Ashok Gehlot puts Rajasthan on fast track of development
Rajasthan Chief Minister Ashok Gehlot who was sworn in as Chief Minister of the largest state in India (area wise) for the second time on December 8, 2008 has put the state on the fast track of development. In last two years, power generation capacity has been increased by 2293 MWs. Ashok Gehlot has taken a series of steps to ensure growth in social sector in rural and urban areas while according a priority to youth. With a view to become self reliant in the power sector, as many as 14 projects of 11590 MWs were sanctioned.
A historic decision was taken to set up three super critical thermal power stations of 2 X 660 MWs. Solar energy projects of 571 MWs were also sanctioned in the last two years. bureaucrats. The bureaucracy in Rajasthan is quite responsive. Be it power generation, transmission or distribution, steps have been taken so that people at grassroots were benefited the most. In field of rural electrification the Gehlot government has been able to cover 1437 villages in the last two years. Under the 'Prashasan Gaon Ki Aur' (administration towards villages) campaign started on November 10, 2010 over 46 lakh people had been benefited through over 5900 camps.
In order to woo entrepreneurs in Rajasthan a new Industrial and Investment Promotion Policy 2010 and Investment Promotion Scheme, 2010 has been enacted. Ashok Gehlot as the Rajasthan Chief Minister has made it compulsory to shut down liquor shops by 8 pm . With a view to cover youth one lakh posts including 50000 vacancies of teachers will be filled up in the next one year. It was also decided that there will be reservation of eight percent seats for widows and two per cent posts for deserted women out of the 30 percent reservation meant for women in all the state services.

DEBATE - Rahul Gandhi

Rahul Gandhi has not yet emerged as a leader of national stature. His political importance is derived from the fact that he is the son of Sonia Gandhi and comparing him to Gandhiji at this stage is unfair. He has to emerge from the shadow of his mother and prove that he has the leadership qualities necessary to lead a complex nation like India. He seems to prefer to remain in the background while working at micro level in UP or Bihar, and very few people know of the difference he has made to public policy or governance.

Do's

1. He must be more visible. On important issues in parliament he must take the lead in parliamentary debates. He must move to a position of responsibility in government and prove his worth as a minister in an important ministry. Kennedy was President of US in his early forties. He must face the media more often on important public issues. His father played the pivotal role in the organizing of the Asiad in 1982, Rahul should have played the same role in CWG. This would have perhaps seen better organization of the games and catapulted him to the international stage. He lost the opportunity but must find another one quickly to bring him on the international stage.

Pension - Pleasure and Pangs

The Sixth Pay Commission recommendations really came as a boon to me. I was

among the few lucky ones to get substantial benefit from the 'subject to minimum of.......' fixation formula. I could not myself imagine my pension suddenly shooting up, like mercury in Delhi summer. well, this is the good (pleasure) part. A substantial increase of nearly 80 percent of my previous pension was the result. I could not believe, my wife could not believe this bonanza doled out by the Sixth Pay Commission. I thought I would suddenly become a rich pensioner (!). No, perhaps the word pensioner no longer suits here.. Even during my active service days, myself and for that matter no one else could have thought of a double take home pay.

But the pension pangs started soon. First it was difficult to find out who would do the revision and when. When I came to know that this was to be done by the same bank disbursing pension to me, I made enquiries with them. After a wait of nearly two months, I got the revised(?) pension as per the ready reckoner table. When I mentioned to the bank that the ready reckoner table did not apply in my case, their answer was: you have been credited with the revised pension and forty per cent arrears too.

After repeated visits and telephone calls to the bank, someone really understood my point and agreed to fix me. This person took his own time and said that he would re-calculate the pension and arrears soon since you were in a senior position. Of course he promptly called me on phone after a few days informed me about the detailed calculations which while satisfying me also made me wonder whether were it not for the position (Director) would he have taken his own sweet time. At the same time there was the feeling that one is being respected for his position, even after retirement! Well, within a couple of days the correct amount was duly credited to my account.

Then came the fight for the remaining sixty percent of arrears. I thought there should be no problem here since this involved a simple arithmetic - if forty percent of the whole was so much, what is the sixty percent of the whole. Shouldn't that be easy for any one to calculate?

I found that for the bank people this simple arithmetic was far from easy comprehension. To add to their confusion, who later admitted their ignorance about this whole matter (since this work was being done by a special cell in their Nagpur branch),an amount representing the sixty percent was credited to my account (of course incorrect amount), even much before the Government had issued the order regarding this. Surprise, surprise, surprise! I pointed out this to the bank people, who never bothered to look into it. I did no want to use this amount and left the matter to the bank people to sort out. Then the orders got issued by government for release of the balance sixty percent arrears.

Now I started chasing the credit of the exact amount due to me. At that time, their argument was: you have already been paid the balance arrears, pointing out the wrong credit of the amount already made. Since the bank people really did not understand the exact position, no amount of argument by me could convince them. I had even gone to them with the detailed calculations and tried to convince them, but all my efforts failed.

In order to resolve the problem, since the process was getting delayed, I reluctantly sought the help of the Private Secretary to CMD, and, lo, the problem was solved in a couple of days. The bank people called me to the bank and asked me to verify the actual amount credited. This solved my whole problem, but all this cost me mental tension, long wait and frequent trips to the bank. Well, this was probably meant to be done that way and, perhaps substantiating the maxim that no gain without pain. The whole episode proved that position still matters - both in my case(?) and in the case of the PA to CMD!

How can CVC justify thousands of officers in the Government not being promoted due to being charge sheeted. Most of the Charge sheets are falsely framed in order to control lower officers to make money or to make them spineless. In India, there is no law for IAS officers and Politicians. Poor Stenographer Cadre in Non-Secretariat Organizations

I would like to say that the issue pertaining to CSSS is being debated in this site regularly, which is a good sign and shows that how much they are aware! But, nothing is debated and nobody is thinking about the Stenographer Cadre in non-secretariat organizations.

In this connection, I would like to apprise the readers of the web that the educational qualifications, method of recruitment are the same for CSSS and non-secretariat organizations. But, the person who will be deputed to CSSS by the Staff Selection Commission will join in PB-II with Rs.4,600/- GP and will retire as a Principal Staff Officer (PSO) i.e. in PV-IV with Rs.8,700/- GP i.e. (PA Rs.4,600/-, PS Rs.4800/- PPS Rs.6,600/-, Sr. PPS Rs.7600/- and PSO Rs.8,700/- GP) whereas another deputed by the same Staff Selection Commission to some other organization and department of the Govt. of India in Delhi and or other parts of the country (called as non-secretariat organizations) would be deputed in PB-II with Rs.4,200/- GP and retire in PB-II with Rs.4,800/- GP (Rs.4200/- PA, Rs.4600/- PS and Rs.4800/- Sr. PS). Is it not a mockery to the system that from very initial to the last the person deputed in non-secretariat is being treated in some other manner whereas the nature of duties, service conditions etc., are same.

Here, I would also like to add that the GoI is trying to maintain that equal pay for equal work, and the Apex Court's ruling is also in that spirit in various cases. Nobody in the GoI is thinking on these issues. I think everybody is busy in his or her own issues, therefore, CWG and other scandals there.

I would also like to add here that fortunately the CSSS has an Association but nothing is for non-secretariat cadre as they are scattered in all over India. Even the Anomaly Committee constituted by the GoI, Ministry of Finance is not thinking of this issue.

The GoI should think on the issue of Stenographers in non-secretariat organization and parity should be maintained which was the first recommendation of the 6th CPC about CSSS and non-secretariat organizations so that unnecessary litigations could be avoided in future.

Servitude to USA

Radio monitoring is usually done on animals. Allowing such a despicable exercise on our citizens, that also young students, and gulping the national insult without a strong protest speaks volumes of the degree of servitude to USA the nation has been brought under by the present UPA Government. Instead of shouting India's unacceptance, through political forums and public functions, Indian audience, our Foreign Minister should have called the US Ambassador and given him a strong protest, hinting at retaliatory action. As every one is aware, there are several US citizens who come to India on tourist visa and do missionary work violating rules.

Chain, shackles or collar--call it by any name, but it is complete violation of Human Right. As if it was not enough that the American authorities resorted to this practice of the dark ages in the 21st century, it has been justified too. What is wrong with America? Why is she doing things in a way that hits its own claim to high moral grounds in global politics. The American literature is full of references to the chaining of the blacks, which had come for severe lashing by writers. America chose to call itself the "Leader" of the world, post WW-II and also claimed that the governments in strife torn countries wanted it to play that role of the leader. On this ground it sought to justify its (mis)adventures in several countries in the world--the last one in Afghanistan. It got support from right wing thinkers till the USSR was there on the world map. After the reorganization of the USSR, America seems to be disoriented. President Obama's recent visit to India changed the mood in India towards America. It appears that the bureaucracy demolishes the bridges that the American political leadership builds with India. Nothing else explains the inhuman act of tagging of the students, who have been cheated by the TVU (operating in the name of the Lord !!!). If the university was violating American laws, why were the students granted Visas by the American consulate in India? They have been subjected to financial hardships besides humiliation. One does not expect such indignity from America, the Leader! Nobody is advocating any concessions from American laws. But this practice is inhuman, barbaric, archaic, undemocratic, uncivil and highly offending and deserves to be scrapped forthwith. Only those who can justify chaining of the blacks in America will stand in support of such an ugly practice, others won't, since they know how painful it is to be so humiliated publicly, specially for the fault of the others & the gullibility of the innocents. No persons, anywhere in the world, should ever be subjected to this inhuman practice. How different it is from hanging a Scarlet Letter round the neck of a woman in the Europe of yore or lashing/stoning of a woman for adultery by the Taliban? Human Rights are those rights that are available to everyone everywhere all the time (Tulsidas: Sabahi sulabh sab din sab desa).
