No transparency in PSUs


DPE has given guidelines to PSU managements, to make ACR ratings known to the concerned employee.

But it has not specified how to use these ratings for the purpose of promotion.

Thus managements use whims and fancies to promote / leave out individuals.

No promotion methodology is defined by DPE.

Managements are promoting people with 3 years in grade and leaving out those with 6 years in same grade, without assigning any reason, or without any transparent policy.

DPE should call for documents from some of the major PSUs, on which decisions are taken to leave out seniors, in preference to juniors. It should also ensure that methodology becomes transparent.

As promotions remain whimsical, the purpose of DPE of ACR ratings making transparent, IS BEING DEFEATED BY PSU managements. Initially DPE can ask for such documents from maharatna and navratna PSUs

Deputation Mafia exists

I entirely agree with Shri B. K Yadav regarding unfair & arbitrary manner in which deputation posts are filled up. It is a universally known fact in Delhi that deputations are monopolized by certain officers who have mastered the art of manipulation. Such officers are operating a deputation mafia & obstruct the deputation prospects of other officers who may be posted in field units & are not present to defend themselves against the onslaught of character assassination leashed out by the members of this deputation mafia. Why do they do this? Because it reduces competition. One sided tongue lashing damages the prospects of other competitors & they have no chance of knowing what struck them. Deputation Mafia thrives on spreading canards. If you examine the deputation profiles of Officers whose cause is taken up so diligently by this privileged coterie of officers in DOPT swayed by sycophancy then you will understand why a certain set of officers always remain on central deputation & then angle for a PSU deputation & again back to central deputation. In their own service such officers are the blue eyed boys/girls because everyone knows they are the chosen ones & so their cases are processed at lightening speed. Rules do not exist for them. Cooling off period is non existent. They retain government houses even when on deputation as CVOs in PSUs by bending the rules. DOPT cites rules only when it has to reject a proposal thus rules are required only selectively & at convenience. In the deputations recently cleared by the government majority are cases of officers who had completed full tenure under central deputation & then managed to get a CVO deputation to some department or other. Never mind if they have not rejoined their parent departments or have for gotten the working of their departments due to having remained away from field postings, these officers have no worry because their parent department will again oblige them & post them in headquarters so that they do not have to exert in the field at all. After all incompretence & shirkers rights have to be protected. When such officers have exhausted all avenues of deputation they quietly sneek back to their parent department & damage the system by their inactivity & indecisiveness because having remained in subordinate capacities on deputation or in posts requiring not much of independent decision making these officers have become Pappus & as everyone knows Pappus thrive in this corrupt system where there is no accountability & rules are applied selectively & arbitrarily.

"An Indian"'s remarks about service in the BSF are suprising. Although he is correct that IPS officers are probably not the most appropriate persons to be managing border security, the rest of his post takes on a rather strange tone. What complaint can he possibly have against BSF medical cadre officers being promoted faster than GD officers? Medical officers in ALL organisations are promoted faster than General Cadre officers. In the army, Army Medical Corps officers are promoted much faster than infantry or other branches. In civil govt sector like railways, etc, doctors become SAG (PB4 GP 10000) in 20 years, while it takes other services (except for the heaven born IAS, IPS etc), longer. Anyway, all deserving BSF officers become Commandant in 15 years, and not 20-22 years like the poster has claimed. So what is the problem? Doctors take longer to be educated to the standard that they are. They deserve some consideration for time spent in educational training.

The CSSS officers should first read the Central Secretariat Manual of Office Procedure. Their duies are well defined in the CSMOP. Then only they should try to envy the CSS. The additional posts Under Secretaries created in the year 2003 after reckoning in the 700 odd persons working as in-situ Under Secretaries. The Cadre review Committee report of CSS of 2003 and the Cabinet Note prepared thereon will bear a testimony to this fact. A Cabinet decision is policy decision. As per innumerable judgments of the Hon'ble Apex Court The court's cannot interfere on policy decisions of the Government.

It is a matter of fact that rules in Government are selectively applied. Even in this era of RTI the one's with 'right connections' are able to manage what they want and rules are interpreted accordingly by those who hold the power. We tend to forget that power we are holding at a particular chair is a sacred trust and the same must be exercised to promote general and individual welfare. It is sad that despite so much of criticism of its policies DoPT in conjunction with administrative ministries continues to follow a downright discriminatory system without understanding its implications for governance as a whole. DoPT needs to realize that each of its victim ends up as a frustrated officer which may reflect on his/her performance causing further damage to governance at cutting edge level. Yes it is difficult to devise a system which will make everyone happy but still a system with lot more transparency and fairness shall help to create an environment which would largely mitigate grievances of the officers working at cutting edge levels.
