11 Companies in race to manage EPFO Funds
Eleven Asset Management Companies are in race to manage EPFO Funds. Eleven AMCs including HSBS, UTI, ICICI Securities sent their Expression Of Interest (EOI) to manage Rs. 3lakh crore corpus of provident fund for three years from April 2011. ICICI Prudential, HSBS, Reliance Capital and SBI are existing fund managers since July 2008. Their contract will end in this March. Besides existing fund managers seven new firms including Kotak Securities, Securities Trading Corporation of India are there in the race.

DEBATE (1) In my individual views, Rahul Gandhi is a person who have a vital vision about rich and prosperous India on Global Map. But our politicians are traditional and try to dominate and exploit their old positions to avoid youngsters to enter into active politics. There are a few very old and undesirable politicians from West, North, South and East directions who need to be threshold and new and inspired young generation may be allowed to open up new chapter for Indian Economy and values throughout the world. We must surpass countris like China especially and should not afraid of any threat from our neighbourhood. Our neighbour is exactly wanting the same and to remain calm with us but for certain compulsions from the old and traditional politicians with them too have unwarranted plans and hence they all may be oust from the political scenario.

DEBATE (2) How can Rahul be a Mahatma when the present UPA/Congress is the most corrupt government India has ever had. And it is not just raja! Ask who is running the finance ministry - a close associate of Hasan Ali who is the finance minister's lady "adviser"! This is an open secret in government & bureaucratic circles & yet no action is being taken. Ask who decides postings in the finance ministry & you'll know how rotten the system has become. Why doesn't whispers expose all this? The biggest joke is that group of ministers on corruption is headed by FM like all GoMs ! So you can be sure, no action will be taken against the guilty in what is a far bigger scam than 3g.

DEBATE (3) India needs Leaders exuding youthful exuberance and Rahul Gandhi fits the bill. Our Senior Politicians may have experience on their side but how long do we see them wobbling and tottering around on strength of medication. Rahul comes across as a cultured, sincere and committed person with genuine aspirations for the country. Due credit should be given to his Father too who brought some revolutionary changes like in Telecom, introduction of computers, five day week etc. Its time for the young Turks like Rahul and others to lead the nation. Divinity has bestowed upon him an illustrious surname and he should make use of it.

Every govt servant working on supervisory post is accountable

Every government servant working in supervisory post is accountable for maintenance of integrity and devotion to duty by his subordinates, as laid down in CCS (conduct) rules. But the ministers are not bound by any such rule enabling even the prime minister to not being feeling responsible for the glaring breach of the ministers chosen by himself. Surely such double standards in public life are demoralising the country. Will any political party rise to the occasion to move a constitutional amendment bringing the political masters at par with civil servants in the national interest.

Look at the US, despite several voices against waging a war against Iraq, it went ahead and destroyed that country. But, it later admitted it could find no WMD, the prime reason behind the war. For the benefit of the uninitiated, the hierarchy of CSSS is as follows. Steno D (UDC), Steno C (Assistant), PS (SO), PPS (US), SPPS (DS) and PSO (Director). In other words, Stenos of CSSS are from UDC to Director level. In spite of so many grades and hierarchy, all the work they manage to do is to take dictation shakily, type haphazardly, order refreshments for the meetings of officers, etc. In other words, a Grade D steno (who is a UDC in the Grade Pay of 2400 and PB1) and a PSO (who is a Director in the Grade pay of 8700 in PB4) are doing almost the same work.

However, because of the various fissures and frictions existing in the hierarchy of CSSS, the CSSS service association is operating under three groups. The first one represents the Grade D and C Stenos. This is the most hapless group of the CSSS. All their members have already put in more than 20 years of service in their respective posts. Of these two, the Grade D has been handled in the most ham-handed manner. Rubbing salt into the already wounded psyche of the Grade D Stenos, very recently, the DOP&T have irrationally doubled the qualifying service for Grade D to get the first promotion (from 5 years to 10 years). For promotion from PS to PPS, however, the benign DOP&T very thoughtfully reduced the qualifying service from 8 years to 6 years.

The second association represents the Private Secretaries. Their office bearers, it is rumoured, keep themselves busy by writing copious letters to all the authorities under the sun, spiced with selective verbatim quotations from various documents such as VI CPC Report etc. Their single point agenda is to claim parity with the stupid CSS. It is also rumoured that they use intemperate language against the powers that be in DOP&T. It is alleged that by their impetuosity and immaturity, all they have managed to do is to estrange the DOP&T officers and delay whatever measures DOP&T may undertake towards the welfare of the Stenos.

The third association, it is alleged, is the most vicious and radical one. They represent the PPS/ SPPS/ PSO. Most of their members work with senior officers of DOP&T, Deptt of Expenditure etc. and because of their proximity with senior officers, these stenos wield the maximum clout. They are interested only in their own advancement to the detriment of all other stenos of the CSSS.

This association has taken many incarnations. The first avatar belonged to the 1982 to 1985 batch PSs. These stenos have already pulled all strings and managed to become PSOs or are on the verge of becoming so. The second avatar allegedly belongs to PSs of 1986 to 1989 Batches. Now these stenos are most active and all that they are keen now is to increase the number of PSO posts in CSSS and somehow reduce the number of years of qualifying service for becoming a PSO. Going by their alleged activities, this Association can be christened as the Ku Klux Klan of India.

Why additional increment to IAS ?

Why government implemented 2 additional increment to IAS and not other civil services. 6th pay commission which was independent hadn't gave such recommendation. many got IAS even at lower ranks. why they are not seeing performance aspects. we request Indian audit(IAAS) and IRS(IT) to take on corrupt IAS and teach pay is not important but honesty.

But the question arises why such junior officers are posted in naxal infested areas and who by their inexperience fall prey to anti-nationals.If reports to be believed the DM went on a bike without any pre-planning or protection to a school and was caight by Naxalites while retuning.

Coalition Dharma or coalition worm?

The only justification of any government is to provide honest services to the society that has entrusted it the responsibility to govern and reposed faith in its integrity. When individuals or monoliths of a single party forfeited the public trust in their integrity ,societies chose to repose that trust in coalition of people or parties, whose manifest aim was to serve the people in living up to that trust. India was no exception to this development in the evolution of the democratic process, traversing from rulership to capitalism to Marxism to neo-capitalism. India also came to experience coalition government. But the integrity of the partners got compromised in the short duration. Embarrassing developments affected not only the working of the government but also individual reputations. All irregularities were sought to be covered up by invoking coalition Dharma. Honestly speaking, had the coalition followed dharma(Rule of Law for government & every individual), these embarrassments could have been avoided. But coalition-worms were allowed to operate freely instead of following the coalition-Dharma. The result is that the entire society has been painted as corrupt or bhrashta. It is born out of flawed economic philosophy that counts only the numbers to record growth rate ignoring the pain caused to the people--the consumers of the economic philosophy & policies flowing there from. It is nasty policy if children are deprived of their daily minimum intake of milk(by greed of deceptive incomes by selling it in the market rather than self-consumption) or the farmer getting cheated for realisation lower than the input cost while the consumer gets cheated by exorbitant prices. If the society is pained, punished or tortured by state policies so propagated, then it creates the right climate for coalition worms to breed and threaten the very existence of the nation! It is better to dump such coalitions and ask the people to make clear choices. Intellectuals can not and should not sell their conscience in the name of coalition dharma-worm!

Guru Ravidas' Social Order

Guru Ravidas was born in the 15th century at Kashi (Banaras) in Uttar Pradesh. His birthday comes every year on Purnima of the Magh month. His mother's name was Mata Kalsi and father's name was Baba Santokh Das. He was the contemporary of Kabir, disciple of Ramanada and guru of Meera. Guru Ravidas was born in a humble family (chamar), which was considered untouchable as per the social order in Hindu society. Guru Ravidas spearheaded the fight against man-made discrimination based on caste, colour or creed and preached the lofty ideas of socialism, secularism, equality and fraternity.

Since childhood, Guru Ravidas was very much devoted to worship of God. His devotional songs and verses made a lasting impact upon the bhakti movement. His earliest 40 songs were included in the Sikh anthology "Adi Granth". The Brahmans created many problems before him. He had to appear before King Nagarmal (Kashi Naresh) so many times. At the end, the King was convinced and became a follower of Guru Ravidas. Ravidas taught that one is distinguished not by one's caste (Jati) but by one's actions (Karma) and that every person has the right to worship God and love the human beings. Guruji stressed that "Mann Changa to Kathoti mein Ganga".

Prosecution record

Copies of certain documents were denied to the Applicant claiming that it consists of analysis of evidences by various decision taking authorities and their opinions thereon which has the potential to influence these evidences and to interfere with the proceedings of the court wherein prosecution of the Applicant is already under process. The Commission noted that copies of the relied upon documents submitted by the Respondents to the Court have already been provided
to the Applicant by the Court and that there is no order from the Court not to disclose any further information available with the Pubic Authority. The Commission directed to provide the documents after severing those portions that are exempt from disclosure under any of
the sub clauses of Section 8(1) of the RTI Act.

Comments

Public Authorities tend to avoid disclosure even after the filing of the charge-sheet, on various pretexts. With the filing of the charge-sheet which marks the end of the investigations, the documents should no longer be held as exempt.
