Last year the CIL was able to garner a record amount of $54 billion i.e.Rs.235000 crore at that time through its IPO. Prior to that Partha S. Bhatachayya had addressed 116 meetings while conducting road shows at 84 destinations across the globe, in just 28 days. Bhattacharyya who retires as CIL Chairman on February 28, 2011 had blazed a new trail before heading CIL. He had attained a major turnaround in the Bharat Coking Coal Limited (BCCL) as its Chairman and Managing Direcor(CMD). Political analysts say that it will be no exaggeration to say that Bhattacharyya as CIL Chairman had
struck "deal of the year in 2010" through CIL's IPO.

Dismal Fiscal in Pakistan
According to testimony given recently by Pakistan's Finance Secretary Waqar Masood and Development Division Secretary Sohail Ahmad to a Parliamentary Standing Committee, the country is passing through dismal fiscal situation. Budget deficit estimated at 4% at the start of the current fiscal has already touched 7% 'despite the government having used all available cushions'. IMF program for Pakistan has been suspended and bilateral negotiations with World Bank, Asian Development Bank and the Department for international Development (DFID) are not moving ahead. 'Therefore', the Finance Secretary told the Standing Committee, 'the country was facing a serious cash liquidity crisis'. Planning and Development Division Secretary Sohail Ahmed added further, 'govt has imposed an across the board cut in the Public Sector Development Plan (PSDP) allocations and all government sector entities have to manage their affairs within limited funds'. Rs 35 billion flood related expenses, 100 billion subsidy to Pepco and poor law & order situation putting extra burden on the exchequer are primarily responsible for the dismal picture according to the senior bureaucrats dealing with Pakistan's finances.

CWC co hosts national meet on food grains' storage
The Department of Food and Public Distribution, Government of India in partnership with the Central Warehousing Corporation (CWC) and FICCI organized a one day national conference on policy for storage, handling and transportation of foodgrains in New Delhi on February 19, 2011. The Conference was inaugurated by Indian Minister of State (Independent Charge) for Consumer Affairs, Food and Public Distribution, Prof. K.V. Thomas. Dr. B.C. Gupta, Secretary, Department of Food and Public Distribution, Dr. Amit Mitra, Secretary General, FICCI, CMD FCI, MD CWC B.B. With barely a week left for Parhas S.Bhattacharyya, present Chairman of Coal India Ltd (CIL) to retire, uncertainty sill persists about new chief of CIL. If one goes by rules then N.C. Jha by virtue of his being senior most Director, CIL should be appointed till a full time chief of CIL was appointed. However, he is holding the charge of CMD South Eastern Coalfields Ltd (SECIL) as well. Ineffective & Weak Vigilance mechanism in GoI

The Supreme Court recently remarked that every Government wants to have a weak Judiciary. I would like to add to it, that every Government wants to keep its internal vigilance mechanism weak so that things can be managed. If men & woman of exceptional intelligence & high integrity are posted against the posts of Chief Vigilance Officers then the present sorry state of affairs would not have arisen. I think the fountain head of corruption emanates from the manner in which posts are filled up. Everything flows from the recruitment or appointment stage. If a person has to pay bribe to get recruited then no one should expect him to give a honest service because the means by which he was recruited were dishonest. Similarly the blatant manner in which CVOs are selected by the Government is a mockery. There is no transparency & the system is made so difficult & procedure suffocating. Since all applications of Officers interested for deputation are to be routed through the respective cadre controlling authorities thus the first stage of elimination occurs here. The cadre controlling authorities' forward the applications of their own favoured ones. And who are the favoured ones ? All those committed-to-boss officers, who quietly agreed to whatever the higher ups wanted are considered as practical & pro administration. Never mind if these obedient officers submitting dedicated notes & in the process damaging the career prospects & aspirations of other officers or their committed notes have led to loss of crores to the government but gain to their bosses such obedient officers are the ones who rise in service. It is their applications that are selectively favoured & forwarded repeatedly & who jump from one deputation to another & remain perpetually on deputation with brief spells of one or two years in their own departments/cadres as cooling off period.

Now I would like to know that with every Ministry & Departments in the Government having a plethora of posts of CVOs can anyone point out one single instance in which any CVO has taken proactive action & caught any corrupt practices? Has any CVO worth his salt caught any corrupt official. None at all because the CVOs treat these posts as comfortable parking areas after completion of one deputation tenure as they get an additional three years under Central Staffing Scheme of DOPT, where they can enjoy all the public sector perks & privileges, throw ther weight around, create false fear to suck more facilities, case files are hung up before the culprits & more advantage sponged off. Who will judge these corrupt CVOs who have no accountability, are answerable only on paper and enjoy immunity from prosecution. Thus they can carry out blackmailing tactics side with the corrupt & cozy up with officials against whom they receive complaints as they themselves are provided immunity from action. There is not a single example in GOI of any CVO catching any corrupt person because the selection process to fill post of CVO is defective, as anyone who takes such initiative will be reverted & branded as unsuitable for the post. In fact such Officers of high intelligence & unimpeachable integrity are given a short shrift & not selected for such posts under the 'Committed Bureaucracy" concept now prevailing. If the plethora of Vigilance Officers & the paraphernalia provided to them is converted in rupee terms then it will be clear that the people of India are paying a heavy price to maintain this Vigilance set up with zero results. It will not make any difference if the posts of CVOs are abolished, at least considerable amount will be saved. What is the use of having institutions in place & plethora of rules, acts etc but the absence of will to implement the same.

Steno who are stagnating in the same grade for more than 20 years. But unfortunately, nothing happened but only the no of PPS and Sr. PPS posts increased. This time also the main motive is only the same i.e. providing relief to stagnation Gr. 'D'. But one and half month has passed and nothing has happened. Again, it seems there is going to be increase in no. of posts of PPS and Sr.PPPs and the steno D will be left where they are only for being posted as a subordinate to these "British PPS/Sr.PPS officers" for sitting late for a small salary. Apart, from this, UDC at present who are junior to Steno 'D' have been promoted as regular Assistants will shortly become SOs; and probably the poor steno D will be calling them "SIR".

This drama enacted again by DOPT is fine and deserved a "national award"

Telecom's Loss?

News on this site about Dr Vijayalakshmy K Gupta, Member (Finance), Telecom Commission being selected as Secretary Finance Defence. Our Congratulations. Dr Gupta is the most deserving candidate. Her persona is that of efficiency and dedication coupled with a friendly demeanor and accessibility unlike other bureaucrats. But then, the Dept of Telecom would be the biggest loser, especially it's a crisis period and her presence is imperative. As Member (Finance) she has seen and conducted the smooth auction of 3G spectrum and her efforts have been singled out for appreciation by the Ministry of Finance. Dr Vijayalakshmi Gupta has brought in Refreshing reforms in Telecom especially in Finance & Accounts set up and the GOI should well extend her tenure to strengthen Finance in the Ministry of Communication & IT.

IpoS run the Dept like feudal lords

Having once been in IPoS before moving to another service, I must say not even IAS but it is in this service where one gets to meet the most arrogant people i;e IPoS. They run the Dept like feudal lords and forget accounts they even treat the departmental postal guys worst than menials. They don't even offer a seat to their subordinates even PMG's are kept standing by the CPMG. Very discourteous and lacking decorum, from my experience the nice people in this suffocating dept apart from the promotee guys were the IP&TAFS people indeed cordial and friendly even the Seniors are so friendly and offer a cup of coffee but the other guys don't even offer you a seat. There is acute shortage of manpower but the poor promotees chaps are made to run personal errands by the IPoS masters.

This dept has outlived its utility and its better it gets merged with Telecom and since the dept is going technical in a big way the ITS can manage better with their technical background. The IPoS can be disbanded.

Telecom Dept didn't allow its Services to go on deputation

The Dept of Telecom because of its rapid expansion did not allow any of its Services ITS & IP&TAFS to go out on deputation because of the availability of large number of posts. Ofcourse this helped the IPoS they managed to occupy Postal Accounts Offices with the alacrity .The huge pendency is thanks to them, infact because of IP&TAFS there is a semblance of order and the offices have been streamlined to a large extent. Now these people cannot browbeat the direct recruits hence the antagonism. In the new States like Chhattisgarh posts of CPMG, PMG. Directors have been sanctioned but not Director Accounts posts or other Accounts personnel. The Member(Finance) post in the Postal has been deliberately downgraded and the 5th Pay Commission had recommended the revival of Member(Finance) but the file is not moving an inch. In the 6th CPC many Member Posts were created in Postal Operations and all have been sanctioned but till date no Member(Finance) post. All this clearly reveals the attitude towards Finance. Any proposal of Finance and accounts is kept pending deliberately. The Ministry of Finance and C&AG should seriously look into all issues. The Postal dept is sitting on a volcano some day a scam will just blow up like the 100 crore scam in W. Bengal. The Postal dept can learn from the Telecom Dept, disregard for Financial advice in 2G SCAM has lead to well everybody knows. And YES its the IP&TAFS looking after the Accounts and Finance there.

Questions to be answered

There is no doubt that some people have heaved a sigh of relief over the denial of extension to the officer. The basic issue is that when the Finance Secretary, Reverend Secretary etc do not have tenure posts, how could a subordinate officer have it. These are questions to be answered.

Is Advani following Vajpayee ?

Ms Sonia Gandhi's letter to Advani and the latter's immediate expression of regret about the BJP task force's report more than what meets the eye. Why Advani was in such a hurry and that also even before discussing the matter with BJP President, task force or other top brass. If any body sees a quid pro quo in this, he can not be faulted especially since CBI has suddenly resurrected the Babri demolition case with Advani as an accused in the SC after almost ten years. BJP's Loh Purush, it appears, has become a Makhan Purush. He is following the foot steps of Vajpayee who is being accused of soft pedaling Quottrochi case as a quid pro quo for saving his 'foster' family members.

Prosecution record

Copies of certain documents were denied to the Applicant claiming that it consists of analysis of evidences by various decision taking authorities and their opinions thereon which has the potential to influence these evidences and to interfere with the proceedings of the court wherein prosecution of the Applicant is already under process. The Commission noted that copies of the relied upon documents submitted by the Respondents to the Court have already been provided
to the Applicant by the Court and that there is no order from the Court not to disclose any further information available with the Pubic Authority. The Commission directed to provide the documents after severing those portions that are exempt from disclosure under any of
the sub clauses of Section 8(1) of the RTI Act.

Comments

Public Authorities tend to avoid disclosure even after the filing of the charge-sheet, on various pretexts. With the filing of the charge-sheet which marks the end of the investigations, the documents should no longer be held as exempt.
