Hope in the 'Blue Sheet' that 'inflation tax' that we are paying has been recorded!

Hope it is mentioned that 'food grains' Sakaar hoarded!!!

As this inflation was created by Sarkaar,

And we faced inflation ki maar!

So Sarkaar should give us a tax rebate based on 'the inflation tax' we've paid!!!

After all because of inflation our budgets have been waylaid!!

CBDT has opined 'getting the Tax Haven moneys will be tedious and long drawn'!!

Hinting that plans for getting the moneys via some other mode need to be drawn!!

Mohna's amnesty had good inflows but at that time Tax Havens were safe!!

Now the response will be even better because Tax Havens have become unsafe!!

Especially businessmen who have money in tax havens will join the 'amnesty queue'!!

Problem is that major chunk of Tax Haven money is of a political hue!!

And this money will not and cannot return!!

The Amnesty owners of this kind of money will spurn!!

And if Pranab Da is thinking of a 'tax plus penalty' amnesty then this amnesty will fail!

CWG Games village Scam, Rs 400 crore?
The winning bidder was awarded the contract at such a favourable rate that to siphon off the excess profit of more than 400 crores, entire work was subcontracted to a renowned contractor of India at a rate of Rs.4400 per square foot for more than 22 lakh square foot.Question is

1.What would be the cost of construction of Games village- at most Rs. 2000 per square foot. What happened to the excess money?

2. Why have the Income tax and CBI not touched this contractor so far?

3.Why was the contract of Games village awarded at such favourable term?

4. Why no action has been taken against the tender committee?

Will the Prime Minister, IT and CBI answer?

One would not believe but it is a fact that Army has vacancies for 90 lieutenant generals and 290 major generals. There is also a shortage of over 12,000 officers at the junior and the middle rung.

File moved for two months extension to Sudhir Chandra
File has reportedly been sent from the office of the Finance Minister for two months extension in service to CBDT Chairman Sudhir Chandra beyond March 31. Will the Prime Minister clear the file ?One can only wait and watch.

Two CBDT Members to retire on February 28
Latest information says that two CBDT Members Durgesh Shankar and C S Kahlon are superannuating on February 28. In view of the budget earlier there was a move to give one month extension to both the members.

S. C. Misra Member Services in DoT to head BSNL
As the grapevine has it, S.C. Misra - Member Services in the DoT is going To be appointed CMD, BSNL till a full time CMD was appointed. The present incumbent Gopal Das is due to retire on February 28, 2011. Das is also holding charge of acting CMD. Basically, Das is Director (HRD), BSNL.

Will Ms. Anita Soni be acting CMD, MTNL?
Will Ms. Anita Soni, who is presently Director Finance in MTNL, be acting CMD, MTNL? This question is hotly being debated in corridors of powers because a proposal has been mooted by the Ministry in this regard. Presently, Kuldip Singh who is Director Technical MTNL is holding charge as acting CMD, MTNL. The latest proposal has triggered a debate that at a time when MTNL's revenue not only went up, but even its losses declined in the last one year, then what is the reason for changing guards in MTNL a his juncture? Moreover, it is being said, if at all for ill financial health of MTNL its CMD is being held responsible then how could Ms. Anita Soni escape the onus who has been MTNL's Director Finance for the last six years, while Kuldip Singh has been Director Technical in MTNL for the last five years.

No Statistician in India
It is really strange that in a 50,000 or so strong Statistical Cadre in the country at both the Central and State Governments, the country could not find a single Statistician to head the post of Statistical System in India as a Chief Statistician & Secretary, Ministry of Statistics. While one Economist from Planning Commission Dr. Pronab Sen held the post for 3 years as the first Chief Statistician of India from Feb. 2007 to June 2010; another Economist Prof. T. C. A. Anant, in-fact an Economics Professor from Delhi University, took over the reins from July 2010. The Selection Committee headed by the Deputy Chairman, Planning Commission, himself a top Economist, with a few more Economists as members of the Committee, decided to vote in favor of their peer Economist as Chief Statistician of India, ignoring the claim of atleast 4-5 Top Statisticians from the "System", who were groomed for the post in the last 30-35 years. It is a simple case of "Andha Bantey Rebri phir phir apno koa day".

Press Information Bureau (PIB) offices in various states have become almost defunct. Reason- less staff, no transport and other facilities & too much work load .Most of PIB offices are without staff cars, but they can't book taxi for their daily official work. Many officers are holding dual charge or additional responsibility. Staff crunch is too much. Almost every bureau is having 25 - 40 per cent staff .All PIB offices have been given responsibility to organize Public Information Campaigns (PIC). They have't been given additional staff for the purpose. They even can't book casual staff. Issuance of regular press releases & press notes have become erratic. Even central government offices at various places says that PIB is not use full to them, which seems correct. PIB is the only official news agency of GoI. It's better to close down such defunct offices. Though situation at the Hq. is not very healthy but out side delhi it is very bad.

Asstt Suptd and Head Constable sacked for providing extra facilities to Davis
Accordinfg to report published in the Pakistani news paper 'DAWN' Nawed Ashgar Assistant Superintendent of the high security Kotlakhpat jail where the US embassy staffer Raymond Davis is incarcerated and Hafiz Hussain Head Constable working in the sensitive IT department of the same jail have been dismissed from service for 'providing facilities to the US official'. Initial reports indicate that Nawed Ashgar tried to have a USB memory stick delivered to Davis through the Constable which was detected by special security guards posted outside Davis cell. During preliminary investigations conducted by the jail authorities the Constable named his Assistant Superintendent who denied the allegation asserting that the pendrive was actually given by him to the Constable for getting printouts of the data contained on it but Hussain on his own decided to deliver the same to Davis. The case is now being investigated by Pakistan's intelligence agencies.

Retirement age in Maharatna PSUs

Government should allow Maharatna PSUs to decide on Retirement age in their respective organizations. As such they are well-managed organizations. They are allowed to make very large financial decisions without government intervention. They are also allowed to make their HR policies.

They should also be allowed to decide on their retirement age.

I feel retirement age of professionals at senior level must be increased. Professionals also join at a higher age than say a matriculate. Efficient people normally reach senior levels in commercial organizations.

Time will never come for honest bureaucrats/officers in government to fearlessly expose corruption. The moment they tried to expose corruption they will be victimised. This is going on a largescale in the various government departments and security agencies. wrongdoings.

Growing disparity between the haves and have nots

While getting enormous self satisfaction on reports of India's growing economy, what one misses is the growing disparity in India between the haves and have nots. Last night when I was returning from Koramangala, Bangalore, the silicon valley of India at around midnight, I was appalled to see young women some of them appeared to be less than 18,with babies(to me some appeared to be Muslims) begging in the traffic junctions. Amidst the multistory Malls and software MNC buildings these were jarring sights. What type of economic growth are we talking about when such inequalities reman. For every billion rupees, the likes of Ambanis make by hook or crook ,for every billion tax payers money Sonia, Kalmadi and Karunanidhi loot and for every square feet of prime land our politicians and bureaucrats grab, there are lakhs of destitute begging in the streets of our God damn country with no place to rest their heads. Economics have become a jargon of the rich.

Our political parties talk about jargons like rights to every thing education to information .But is it not time to put a limit to certain rights like right to procreate. The Mahabalanovis economic growth, our socialist and secular visionary Nehru espoused did not include population control, which many consider is the root cause of such economic disparity. When Karnataka CM mooted the idea of two child norm, Congress leaders immediately charged him with communalism. Our Parliament and Assemblies have become mud slinging arenas, pots calling kettles black .As long as priority measures remain political scoring points, what ever the so called economic growth we achieve, India will remain as a poor nation.

Malkangiri Collector should say sorry for his act:

I may appear wrongly placed here but have no hesitation to state that the Collector should be charged for dereliction of duty, carelessness and one responsible for letting the government down. He may be an honest officer, a hard working officer, a daring officer etc. etc. but he is supposed to behave responsibly. Had he been a simple policeman or a small time contractor or lower level employee, we can understand that they can loiter in beast (Maoist) inhabited areas, but from a Collector level officer it was not expected. Whatever his intentions of travelling alone in that area may be, because of him the government has not only to bend before the terrorist but the result of his act would only encourage these maoist to kidnap other such officers to fulfil their demands. Needless to say that his action would also discourage other similarly placed officers to lead the work for the tribal welfare. Had he taken little caution, i.e. travelled in the area not alone but under security, all the negatives would have turned into positives. Moreover, if he feels he is so daring, why did he never tell his family about it, which started pleading mercy for her husband/son at any cost. Suffice to say that the act of the officer was highly irresponsible and against public interest, considering the circumstances of the area. Therefore, while I have all the sympathies with the family and the officer and wish him to be released soon, he should definitely feel sorry not only for his irresponsible behavior but also on behalf of his family, whose pleas for mercy have discouraged all patriots.

Restructuring of CSSS

The DOPT (CS.II Wing) has recently restructured the CSSS with a view to give promotions to the persons having stagnated to the same post for the last 25 to 30 years. In this context, I would like to bring to the notice of the concerned authorities that views expressed through whispersinthecorridors dt.24.2.2011 may please be considered on top priorities basis so that the persons suffered due to the CS-II Division's delay in promoting the Gr.D may not suffer further.

Members of Parliament are respected persons. Such type of remarks for them are not fair. One should not see their salary only ,their responsibilities should also be seen. Tea , meal etc. are so small things. MP's should be given more and more facilities if we expect better results from them.

With the deliverance of Godhra judgement absolutely proving the conspiracy theory, it is time to prosecute Justice (Retd.) U.C. Banerjee for interfering in and subverting the trial. It will be a future lesson to all those Retd. Judges who hover around the gates of ministers and then bring out tailored reports.

Prosecution record

Copies of certain documents were denied to the Applicant claiming that it consists of analysis of evidences by various decision taking authorities and their opinions thereon which has the potential to influence these evidences and to interfere with the proceedings of the court wherein prosecution of the Applicant is already under process. The Commission noted that copies of the relied upon documents submitted by the Respondents to the Court have already been provided
to the Applicant by the Court and that there is no order from the Court not to disclose any further information available with the Pubic Authority. The Commission directed to provide the documents after severing those portions that are exempt from disclosure under any of
the sub clauses of Section 8(1) of the RTI Act.

Comments

Public Authorities tend to avoid disclosure even after the filing of the charge-sheet, on various pretexts. With the filing of the charge-sheet which marks the end of the investigations, the documents should no longer be held as exempt.
