ISI tells CIA 'Treat Us As Alliesllites Not Satellites'
An unexpected fallout of the Raymond Davis affair is growing tension between the ISI and Pakistan's elected civilian government. ISI top brass feels that instructions issued last July by the civilian government to the Pakistani embassy in US to issue visas to Americans without ISI supervision has resulted in massive induction of undercover operatives including what is euphemistically called the 'security contractors' on Pakistani soil without any accounting. According to former Army chief Gen. Aslam Baig Davis alone was heading a team of some 3000 such operatives though most analysts consider the figure to be highly exaggerated. Another retired army chief Gen. Jehangir Karamat has stated that 'the minimum the ISI wants is an accounting of all the contractors who work for the CIA in roles that have not been defined and rewriting of the rule of engagement by the CIA in Pakistan'. The ISI chief Genl Shuja pasha has reportedly spoken himself with the CIA Director and conveyed to him, 'treat us as allies and not satellites'.

Things can be made in several ways using strategy and not becoming prey himself.

Does any body knows how many officers, not non-officers, are there in the central government working and any justifications, how they are indispensable? During BJP rule, LK Advani made a statement that no body is indispensable and no extension to any one. He implemented it only for few years but things are back again to same old position. This is India. It is no strange. No economist can be chief statistician because Dr Mantok singh Ahluwalia is economist and I wonder if he knows what statistician can do, which economist can not do at all. This is the land of scams and connections. Does any one has guts to bell the cat ? I think none.

Top level vacancies in Army ?


In the Whisper "Many top level vacancies in Army" of 25th Feb 2011, it is mentioned that Army has vacancies for 90 lieutenant generals and 290 major generals. The statement is misleading since these numbers must be "total authorised strength of lieutenant generals and major generals" and not the "vacant posts at lieutenant generals and major generals levels". Regarding shortage of over 12,000 officers at the junior and the middle rung, it would be worth mentioning that one reason for this shortage could be the deployment of many officers in "non military roles". Some of the organisations from where these officers can be spared are Cabinet Secretariat, Ministry headquarters, Border Roads Organization, Military Engineering Service. There may be many other places where army officers are performing non military duties.

Hats off to Dr. Vijayalakshmy Gupta


After reading so much about Dr. Vijayalakshmy Gupta, I thought I should do a quick check on her. I found that all that is written about her is not only correct but falls short by miles . Besides conducting 3 G Auction, She ensured that the collection of One Lakh Six Thousand Crores was actual and not presumptive! She withstood pressure being mounted on her to defer collection from BSNL/MTNL since these PSU's did not deposit their bid amount in time! She insisted that these PSU"S paid Penal interest on the amount due from them! Minister Raja could not overrule her! On her personal front, she is a perfect model of National integration. By looking at her no one can guess that she is not a UP BANIA. She is a Palghat (Kerala) Brahmin .She can speak six languages(Tamil,Malyalam,Marathi,Hindi,Sanskrit and German- which was one optional subject in UPSC exam)! Her elder son in law is Maharashtrian and younger one is a Punjabi. Husband is from Kanpur UP. She is an astrologer, a Vidushi in true sense. A professional finance person, she refused post of Director General of OC CWG and had rightly predicted that all top brass of Kalmadi men will go to Tihar! How prophetic! Lady with guts to face Kalmadi is how 0fficers in the OC remember her. Hats off to this officer who is honest, outstanding in work, humble and unassuming, till challenged ! This I gathered after talking to a dozen or so officers in the organizations she served in the past 10 years. She deserves the best in life. Recognition by the Prime Minister, a man of integrity, could be the reward which is least expected which this officer could be given in recognition of her contribution to reduce over 1% of fiscal deficit of the country. This fact I understand has been accepted by secy.(finance) Ashok Chawala himself.

Logic behind extension of two months?


What is the logic for extension of two months? Is it to ensure that he is involved in transfer of officers? Does the government not rely on Member (P & V), CBDT who is otherwise a respected officer in the department.

Prosecution record

Copies of certain documents were denied to the Applicant claiming that it consists of analysis of evidences by various decision taking authorities and their opinions thereon which has the potential to influence these evidences and to interfere with the proceedings of the court wherein prosecution of the Applicant is already under process. The Commission noted that copies of the relied upon documents submitted by the Respondents to the Court have already been provided
to the Applicant by the Court and that there is no order from the Court not to disclose any further information available with the Pubic Authority. The Commission directed to provide the documents after severing those portions that are exempt from disclosure under any of
the sub clauses of Section 8(1) of the RTI Act.

Comments

Public Authorities tend to avoid disclosure even after the filing of the charge-sheet, on various pretexts. With the filing of the charge-sheet which marks the end of the investigations, the documents should no longer be held as exempt.
