure. This is only with the clear intention to destroy the future of the officer. That is the reason Supreme Court of India after the case of Dev Dutt, in the cases of

Abhijit Ghosh Dastidar, R.K. Anand, J.S. Garg and Ranjana Kale ordered for promotion ignoring the downgraded ACRs. There was no communication of ACRs which were below the Bench Mark. DoPT should issue guidelines accordingly.

To overcome inflation, raise retirement age for all fit people

India needs another green revolution to overcome inflation so as to increase foodgrain production by making agriculture a more attractive investment option. It should first raise retirement age to 62 and then invest liberally the saved/postponed two years? retirement benefits in agriculture by subsidizing and distributing fertilizers and high yielding seeds to farmers as also households, subject, of course, to certain safeguards; and subsidizing purchase of agriculture-irrigation-equipments like tractors; introduce tax benefits to corporates who adopt in-house/captive farming. Govt. should also ban forward trading, in coordination with WTO, if need be, in foodgrains, simultaneously raiding hoarders and putting them behind bars. Other measures are (a) extending/subsidising agriculture credit at low rates of interest, free-insurance of agricultural produce in case of natural calamities, (b) imposing tax on sale of farming land ? whether to govt. agency or private builders, (c) further raising interest rates as incentive to save more to curb inflation and discourage hoarders to get cheap credit from banks, (d) educating people to refrain from buying high priced items, as was done by late Sh. Lal Bahadur Shastri by advising people to keep fast on Mondays at the time of food crises, Thus, if production of foodgrains increases, there will be less chance for hoarders and the principle of demand & supply will apply, thereby reducing prices of foodgrains. Food Corporation should be allowed to buy more and more foodgrains and release to the market from time to time, banning completely forward trading. By controlling inflation, our PM can prove that he is a world-renowned economist.

By raising retirement age, corruption can be tackled to some extent as bureaucrats will not do unjustified things so as to seek re-employment after 60 years. There is a strong case to raise retirement age, as has been done by other countries due to late marriages, late entry into service, increase in average age, etc. Already, there is shortage of staff in every office and general public is feeling the pinch, as more and more raw hands are appointed on contract/re-employment basis due to the policy of filling up one vacancy against three vacancies. This practice is wrong inasmuch as contract-employees are not subject to Conduct Rules and they cannot be held responsible for wrong doings. If the above measures are not taken, people should not expect inflation to fall after heavy expenditure on recent Commonwealth Games in the light of the fact that consequent upon incurring heavy expenditure on 1982 Asian Games, average consumer price index went up from by 56 points between 1982 and 1983 as against 35 points between 1981 and 1982.

Colonial system of slavery still prevails in IAS

Yes, it is true, even in IAS the hard working, honest and straight forward officers are treated differently by their non performing, corrupt seniors. Still the colonial system of slavery prevails in IAS circle. This NPA's will suck the blood of hard working junior officers and will take credit for their good work, when the straight forward junior officer face problem due to his/her quality these blood sucking NPA's will form opinion quickly and spoil the ACR which will affect the officer's career progress but nobody knows that the same NPA got good name due to the hard work of the officer whom's ACR he spoilt how shameless these NPA's. NPA's are every where including in IAS. All these NPA's will always dreamed about holding attractive posting in GOI.GOI should ask the people of the officers jurisdiction to write the ACR of an officer then these NPA's true colour will come out. based on this ACR all promotions including scale shall be given other wise these kind of NPA's will occupy the coveted chairs, wont take any decisions and ruined the motherland.
