Pakistan Railways (PR) in a shambles
Information provided recently by Mr Ghulam Mohammad Bilur Pakistan's Minister for Railways and Mr Shahid Hussain Raja Railways Secretary of Pakistan to the National Assembly's Standing Committee on Railways show the crisis being faced by Pakistan railways (PR). Out of 500 locomotives available with PR only 227 are in running condition and there are no funds for essential repairs to the rest. As a result running of passenger trains on four routes was closed last year and only 4 freight trains are running daily against the normal capacity of 16 or 17. Secretary Railways pointed out that a Railway Specific package of Rs 11.5 billion was approved by the federal cabinet in December last year but no actual allocation has so far been made. Also Rs 13.6 billion earmarked for the railways under the Public Sector Development Project was reduced to Rs 7.3 billion and even this reduced allocation is not likely to be received during the current fiscal. Members of the Standing committee termed it ironical that the government has worked on a bailout package for the Pakistan Airlines (PIA) used by the elite but neglected the Railways which is the common man's only means of transportation.

DEBATE - This is with reference to suggestion that Rahul Gandhi should start as the minister for HRD like his illustrious father. If I am not mistaken, the late Rajiv Gandhi never worked as a minister as he was straight away appointed as the Prime Minister under tragic circumstances which we all know.

Top Priority must be given to CAGs adverse findings. Heads must roll.

DOPT should have withheld promotion orders of all those CSS officers who have not submitted their Property returns in case it is really serious about the matter. If such a step was taken rest assured all of these Officers would have submitted Property Returns within one day. Anyway we can only hope & pray that the Property returns are received & thereafter scrutinized so that accountability can be introduced. Nowadays there are three main lucrative areas which are money spinning Real Estate, Mining and Spectrum. Thus all the CSS Babus working in these Ministries need to be scrutinised along with assets of their dependents. For example in the Ministry of Urban Development there are many heads which should have rolled long ago be it CWG scam or allotment of land & dubious land allocations. The incidents of Files getting mysteriously misplaced or lost has never been solved & matter allowed to gain dust so that it gets old, as that also benefits these vested interests. Infact the Officers from CAG are not provided records or very limited records are provided so it is unable to catch the culprits. Now for example if we go through the Performance Audit - Report No. 6 of 2009-10 in respect of Land & Development Office, Ministry of Urban Development. Chapter-9 cites Audit findings in selected cases regarding outstanding dues to be recovered as under-

(i) Bharat Hotels Outstanding dues - Rs. 304 Crores,

(ii) Samrat Hotel Outstanding dues - Rs. 97.94 Crores,

(iii) La-Meridian Hotel Outstanding dues - Rs. 60.90 Crores,

(iv) Taj Mansingh Hotel Outstanding dues - Rs. 29.57 Crores,

(v) Claridges Hotel Outstanding dues - Rs. 12.88 Crores,

(vi) Ashoka Hotel Outstanding dues - Rs. 5.96 Crores + Rs. 18.57 Crores,

(vii) Taj Palace Hotels Outstanding dues - Rs. 3.07 Crores,

(viii) Janpath Hotels Outstanding dues - Rs. 1.95 Crores.

(As regards Rajdoot Hotel, Vikram Hotel & East India Hotel (Maidens) - the cases are pending with vigilance since ages)

TOTAL AMOUNT OF LOSS - Rs.534.84 Crores.

Now instead of making sincere efforts to recover the amount, what do the Babus in the Ministry do? Well the relative of one senior IAS Babu was lodged in one of these Hotels free of cost. It is better to enjoy free hospitality & flaunt your burra sahib status to small town relatives rather then do the thankless job of recovering the outstanding loss.

Deputation process must change

All corruption of CWG,2G would have been avoided if ministers and secretaries were not allowed to bring their cronies on deputation. Such cronie officers will never able to withstand the pressure to do a job of minister's and secretary's liking. In fact they will be happy in doing so. Because they have been picked up from a panel which included more deserving candidates but could not be selected because they had no access to the minister or secretary. The deputation process must change to be objective to avoid subjectivism and adhocism.

DoPT should issue guidelines on downgraded ACRs

Natural justice demands that the officers who had been graded below the Benchmark without assigning any reason should be protected. The Supreme Court in Dev Dutt's case held that overall grading should be communicated but within a "reasonable time". Accordingly, the DoPT vide OM dated 14.5.2009 issued instructions to the Ministries/ Departments to communicate the overall grading of the APAR after it is reviewed by the Reviewing officer and accepted by the competent Authority. Thus the communication is to be done within six months.

The DoPT order is effective from 2009-10 onwards. But what about the cases which are old by 10-15 years. In such cases there is no meaning of communication after such a long time. It will not serve the basic aim of communication. The basic objective of communication of adverse and downgraded ACRs is give opportunity to the officer to represent and most important to provide opportunity to improve the performance in future. That is the reason Supreme Court ordered for promotion ignoring the downgraded ACRs in the cases of Abhijit Ghosh Dastidar, R.K. Anand, J.S. Garg and Ranjana Kale . In view of the recent judgments, DoPT should issue guidelines for the DPC to consider the promotion of such officers ignoring downgraded ACRs.

"Kee fark painda hai"

The much publicized interaction by the Prime Minister with TV editors today turned out to be a damp squib. Prefaced with opening remarks, Dr Manmohan Singh appeared throughout on the backfoot. The interaction sounded like the typical Question hour in the Parliament (11 AM to 12 Noon) with Harish Khare, his media Advisor, as the "notional moderator", behaving more like a school headmaster. The core issue of corruption was sidetracked by the PM by expressing his helplessness due to compulsions of coalition. Raja, he felt, was retained as the Union Minister despite serious allegations against him as the DMK Chief Karunanidhi insisted upon it. The PM failed to address the specific query on Raja's retention as minister in the Union Cabinet. The embarrassment to PM was sought to be avoided by bringing in not-so-well-known editors who were more interested on issues like GDP and inflation, the pet theme of Dr Manmohan Singh. One wonders whether any useful purpose was served by organizing an interactive session with the TV Editors alone. The PM, in my opinion, failed to give convincing answers on the core issue of scams after scams. He , however, succeeded in convincing the TV editors that he should not be maligned by the TV media as he did not spare any efforts in rooting out corruption. It is not clear why did the PM not invite seasoned and bold Editors from the print media including the famous website :WIC? Is he afraid of them? All said and done, the PM exhibited the "Kee fark paindaa hai" attitude during the entire proceedings. His credibility has suffered a serious setback. It is for sure that the concepts like Governance, Transparency, Ethics need to have a paradigm shift in their present definitions to make allowances for compulsions of Coalition dharma.

The Maharashtra Chief Minister has been chosen as Mr. Credibility by the NDTV. Thus a request to him to live upto his reputation. Sir, you are aware that the Maharashtra Cadre of IFS is in the midst of a crisis. Its cadre review, notified in May, 2010, is still some distance away from being put into force. Outcome of DPCs held in December, 2010 for promotion to senior levels, is yet to see light of the day, thanks to intervention from certain quarters in the High Command! Acute stagnation, the very worst in the country, is eating at the very roots of Service morale and efficiency. Those selected for higher posts on merits are beginning to feel cheated by the growing attempts of those who missed! Sir, Forest Service is also an important arm of the State Administration. It's about time that resolute steps were taken to end the impasse and help the cause of forestry in this environmentally impoverished State.

Who destroyed ethics in India?

Who destroyed ethics in India? Neo-liberalism promoted by World Bank thinkers! 1991 marks the beginning of erosion of ethical government in India. An economic philosophy of "pricing" every service provided by the government was thought to be a panacea for all the economic ills of the country. When Out Patient Department(OPD) cards were priced in the AIIMS for the first time, political economists took note of the coming events. Slowly everything was covered stealthily. There was no improvement in the rail services, so schemes like Tatkaal were devised. Increase in postal services, which used to be an important part of the Finance Minister's speech, was substituted for Speed Post at several times more than the earlier charges and that too without a whimper. Medical, education, legal, retail, agriculture, realty--one by one everything was brought under this surreptitious taxation regime. Some brilliance was left to be tapped in the name of service tax. How much of all this levy really goes to the exchequer is for civil society to find out. But the kind of money that was generated under the illusion of growth under the influence of this new thinking is for all of us to see: compare the prices or availability or quality or scams of the pre & post 1991, and the picture will become crystal clear. India or Indians were never so dishonest as after 1991. Today the ex-CJI refuses to disclose his tax returns, ministers give false information, judges are sought to be impeached but Khans are not touched and Quattrocchis are let off as easily as Rahat Fateh Ali. Why are respectable people driven to such embarrassing plight? Because the neo-liberalism aims to shake people's faith in national icons or values or institutions. Then only you are coaxed into buying them/ their recipes for economic growth of double digit. Davos is a laboriously built platform to do such business. Socialism is derided, socialists ridiculed and socialist policies like those of Jawahar Lal Nehru need "reform". Reform Rajiv Gandhi started, but that was different. What has been made of reforms in India is not what is being practiced today: privatizing every single public asset--the clumsiest being the S-Band scandal. Each and every national asset, built so assiduously with every poor Indian's tax (all pay indirect taxes) were destroyed or misappropriated, only to introduce neo-capitalism. The country is so weak today politically and economically, that it can any day become a target of re-colonization. Developments in Egypt need to be read in that context of re-colonization. Countries with fragile moral character, as in Indian polity, shall be the best subject for intelligent re-colonization. With half of the national wealth being kept in foreign bank vaults (known to foreign governments but not to the Indian people) and half the national talent serving foreign countries, who is going to stand for India? Talk India and see how you get arraigned?

Be aware of the facts

Don't close the eyes to the facts. The AO of the Income-tax department bound to issue notice for scrutiny u/s.143(2) if the case is selected by CAS( Computer selected scrutiny).If he fail to do so, it is a negligence and attract departmental action. All scrutiny case selected through CAS is on the basis of the information relating to high value transaction received from the various agencies as per Section 285BA of the I.T. Act, will be selected for scrutiny automatically through CAS. From my experience I don't think that the department is against the salaried class or small traders or any other class or group. Within the limited infrastructure and manpower the department has made maximum effort to dig the black money. During the current year the IT Dept has conducted many searches and raids on high ranked bureaucrats, politicians and business lobbies through out the country. But the department failed to give any wide publicity through print media or visual media. If Narayana Moorthy furnishes the correct and complete relevant information to his AO, his case will be definitely completed without the feeling of harassment.

Formulate budget for another Green Revolution by raising Retirement Age

Urgent need to arrest price rise, formulate budget for another Green Revolution by raising Retirement Age & investing retirement benefits in agriculture.

In view of incurring heavy expenditure on the recent Commonwealth Games, inflation will not come down despite making such announcements from time to time as had happened after 1982 Asian Games, as is clear from the fact that average consumer price index shot up from by 56 points (553-475) between 1982 and 1983 as against 35 points (475-440) between 1981 and 1982, representing increase of 60% price rise. Therefore, India needs another green revolution to overcome inflation so as to increase food grain production by making agriculture a more attractive investment option. It should first raise retirement age to 62 and then invest liberally the saved/postponed two years? retirement benefits in agriculture by subsidizing and distributing fertilizers and high yielding seeds to farmers as also households, subject, of course, to certain safeguards; and subsidizing purchase of agriculture-irrigation-equipments like tractors; introduce tax benefits to corporates who adopt in-house/captive farming. Govt. should also ban forward trading, in coordination with WTO, if need be, in food grains, simultaneously raiding hoarders and putting them behind bars. Other measures are (a) extending/subsidising agriculture credit at low rates of interest, free-insurance of agricultural produce in case of natural calamities, (b) imposing tax on sale of farming land ? whether to govt. agency or private builders, (c) further raising interest rates as incentive to save more to curb inflation and discourage hoarders to get cheap credit from banks, (d) educating people to refrain from buying high priced items, as was done by late Sh. Lal Bahadur Shastri by advising people to keep fast on Mondays at the time of food crises, Thus, if production of food grains increases, there will be less chance for hoarders and the principle of demand & supply will apply, thereby reducing prices of food grains. Food Corporation should be allowed to buy more and more foodgrains and release to the market from time to time, banning completely forward trading. By controlling inflation, PM can prove that he is a world-renowed economist.

By raising retirement age, corruption can be tackled to some extent as bureaucrats will not do unjustified things so as to seek re-employment after 60 years. There is a strong case to raise retirement age, as has been done by other countries due to late marriages, late entry into service, increase in average age, etc. Already, there is shortage of staff in every office and general public is feeling the pinch, as more and more raw hands are appointed on contract/re-employment basis due to the policy of filling up one vacancy against three vacancies. This practice is wrong inasmuch as contract-employees are not subject to Conduct Rules and they cannot be held responsible for wrong doings. If the above measures are not taken, inflation-rate will increase further and common man will be hit hard.

Make clear orders

The Government of India is reportedly going to abolish the discretionary quota of ministers to curb corruption. But in postal department even the transfers of senior officers are made purportedly with the approval of the minister concerned without following any norm or disclosing any reason for the transfer. Though for the sake of it there are sufficient rules in this behalf. If the government really means business, it should make it obligatory for the order issuing authority to specify in the transfer order itself as to from what date the officer has been working on the present post and whether he is being transferred on completion of tenure, on request, for bad work, because of complaints or for administrative reasons like abolition of post etc. Further, the audit should recover the cost of TA where the transfer order violate these norms. It would be a sound idea to have a watchdog under the control of some other department so that the transfers made uniformly and objectively. The same observations may perhaps apply to other departments having all India spread of their officers. If this suggestion is implemented it will drastically reduce expenditure on travelling expenses besides greater efficiency, higher service morale and elimination of coterie raj and much less corruption

It is laudable indeed that the Supreme Court has upheld the death sentence of Koli in the Nathari murders and cannibalism case. But what of his master Maninder Singh Pandher? After all, it was in Pandhers house that wild week end parties were held where meat , grilled and fried of humans who had been raped and murdered was regularly served. The flesh of humans was stored in the Pandher freezer and was called batter meat or quail meat for the benefit of the curious visitors.It is widely reported that senior police officer friends of Pandher from Chandigarh, Delhi and Ghaziabad attended these ghoulish acts of canniballism. Many politicians and businessmen of Punjab and Delhi also partook of human flesh. Often these feasts were preceded by rape of the kidnapped children. In the international community this is known as paedophilia but in Pandhers world of drunken orgies this was known in Punjabi as Khao , Piyo aur Aish karo ji! Is it any surprise at all that the CBI found Pandher innocent? Let us hope the Supreme Court also awards the death penalty to Pandher for the sake of the numberless grieving parents of the innocent children of Nathari who were raped and murdered and eaten by Pandher, his servant Koli and their many dinner guests from the police.
