Seems when Sonia met Karuna she mentioned Kanimozhi was under the scanner too!!

And when Karuna heard this he excused himself to go to the loo!!

Because if CBI were to question Kanimozhi DMK's stock in TN would fall!!!

So Karuna there and then had to take a call!!!

Allahabad Bank to open 2 foreign branches
Allahabad Bank is going to spread its wings by opening two foreign branches. A branch each will be opened in Dhaka and Kowloon (Hong Kong). This was disclosed to <whispersinthecorridors.com> by the bank's Executive Director (ED) M.R. Nayak. Later on the bank's representative office in China will be upgraded to a branch, he added. The Allahabad bank is also aiming to increase its turnover from over Rs. two lakh crore to Rs. four lakh crore by the year 2013. According Nayak, the bank will be opening up 500 new btranches as well by the year 2013.

Ms Indira Iyengar's comparison of Rahul Ganddi with Mahatma Gandhi is the joke of the month. Here is a middle aged man whose qualifications are unknown, whose opinions on vital national issues are unknown, whose clandestine visits abroad are mired in mystery and whose visits to any area results in Congress debacle as what happened in Bihar. But I appreciate that such laughable letters do bring a breather from the serious issues being debated in your forum.

Painful story of all civil servants

This is meant for serious consideration of civil servants who run the government machinery honestly and with fear of loosing their bread (ROTI). Our beloved Pm is supposed to lead all the bureaucrats with utmost sympathy, the grievances and other problems and without using the whims and fancy of Powerful.

On enquiry, it is found that people need extension in the retirement age from 60 to 62 years. In other fields the raise is 65 years but here step motherly treatment is visible means they decide as per their wish.

While in France and China they are giving the raise even upto 65 years and in our case they keep mum.

Discrimination in vigilance clearance

PJ Thomas, in the Supreme Court, gave the names of charge-sheeted IAS officers who were given vigilance clearance for the posts of secretaries. Officers of other services are not given clearance even for the posts of Directors. Anybody can imagine the fairness of CVC by this example.

Solution for mitigating the disparity among civil servants

Time bound scale upto the level of Secretary to all Group-A officers will certainly mitigate the frustration and disparity among the Civil Servants and IAS officers should recommend it showing magnanimity and greatness as elder brothers in order to get the genuine regards from other services. IAS officers should also think that being superior in bureaucracy they should do the justice to others also otherwise they can not remove the feeling of hatred from the mind of other services.

Action must for every bribe taker

Following threefold action is a must for every bribe taker

1.Take administrative action like show him the door from the office he occupies for ever.

2.Take legal action against him like punishing him under suitable laws like IPC, Prevention of corruption act, Money laundering Acts etc. whichever is/are applicable and

3.Most importantly recover the amount of bribe (ghoos) from him and restore it to the government exchequer if it has been looted from the government resources/public resources or restore it to its rightful owner alongwith penal interest. This most important aspect is never resorted to with the result the corrupts still find it a worthwhile exercise, as say for instance if somebody makes 100 crores and he is in jail even for 100 days he makes a clean a crore a day which perhaps is not a bad bargain for the ghooskhor. Thus unless step 3 is invoked steps 1&2 are really not very effective deterrents.

Promotions in the All India Services

Promotions to various levels in the All India Services are made as per the provisions of Guidelines issued by the GOI in 2000. Since 2007, however, amendments have been in the Pay Rules, to make it mandatory to follow the Guidelines AND notify BENCHMARKS for promotions in the States and empanelment in the Centre. We are aware of the perils of benchmarks adopted for both the promotions as well as empanelment in the recent past. Selections always lead to finger pointing. So why not tweak the Guidelines to ensure fair deal for all? Here goes the proposal to amend the offensive Para 6 of the Guidelines!

"Each Committee should decide its own method and procedure for "realistic assessment" of the candidate. While the candidate's "social connections" and his "ability to influence decisions" has to be recognised and rewarded, advancement in an officer's career on "merit alone" should not be regarded as a matter of course. It should be earned by dint of hard work, put in by him, in the service of "those who matter", good conduct as reflected by his public display of servility to "those who matter" result oriented performance as reflected by prompt compliance of orders given either verbally or in writing, by "those who matter, and based on a "liberal and humane" selection process. The misconception about "Average" performance also requires to be cleared. While "Average" may not be taken as an adverse remark in respect of an officer, he should be duly rewarded for showing progressive improvement in performance during the period under assessment, to be judged in a liberal and humane manner, taking in to consideration the remarks / recommendations of the "those who matter", serviced by him. Nothing short of average performance coupled with certificate of good conduct issued orally or in writing by "those who matter", should entitle an officer to recognition and suitable rewards in terms of career progression. It is reiterated that merit should not be considered as the basis for rewards in terms of career progression as it might have been earned by unfair means!
