There are approximately 3.50 lakh employees working in various departments and institutions of the government and the time given for the task is considerted too short by the concerned authorities. While the PM's directive is silent on the reasons for the move sources within the establishment division believe that this is a retaliatory move by the politicians many of whom have been accused of having submitted fake degrees after some minimum educational qualifications were made mandatory for legislators by Pervez Musharraf.

For overcoming inflation, raise retirement age

India needs another green revolution to overcome inflation so as to increase food grain production by making agriculture a more attractive investment option. It should first raise retirement age to 62 and then invest liberally the saved/postponed two years? retirement benefits in agriculture by subsidizing and distributing fertilizers and high yielding seeds to farmers as also households, subject, of course, to certain safeguards; and subsidizing purchase of agriculture-irrigation-equipments like tractors; introduce tax benefits to corporates who adopt in-house/captive farming. Govt. should also ban forward trading, in coordination with WTO, if need be, in foodgrains, simultaneously raiding hoarders and putting them behind bars. Other measures are (a) extending/subsidising agriculture credit at low rates of interest, free-insurance of agricultural produce in case of natural calamities, (b) imposing tax on sale of farming land ? whether to govt. agency or private builders, (c) further raising interest rates to curb inflation and discourage hoarders to get cheap credit from banks, (d) educating people to refrain from buying high priced items, as was done by late Lal Bahadur Shastri by advising people to keep fast on Mondays at the time of food crises, Thus, if production of foodgrains increases, there will be less chance for hoarders and the principle of demand & supply will apply, thereby reducing prices of foodgrains. Food Corpn. should be allowed to buy more and more foodgrains and release to the market from time to time, banning completely forward trading. By controlling inflation, PM can prove that he is a world-renowed economist.

By raising retirement age, corruption can be tackled to some extent as bureaucrats will not do unjustified things so as to seek re-employment after 60 years. There is a strong case to raise retirement age, as has been done by other countries due to late marriages, late entry into service, increase in average age, etc.. Due to shortage of staff, more and more persons are appointed on contract/re-employment basis due to the policy of filling up one vacancy against three vacancies. This practice is wrong inasmuch as contract-employees are not subject to Conduct Rules and they cannot be held responsible for wrong doings.

Corruption - an impediment to faster growth

"Corruption strikes at the roots of good governance. It is an impediment to faster growth. It dilutes, if not negates, our efforts at social inclusion. It dents our international image and it demeans us before our own people "Absolutely true Respected Prime Minister. We agree with you hundred percent but then these sentiments are important not only for the states to remember but at the level of Centre too. It is precisely for these reasons that the Rajas Of corruption should not be protected, defended, or just ignored by closing our eyes to their deeds. Examples are manifold where the corrupt in bureaucracy have been rewarded by your Government while the honest ones have been harassed. We request you Mr. Prime Minister not to close your eyes on the corrupt elements in your cabinet whatever may be the cost. Do not worry when the right actions are taken the people of this country will love you and reward you.

Modi did what he could

With another SIT report leak, Modibashing has started again. He is the whipping boy of every body who have their own axe to grind. Naturally he gets sympathies from people who are not biased and have an independent way of thinking. Ahmedabad has a history of communal conflicts. I was posted in Ahmedabad (while I was in the Army) in 1969( or was it 1970?) when massive riots took place and Army were called in and I had a first hand knowledge of what happened then. Muslims started the riots and Hindus retaliated. Congress Government was in power then and no records of deaths were published though unconfirmed reports put it beyond 2000.

Mody had to face the tide of people's revulsion when 100 and odd innocent pilgrims were burnt alive in Godhra train. This revulsion might have percolated into public and police. Modi did what he could. But nobody bothers that more Hindus died in police firing than Muslims. He has also been able to get 600 convictions in the post-riot trials out of which 20 got life sentences. But look at the Congress record. In the anti-Sikh riots, more than 3000 innocents were massacred. How many of these murderers are punished till now. Rather Rajiv Gandhi justified the massacre with his infamous and stupid earth trembling remark .Or is it because Sikh's blood is expendable since they are not supported by Jihadis?

As far as R.B. Srikumar, the main witness of SIT, is concerned less said the better. He has a dubious professional record. He was first charge sheeted in 1999 when he was with IB in the infamous ISRO espionage case. Due to his past record he was denied DGP's post which made him an enemy of Modi. But true to his character, Modi never put him in the dog house as a Chairman of a Police Housing Board or some thing else. He gave him the important Crime Branch which I am sure he will be regretting now. He never knew he was putting a cobra into his underpants. Modi also got the ire of the billion dollars worth prosetalysing international Christian groups for not allowing fraudulent conversions in Gujrath.It is their pressure that denied a visa for him by USA,a country who have no qualms in supporting mass murderers in South America and Middle east.

I used to wonder why the entire English media is against Modi inspite of the good work being done by him in Gujrat. This brings to my mind an earlier report about clandestine foreign funding of our main channels.The recent episodes involving luminaries in the visual media like Barkha Dutt has proved the depth of decadence they can stoop.

The efforts of alleged foreign funded NGOs like the one headed by Teesta Setalvad, dubious characters like Sreekumar, a minority brainwashed into hating Modi, missionaries who are denied the right to denigrate Hinduism and fraudulently convert people, Islamic jihadis who want an Islamic state in India and a party who has no shame to be a puppet in the hands of a foreign born lady all may cry hoarse and conspire against Modi,but as a true patriot he will overcome all these. No wonder Gujrath is the most prosperous and communally peaceful state in the country now.

Different levels of integrity ?

I never knew there are different levels of integrity till I came across P.J. Thomas case. His integrity was alright when he became CS and then Secretary Govt. of India,but now found wanting when he was appointed as CVC. Similarly, the integrity of an IAS co-accused with him in the Palmoil case was found adequate when he was appointed to head a crucial department in CWG organising committee and then as Addl. Secretary in the Govt. of India that also in a vital Ministry. At the same time ,many bureaucrats have been denied promotions all over the country for want of clearance from CVC (nee want of integrity).Sauce for the goose is not sauce for the gander. Perhaps integrity is flexible and depends on the officer's closeness to the High Command and the coterie surrounding her and his pliability.

Black humour !

Only 15 names of tax evaders have surfaced! Isn't it a joke? Hold on, there is more humour. The amount held in their accounts is only 51 crores! One report quoted the finance ministry figures that ran into billions of US dollars. It is tax evasion of such high order that is responsible for price rise, inflation, unemployment, mal-governance, anti-growth and anti-development. Ordinary people hold no Aladin lamp in their hand! They can't even predict when it will stop and things would improve. They can only say that one day the prices shall come down, one day inflation would ease, one day cent percent employment will be a reality. In the meantime can we hope to have a government? A government that has programmes to create large scale employment rather than giving the youth only Employment Exchanges? A government that checks the followers of Mohammad Ghouri: Ghouri is credited with taking away camel loads of gold and wealth from India, but his followers are voluntarily carting away all the wealth of India to foreign countries. A government that acts wise economics rather than spring economic surprises of a theoretical genre? A government that tames inflation rather than expressing its deadly effects, which are in any case known to even the aam aadmi. Claiming to be a better government than Late Jawaharlal Nehru's alone is not sufficient, act also better than his government. It is easy to manage poverty, difficult to do so with opulence, especially of the illegal kind of the black money kept in India or transported abroad. Egypt, the seat of wisdom from ancient times, is prophesying the doom of black money & black money regimes globally!

Why AIS officers discriminate ?

These AIS officers always complaint about themselves but what they do with officers who do not belong to any particular service or belongs to a subordinate office under them. They treat them shabbily. They make them to stagnate for 20-25 years.

Act against the corrupt

There is need to set up a more dedicated machinery in government to decide on corruption charges. it takes years. many corrupt officials then use devious means to get away.. It should be possible for the government to set up departmental commission of enquiry that decide these cases in 3 months; also the government has not invoked CRC ( Rule 56 J etc). The government servants suspected of being corrupt need to be asked to leave.. especially if he or she is at Joint Secretary level and above.. let us get the big fish out.. The government will need to crack down on the corrupt ministers and bureaucrats if they want the future generation of Indian's to live a life of dignity. let us not shame ourselves in the eyes of our children and to the world at large... Please take action. That is my humble request to all those all the helms of affairs. Trust me, I ( being a civil servant) can assure you that exemplary punishment.. will help all the honest officers to come out and take decisions... there will be no decision failure or paralysis in govt..

Why not talk about people who refused bribe ?

Everybody talks about action against the bribe takers. No body talks about the people who refused bribe and got the bribe givers trapped through premier investigating agency of India. The officers who refused bribe were victimisd by their own office/agency. No one is bother about them

Billion Dollar Stenos

It seems some sort of rat race is going on in the Central Secretariat. The CSS and CSSS are taking turns in increasing their cadre strength. In the ongoing murky saga of cadre restructurings, the latest round goes to the CSSS. In this round, the mischievous CSSS have managed to wangle 25 SPPS (DS level), 625 PPS (US level) and 400 PS (SO level) posts! This is the second CSSS restructuring in four years. The first restructuring in 2006 also, a large number of steno posts were created. In spite of the 2nd restructuring and creation of thousands of posts, it is rumoured that the creamy layer in CSSS do not seem satisfied.

Just like Maharani Kaikeyi in the Epic Ramayana, the CSSS have asked for two boons from the Government: create more PSO posts (PB4) and create JS level posts for Stenos.

More PSO posts are being sought on the specious logic that the number of PSO posts should be a fixed percentage of the PPS and SPPS posts put together. In today?s context, if this pernicious logic is accepted, we will have more number of PSO than SPPS (PB3 level).

To the uninitiated, the demands of CSSS may seem outrageous. However, it is our bounden duty to think and help our Steno brethren in their hour of need. How about the suggestion that the number of PSO posts could be fixed as a fixed percentage of the population of the country (instead of being a fixed percentage of the PPS and SPPS posts put together), so that, with the increase in population, automatically we will have more and more number of PSOs.

There is indeed another minor inconvenience. Many of the stenos do not even have the requisite number of years of qualifying service to become eligible for being appointed as PSOs. However, this has not deterred the marauding CSSS a bit. It is rumoured that they are trying to fiddle with the recruitment rules and trying to reduce the number of years of eligibility service so that more and more stenos could become PSOs.

One set of hopeful stenos are also pulling various strings to see that stenos are elevated to the level of Joint Secretary! But here, the logic of CSSS is impeccable. If the country can afford CSS clerks at JS level then why not CSSS stenos at the same level?

The net result of all these murky happenings is that our beloved motherland has been saddled with 1000 more stenos and, willy-nilly, the taxpayers will have 1000 more busybodies to feed. Long live CSSS.

Please do not forget that Behura was additional Secretary in Environment & Forest under Raja. His contribution to Raja's causes ensured his selection as Secretary Telecom. The orders are issued by PM office and PM was aware of all the happenings.

Why forget them ?

Every one has forgotten those officers who fearlessly saw to that inspite of Raja continuing as the Telecom Minister, the 3G Auctions were conducted and Government earned 1.6 Lakh Crores. But for this the CAG could not have arrived at a figure of 1.76 Lakh Crores of Presumptive loss. The officers responsible should have been recommended for Republic Day Awards. But the whole of India has forgotten the transparent and historic auctions which earned three times the budgetted amount and was conducted boldly in spite of pressures from all around and the service providers who were not willing to bid higher amounts but had to due to the transparent process. Hope these Officers who were also in DoT are recognized by the Government.

Swiss Accounts

The applicant enquired from the Cabinet Secretariat whether the Swiss and German Governments have passed on the details of secret accounts held by Indian nationals with Swiss banks and Banks in Leichestenste in to the Indian Government. He also wanted to know the details provided and the steps taken by the Government of India to investigate these accounts. The CPIO, Cabinet Secretariat forwarded the RTI application to the Ministry of External Affairs (MEA) who replied that no such information is available in MEA. The Applicant complained to the CIC about the transfer of the RTI Application to the MEA by the Cabinet Secretariat without bothering to also transfer the same to other concerned agencies such as the Ministry of Finance or the CBI.

Regarding the appellant's complaint against the CPIO of the Cabinet Secretariat, the bench of Annapurna Dixit transferred the case file to the office of the Chief, CIC for appropriate action. During the hearing, the JS(MEA) reiterated that record of any Indian holding secret accounts anywhere was neither provided by any government to MEA nor by any ambassador. The Commission directed the JS to submit these facts on oath through an affidavit.

Comments

A CPIO should transfer the application to the public authority to whom the subject matter of the application is more closely related with [section 6(3)]. With the issue of the transfer of black money heating up, will the RTI route lead to disclosure of information?
