bound goods Pakistan has imposed 0.08% tax on all goods transiting

to read that someone commenting on the promotion avenues in BSF is not aware about
the facts which exist on ground. I would like to inform that the officers, joining
in BSF are given the status of Group "A" services whereas there is nothing
on ground which matches it on ground. It is not understood why Govt. has not given
any heed to it. The very fist aspect being the organized cadre. BSF officers are
not in organized cadre whereas they are in All India Services. Government should
look into it or it may lead to much amongst the BSF officers. Aashish

hence 36 years for IG,25 years for DIG,20 years for Comdt,15 years for 2iC and
7 year for Dy Comdt. and medical officer are not getting any such advantages in
army accept direct appointment/seniority as captain. Moreover, infantry officer
are the one who get fastest promotion but they deserve it just like BSF officers
who dont get it though being deserving. And leave aside Army, IAS,IPS or any other
organised cadre, BSF Officers are far behind their other para military brother
officer of CRPF,CISF,ITBP,SSB etc as far as promotions are concerned though selected

in Maharashtra Forest Service The promotion riddle in Maharashtra
cadre of IFS is getting curious and curious! DPC for APCCFs was held in December
end. Panel was approved in the first week of January, 2011. However, posting proposals
continue to play flip flop between CM and the Dept.! Reason? Grapevine says its
the invisible hand from the "High Command" which has prevented the implementation
of DPC's outcome. Heard that a review favouring those who were superseded is on
the cards! So much for a Government which professes transparency and integrity!
An IFS officer It's not harassment The
income-tax department has introduced a new system of collection of information
through AIR (Annual information return) filed by various agencies. Accordingly
the department is now enabled to verify certain investments made, such as investments
in Mutual Funds, investments in immovable properties, investments in term deposit
and in SB accounts. For this purpose the Assessing authority issued notice u/s.143(2)
as per IT Act. This is not harassment. If the tax payer produces the material
evidence for the source, then the AO can close the file by giving an order u/s.143(3)
of the IT Act on the same day. As a honest tax payer, Narayana Moorthy please
note that the ITO has done a social commitment to dig the unaccounted fund as

Mafia for deputation Indian council of Forestry Research
and Education (ICFRE) headquartered at Dehradun is an autonomous council of Ministry
of Environment and Forest, Government of India (only council in the field of forest
and environment research). Before formation of ICFRE as an autonomous council
in the year 1991 there use to be only 4-5 IFS officers on deputation to ICFRE
and its institute but now there are more than 75 IFS on deputation to ICFRE. The
deputation and further extension on deputation is being managed by these officer
with the help of concerned ministry officials and DoPT. The officers on deputation
are very good in manipulating the rules. They use rules selectively & arbitrarily.
Very recently DoPT vide their letter no.14021/3/2008-AIS(II)dated 16th March 2010
have clarified that officers posted on centre deputation are not eligible for
non-functional scale, but in ICFRE and MoEF other institutes inspite of DoPT order
they are getting non functional scale on centre deputation. Another example you
must have been well aware that the top most post of Director General, ICFRE, Directors
of ICFRE institutes and Deputy Director Generals in ICFRE are not filled since
last one and half year to provide benefits to certain group of IFS officers. This
is happing in ICFRE inspite we have dynamic leadership of honorable minister Jairam
Ramesh. There are many cases for violation of rules by these officers in ICFRE.
I think there is a urgent need for monitoring of deputation at Centre level, keeping
in view the growing demands and problems of the concerned states. Dr.

There are reasons to believe that deputation mafias are very active in
getting selected the non performer and corrupt officers of the states on deputation
to various key posts in the Central Government. some times the merits of the other
candidates are simply ignored in order to achieve this goal. MOEF is full of officers
from North-Eastern or some other difficult states, marring the chance of other
deserving candidates. The minister has a discretion of just picking any one out
of the panel of three or four candidates. It is here that the mafias play their
dubious role. This is the high time for the Supreme Court of India to review such
action of just picking up of one candidate by the Minister arbitrarily, and save
the country from the clutches of corrupt and non performers. Nirmal

is a good, energetic, devoted and intelligent officer. I saw her working in Delhi
when I was CLO of MCD. It is good that she has come back to India. I wish her
good luck and I am sure she would continue to work with the same Zeal and energy.

time to time the pitiable CSS bravely attempts to take the focus off the machinations
being indulged in by their cunning office bearers. Like the proverbial naked king
who sincerely believed that he was wearing the best dress in town, the CSS is
trying to delude itself into thinking that the undeserved cadre restructurings
and the consequential creation of thousands of posts are due the duties and responsibilities
described in the Manual of Office Procedures! Facts are otherwise. Care to know
how? Read on: Let us look at the ghoulish joke called insitu promotions
perpetrated on the taxpayers of the country. Till 1999, promotions at the level
of US were given only on the basis of actual vacancies. Section Officers of 1980
batch were the beneficiaries of the same. However, due to a plethora of court
cases, the US vacancies could not be filled up for a long time and the 1981 and
1982 batch officers started to feel the pinch of lack of promotions. To accommodate
their concerns, in the year 1999, the government decided to give insitu promotions
to SOs upto the 1983 batch only. Immediately the dirty tricks department
of CSS went into the overdrive mode. It is rumoured that a 1987-Batch SO who was
working in the house-keeping Section in North Block literally fell on the feet
of the powers that be in DOP&T and lo and presto, insitu promotion was bestowed
upon SOs upto 1987 batch without any logic whatsoever. As such, within a short
period of one month, 4 more batches of SOs were promoted as Under Secretaries
on insitu basis. These promotions were solely due to the result of the alleged
shenanigans of the CSS and not because of any duties and responsibilities described
in the MOP. It is also useful to look into what the CSS are actually doing.
Recently, hundreds of CSS clerks were promoted as DS/ Directors. All of them are
on the verge of their retirement. Not one of them reaches office in time. A surprise
attendance check will reveal the complete picture. Most of them availed LTC to
the farthest areas permissible under the LTC rules, claimed lakhs of rupees towards
air fare, encashed 10 days of earned leave, and retired from service. Adding insult
to injury, those with right connections have managed to stay on as consultants,
on astronomical consolidated retainers, taking advantage of the newly relaxed
norms on appointment of consultants. This is the real work being performed
by CSS. It is indeed risible that with this track record, they are trying to pontificate
