Who will head the CIL?
Who will head the Coal India Ltd (CIL) once Partha S. Bhattacharyya,
its Chairman, retires on February 28, 2011. There are two options. First,
senior most Directors i.e. Jha Director Technical in CIL may be given
the Chairmanship till a full time Chairman was appointed. Second, option
was to appoint Alok Perti (1977 batch IAS officer from Assam cadre)
as the Chairman, CIL .Presently he is Special Secretary in the Coal
Ministry. However, N.C. Jha is already holding charge of Chairman and

Protesting PIA staffers disrupt flights in
Pakistan
Protests by Pakistan International Airlines (PIA) Pilots, Engineers
and some other staff Associations on Tuesday disrupted some domestic
as well as international flights from Karachi. The authorities had earlier
sacked Sohail Baluch, President of PIA Pilots Association on charges
of instigating workers to strike work. While the staffers claim they
are protesting against a recent agreement between PIA and the Turkish
airline which they consider detrimental to workers interests the authorities
insist that no such agreement has been signed.

Honest officers victimized
Everybody talks about action against the bribe takers. No body talks
about the people who refused bribe and got the bribe givers trapped
through premier investigating agency of India. The officers who refused
bribe were victimisd by their own office/agency. No one is bother about
them.

Prime Minister should also consider the raise in the age of retirement
in the coming budget so that he fulfills his promise to the class which
actually supports him for his kind words and style of working. He should
oblige them as it is very late.

Treat everyone uniformly
Yes, all those officers who were denied promotion on weak grounds should
drag the GoI to Supreme Court. There are numerous cases in which officers
have been dropped for promotion merely because they had a below benchmark
grading of Good and that too when there was not even a single warning
or admonition issued against them. Mind you such officers were not considered
fit for promotion despite fact they did not have any FIR lodged against
them, no complaint, no enquiry, no disciplinary case - nothing at all.
Yet they were not promoted & their fate sealed. The case of P.J
Thomas must & should open the floodgates against such injustice.
If Thomas can be strongly defended & backed by GoI for CVC post
then similar favour should be extended to all those hapless officers
who were dropped merely because their immediate superior graded them
as Good without substantiating it. Everyone does not have same ability
for providing sewa-paani & therefore Reporting Officers should lower
expectations in this regard from honest & hardworking subordinates
& they should not be made to suffer for life by such motivated Grading
in ACR. GOI should not adopt double standards.

Pull the curtain from drama of arrogance
Please refer to the whisper which appeared in WIC under the caption
CVC, PJ Thomas may be shifted. I am unable to understand why this government
is so desperate that it is bending over backwards & offering a choice
of not less then three posts to P.J Thomas & all that is required
from him is to tick one of the choices, but he is not impressed &
wants to be appointed as a Governor so that he can enjoy protection
from prosecution. I envy these IAS officers who made an effort only
once in their life by passing one exam & thereafter have enjoyed
throughout their career the perks, privileges & comforts of their
post, who have never taken any risk in their life, never ever opposed
any directions from their political masters despite knowing fully well
that it may results in loss of crores to the country, have strutted
around with an air of supremacy as if their merely occupying the high
chair is a great favour bestowed by them upon the hapless people of
India. The only aim of such officers was to get outstanding ACRs which
opened the ladder of progress for them therefore they never got perturbed
by anything & introduced no reforms & ensured that nothing was
disturbed as they did not want to make any efforts. Change requires
initiative, improvement requires effort & all this is anathema to
such people. If this is called an illustrious career which remained
eventless & the posts held by the officer were a mere incident of
service for which except for sycophancy & complacency nothing else
was required & yet the government bends before these select few.
As per government rules even Leave is not the right of a Government
servant & granting leave can be denied then how come after retirement
re-employment is considered a right by the likes of PJ Thomas. He should
be kicked out immediately. We have had enough of this drama. He has
become a National embarrassment.

This is regarding one news item captioned under heading "S.K.G.
Rahate Joint Secretary Agriculture on leave" which appeared on
8th Feb. I went through the news item expecting something earth shaking
but it contained nothing of news value. As you are aware the government
of India has more than one hundred posts of Joint Secretaries in the
main Ministries alone, thus what is so unusual about one particular
Joint Secretary going on leave? Please avoid giving prominence to such
mundane news & wasting valuable resources. No one is interested
in knowing the so called 'personal reasons' for which leave is being
availed by officer. It will be better if valuable space is used for
exposing corruption. This will be of great service to the nation.

Corruption in POSTS - Fall out of the then Secretary's genius
The stink of corruption in POSTS as observed by him in your columns
has its origin in the genius of the then Secretary Posts who discovered
that the Transaction of Business rules of Government of India can very
easily be overlooked and as such started the practice of either not
referring the cases for Finance advice or ignoring their advice if it
did not serve his purpose. Incurring expenditure on POSTECH 2000 exhibition
held by a private party in Pragati Maidan is a case in point. It is
high time CAG issues a press note intimating the total amount of fiscal
loss involved in the audit objections which are yet to be settled by
the concerned departments inspite of expiry of the prescribed time limit
for the pubic at large.

Charge sheeted officials must file writ for discrimination
The GoI in the case of PJ Thomas submitted reply stating that charge
sheet can not create any obstacle in promotion and posting to higher
grade and even sensitive posts. This reply is now a public document
and hence can be used by those who have been refused promotion on the
basis of charge sheet. Discrimination of any type is the violation of
Fundamental Rights enshrined in Articles 14&21 of the Constitution.
Thus, any victim can file a Writ under Article 226 in the High Court
or under Article 32 in the Supreme Court.

To met shortage in Army, attract youth
Shortage in Army was first felt during Kargil war. To attract the young
blood in Army, it is necessary to provoke the interest of young blood.
But no steps have been taken since Kargil. I would like to propose to
provoke the interest of young blood through NCC. Only those public schools
be approved those have NCC in there schools.

P J Thomas would have been the first in line for Cabinet Secretary's
post on 30th June 2011, unless ?

She deserves appreciation
One such officer in DOT who deserves all appreciation for conducting
the 3G auction that was a revenue spinner to the Government is the Member
(Finance) Telecom Commission Mrs. Vijayalaxmy Gupta. Her efforts should
indeed be appreciated by the GOI.

Prasad will be remembered for his compassion
R R Prasad IPS, ex DGP of Bihar and Member of the State Human Rights
Commission of Bihar, was a warm and generous personality. Compassionate,
helpful and popular among the rank and file, he will be remembered by
his many admirers within the Police and outside. His services to the
downtrodden and needy were many and varied, and will always be remembered.
May God grant peace to the departed soul and strength to the family
to bear the irreparable loss.

The title is sexist. Why "Woman to succeed..."? If you want
to make a point that an Indian Diplomat at a multilateral body is being
replaced by another national, highlight the nationality.
