The Story of decline of a great Government department
This is with reference to the views expressed under the heading Loathed & detested Finance and account personnel which appeared in WIC on Feb 15, 2011 from a retired Postal Accounts Officer. In this regard I would like to tell a story which is like a case study on how an organization withers & declines. The P&T Department was bifurcated in year 1986. Prior to that the administration & management was looked after by the Indian Postal Service (IPS), the technical aspects of telephony & telegraphs by the Indian Technical Service (ITS), the Accounts by the Indian P&T Accounts & Finance Service (IP&TAFS). When the P&T Department was bifurcated the ITS took over administration & management of Telecom Circles & the IPS took over administration & management of Postal Circles. The IP&TAFS continued to manage both Departments but the cadre controlling Authority was the Department of Telecom. In DOT with rapid expansion of telephone lines, the posts of ITS grew to such an extent that there was a post of General Manager in each District based on the number of telephone lines. While the Telephone Exchanges & size of switches became smaller & smaller due to advance in technology & expansion of telephony became easier & the norms for creation of posts of ITS should have been tightened but this did not happen. Moreover lower posts in Group-B, C & D were surrendered & abolished & higher posts created. As a result the hierarchy became an inverted triangle with too many posts of Officers at the top & acute shortage of working hands at ground level. So much so that against every lineman's post there was one post of Officer for supervising whereas in earlier times there was one officer supervising 15 line man. For creation of posts of Officers in ITS & Finance Service the field posts of Lineman were surrendered as matching savings. Thus posts which were not in the line of promotion or hierarchy of these posts were surrendered giving a severe blow to efficiency of telephone lines & repairs in the field & outdoor activities was affected. All proposals for creation of new posts of ITS Officers were cleared by the Accounts line Officers in a jiffy because as a counter bargain they had reached an unwritten agreement that with the creation of every post of GMT(SAG)/CGMT(HAG) one post of DGM(F) JAG/GM(F) SAG in Accounts line as Financial Adviser would also be created. As a result the number of posts in Accounts line swelled & number of officers was less. As a result they got accelerated promotions so much so that after completing probation period these IP&TAFS Officers would work for barely a year in STS & get Ad-hoc promotion in JAG. Thus their own batch mates selected from the same civil service exam were left way behind because IPOS got promotion to JAG after putting in 10-11 years of service in JTS/STS & similarly 10-11 years in JAG for promotion to SAG. Since the Finance & Accounts Service was common to both Departments thus they brought along all the bad culture from Telecom which did not go well with the work atmosphere of DOP. The Accounts line Officers posted in DOP started demanding vehicles when even the posts of Director Postal Services incharge of Postal Operations & who have to carry out inspections & visits of areas as large as entire States, did not have any vehicles. In DOT every foreign tour is cleared only when Finance & Accounts Officers are also included in the entourage. Since DOT was earning profit therefore such largesse was possible & no one cared but in DOP the situation was reverse & economy in expenditure required that bare essential number of officers go on foreign trips to reduce expenditure. Thus the DOT could not bear the heavy burden of too many ITS & AFS posts & the DOT became unviable. Now plans are afoot to sell off BSNL/MTNL etc & options have also been called for from ITS & AFS Officers. The AFS Officers, majority of them have opted for government service & the DOP is not in a position to absorb all of them, as number of Accounts line officers is too high & sanctioned posts in DOP are less. Thus now AFS Officers are clamouring for creation of more posts in DOP so that they can all be accommodated & absorbed in DOP, which will only result in sharing the scarce resources & overburdening the Postal system with excess posts not required. Thus the AFS is now cooking up a recipe for the sad demise of DOP after having successfully completed the task of decimating the DOT. It is a known fact that the service lacks professionalism of Audit & Accounts and best solution will be to disband the service & merge it with any of the existing Accounts Services & in future all Accounts Services in DOP can be managed by the Indian Audit & Accounts Service. This will usher in professionalism in the Department in the Accounts Wing. There is too much of a plethora of Accounts Services in the Government & these need to be consolidated, strengthened, merged & restricted to just 1 or 2 services.

Playing Ice-Pice
I am very much disturbed since I came to know through Forum that as per DOPT O.M No. 19/1/2008 CS I(P) dated 20th July 2010, the 220 posts of Directors created in CSS cadre are at the cost of other services as it has resulted in Net increase of 160 posts at DS/Director level in CSS cadre which will come from diversion of posts from the Central Staffing Scheme. This is most unfortunate. Already it is so very much difficult to get deputation in Central Ministries & now the number of available posts has been further reduced. Why the posts should be poached from the Central Staffing deputation posts? Why the CSS should benefit at cost of other services? This dirty trick has been played because there is no one to protest this injustice as Central Services are not united. What are the total number of posts available on offer for deputation in the Central Government in Director Grade? What is the composition of percentage representation for each service especially the Central Services. I request DOP&T to inform readers of exact position. Out of these total deputation posts of Directors how many posts are filled up with IAS and from Central Services?
The IAS & CSS Babus play ice - pice with the central services to keep them occupied & divert their attention from main issues. While the Central Services are made to tie the handkerchief on their eyes & their attention diverted to playing ice-pice & given a make belief idea of level playing field & that they will get their due & so central service officer believes & starts playing the game of trying to reach out & touch the IAS & CSS Babus who in the meanwhile jump & frolic around with numerous innovative ideas in secretariat scheming & join hands & quietly disappear with the prize & central service officer continues with his eye band on & remains sincerely doing his job of searching in the dark not realizing they have already fled & even if he spends his life time he will not be able to touch these two & be anywhere near them. In the States the IAS Babus brow beat & implicate such highly professional services like Police & Forest & then repeat the same exercise when posted in Central Ministries.
I feel best thing will be that all the Central Services unite & come under common platform. Only when we are united can such vested interests be broken. All the Presidents of each Service Association should come under one platform & the President of this Forum could be on rotation basis every year. The Officers Associations will have to become effective & represent in the National JCM also. All Presidents may fix date and assemble at CSOI (Civil Services Officers Institute) on first Sunday of every April, July, October & January of each year to discuss a combined strategy to safe guard interests of other services & stop this kind of step motherly treatment.

CJ and SC should emulate Gen. V.K. Singh who took bold steps to cleanse the Army of corruption by initiating Court martial proceedings against top Army Officers. The public is alarmed at the sad and pathetic plight of HCs and SC keeping a mummy like silence when an MP from Kerala publicly announced that he was a witness when Lakhs of Rs were paid to a SC Judge for overturning a bar licence cancellation. Another instance is the efforts of Ex-CJ, KG Balakrishnan to keep his ill-gotten assets from public domain. If every Judge or bureaucrat thinks that his assets are personal information, then there will not be any public accountability and end to corruption. Such allegations against Judges and actions by them will destroy the faith of common man in judiciary. SC CJ should suo-motto order an enquiry into these allegations instead of sitting like a mute spectator. The entire procedure for recruiting officers to higher judiciary should be reviewed. The present collegium system can only bring in corruption. There should be an enquiry into the selection of judges during Balakrishnan's time as CJ and Bhradwaj's time as law minister. Many feel that it were a case of "you scratch my back, I will yours" system. The way Balakrishnan got an important post retirement job has lend credibility to this allegation.

All scams only end with a whisker
I must have read newspapers for approx 10000 days as of today and can bet that at least 9500 days the newspapers have carried story of one scam or the other. Story of each scam, like story of our world famous bollywood movies, have a similar sequence i.e. start with a high drama, build up small predictable climax and then end with a whisker. The end of every scam story has a uncanny similarity to our bombaiah movies with each having a happy ending. Scams like our movies keep everyone engage for a while, give them some pleasure and then suddenly vanish in thin air. I am yet to see a different ending for any 'popular scam' and I am more than 200% sure that even the current ones will have the same ending. I am ready to bet with anyone on the same including the CBI director. Any takers?

PM's conference - a futile exercise
Many have commented (even on this site) on the Prime Minister's interaction with the editors of electronic media. Let me add my sentiments over this futile exercise which confused and outraged the country. Prime Minister's responses to many of the questions were indeed pathetic. Why 2G spectrum loot was allowed to take place? Answer-one has to make compromises in coalition. What a message? Letting a coalition partner rob the exchequer of huge amount is a compulsion of coalition dharma. Why call it dharma, I am foxed. Presumptive loss is no loss since we never knew the actual revenue it would have fetched if the auction route was followed said the Prime Minister. Voicing the same thoughts as his HRD cum Telecom minister. Was it not proved by the 'kill' these companies made soon after buying 2G spectrum by selling the same at many times the buying cost. But the most atrocious statement was comparing the give-away of Spectrum to the Corporate houses at cheaper rates with the subsidies given to farmers on fertilizers. Bracketing our poor farmers with the Ambanis, Tatas, Ruias, Mittals and Dhoots, no way Prime Minister. Our farmers provide food to the country but these Corporates only add to their own billions collecting best of luxuries from all over the World. Prime minister's response to price rise was also typical of the actual growth rate effect where we are adding more to the billionaires' list but depriving the poor of even two square meals for the day. According to our Prime minister we have to choose between growth and inflation. Growth is fine if it helps our poor to meet their basic needs as also lift their lot from the desperate conditions they are in. But what this growth is actually doing. Making a few super rich while pushing more and more into the ditch of poverty. We will therefore choose price control over growth, Prime Minister if that is the choice though I fail to understand with my little knowledge of economics why both cannot go togather. I wish our great economist that Prime minister is clarifies this to the nation.

Poor police administration in Orissa
The abduction of Krishna DM Malkangiri shows how poor is the police administration in the state. Further there is a need to adopt a specialized approach in such naxalite infested areas. We know that people there are poor and the pilferage of public goods continues to happen with impunity. The recent approach of the centre and state viz. to issue land rights and allow collection of minor forest produces appears to be absolutely a short term approach. If we want the people to live happily on a long term basis what we need is to ensure that we offer them an option to either live in a modern style i.e. in multistoried houses (where scarce land resource is factored) or to live in the lap of nature. Further if they choose the second option then the onus will be on the state to ensure that nature and what ever comes with it is maintained in its pristine form. We can only go about it if we are to ensure that natural forest areas and natural habitats are made inviolate and out of bounds of commercial activities. This is the only way by which the long term interests of those people who intend to continue to live in the lap of nature. About Krishna one more fall out will be when (God forbidding) a lower rung government functionary is abducted, then what will be the state's response? Can we expect a similar exchange program and cessation of operations? Perhaps an answer here will determine as to do we carry on with governance.
