He wants to make a difference in Jharkhand
Effective governance with greater transparency using available technological tools to reach out to the poorest of poor in the State is the key initiative and thrust area on which the Jharkhand Chief Minister Arjun Munda is working on. Taking charge of the state plagued by political instability, the Red Terror and corruption, Munda has his task cut out. Brimming with confidence and a resolve to make a difference in Jharkhand, he is working out an action plan that will propel the state into the forefront in national mainstream in the long-run. Munda shared his thoughts about the state and the problems staring him, with our Editor and Country Head Sanjeev Majupuria and Editor Prakash Pillai in a free-wheeling interview recently.

The following are some of the excerpts of the interview-

Q: Jharkhand is today synonymous with political instability and corruption. What measures do you intend to take to remove this perception?

A: You are right. Today, nobody realizes that Jharkhand can turn out to be the mineral reserve of India and can soon be one of the leading states. It is known for all the wrong reasons. I do admit political instability is a key factor but people of the state are fast learning and as they showed in the Panchayat and local bodies elections hopefully they would not leave the state in a political mess in future. After taking over as the Chief Minister, I am concentrating on improving coordination with all political forces in the state.

As far as corruption is concerned, it stems out mostly from the mining contracts that were a lucrative business in Jharkhand along with government purchases. After due diligence, I have advised the state to use the Information Technology and go for e-bidding for all mining related activities and government purchases. This would lead to greater transparency. All our departments have been asked to follow the procedure. We have reinstated the Lokayukta and the State Human Rights Commission so that they can curb any excesses or misuse by the state.

Q: You talked about ICT, how are you using it for governance?

A: Well, you would be surprised to know that we have started an ultra modern data centre in Ranchi that houses government records. In the next six months all government data -be it relating to functioning, policy or revenue - would be available digitally. Price Water Coopers is our consultant for the project. Besides, to check pilferage and leakages in the Public Distribution system we are introducing Biometric scheme, whereby monitoring will become easy and effective at each stage. To improve efficiency we have converted the Panchayats as Panchayat Secretariat and about 4500 panchayats in the state are being linked to "Jharnet". This will help in quick disposal and effective implementation of policies, early redressal of grievances and coordinated planning.

Jose Mohan DCP Jaipur South-blazes a new trail
Jose Mohan Deputy Commissioner of Police(DCP),Jaipur South who is known for innovations has blazed a new trail. In the New Year he took station head officers (SHOs) of all police stations falling under his jurisdiction to view recently released Bollywood film titled "No one killed Jessica". Jose Mohan who is an IPS officer of the 2002 batch belongs to the Rajasthan cadre. He showed the film to over 60 cops on January 9, 2011. This included Additional SP Shankar Datt Sharma, six Deputy SPs and two investigating officers (IOs) from each of the police stations under his jurisdiction. Jose Mohan said it was essential that those linked to media,police and medico legal field should see the film. It may be stated here that early last year Vidhayakpuri police station of Jaipur at Jose Mohan's initiative had got best police station in Asia award. Its rating was done by the Altus Global alliance-a global body. The Vidhayakpuri police station, with around one lakh people under it's jurisdiction is located in the city's southern flank and was been selected amongst the police stations of 211 cities in twenty countries like Bangladesh, Brazil, Malaysia, Mexico, Russia and Uganda.

Air India to restore Dehradun-Delhi service

Are Employee Associations covered under the definiton of Public Authority?


Information about the election for Executive Committee proposed to be conducted by All India SC/ST Railway Employees Association (AISCSTREA) was refused by the Zonal President, claiming that the Association is not a Public Authority. The Commission noted that AISCSTREA is indirectly controlled and substantially financed by the Railway Board, Ministry of Railways. The office premises have been granted by the Railways and substantial financing in the form of receipts under the head Central Share are received from the Railways. Even the letterhead of the Association clearly states that it owes it's recognition and registration to the Railway Board. The CIC observed that a regime of transparency is in the interest of the Association. The CIC declared the Association a Public Authority under the RTI Act 2005 and directed the General Secretary to appoint the CPIO in the organization and comply with the other provisions of the RTI Act.

Comments


There are thousands of organisations claiming to represent the interests of employees of the Public Authority out of which many receive grants from the government. Some of these unions appear to be accountable to no one. Will this order turn out to be a milestone for the transparent working of the associations ?

What Ails The Indian System is Delhi Babugiri

I have been visiting your web site for last so many years silently and getting informed who goes where and where to connect the net and with whom.

It is for the first time that he core of the ailment in the functioning of the Union Ministries is being identified. Or rather attempts being made in that direction.

Lok Nath Mehra and Dimpy deserve kudos for their attempts to pin down and identify the CSS and CSSS as the malice writ large and core of the malice of Babugiri. They all remain in Delhi, in one or the ministry or department, have minimal rotation and are the permanent malice of Indian bureaucratic junk. They are the Babus who demand highest returns, status, perks but are most ignorant about the ground realities of the matter, subject, states and the departments. They are the ones who think they are only next to God and wish to deny every thing to all others as if CSS or CSSS are determinants of every ones destiny (which it is so far).They are conversant on the negativities of the rules and biggest stumbling blocks for all others except themselves. They are Babus in true sense. In conjunction with the IAS cadre, they rule the roost in misguiding the ministries, ministers and other functionaries.

Though the so called elite IAS consider these services as theirs and as useful and beneficial staff, they actually function as their mentor. Remember, how some of them boasted of being the initiator of the Note or a file. They are Note makers which is beyond an IAS to overrule. That reflects on the incompetence of IAS and other deputed officers. They are actual spoilers of the affinity between various Services and Cadres. They only know how to deny and not grant. IAS as Cadre, has no answer to their influence and longevity.

IAS will do well to scrap this Cadre all together so that they are not dependant on such a permanent Secretarial Service. After all those are only dignified Clerks. But Alas! IAS as a service reflect and function themselves as dignified clerks. They are too cozy functioning with a negative attitude Babus.

It is a matter of fact that all other Services and Cadres of the Union is fed up of this Secretarial cadre, be it Judiciary, IPS, IFS, Scientific Community, Customs, Defence or you name it. IAS is oblivious of them and in turn help them to occupy central position as their concubines due to their vested interests without realising how much harm these Babus do to inter service affinity of all India Cadre and to the bureaucracy of the Country as a whole. IAS and those Babus act in the manner of "Chor Chor Mausere Bhai".

It would be much better to abolish this cadre and introduce a semi - shifting cadre in place of it, so that they do not subordinate the IAS and hold the entire system to ransom and as a hostage.

Think of it as a measure beneficial to the State and functional harmony.

Insecurity corrupts thought process

The fundamental premise and objective of creating institutions, systems, and organizations of varied hues with attendant rules & regulations to govern them is to infuse a sense of security, predictability and order in individual affairs in the face of complex, uncertain and formidable forces, whether natural, supernatural or arising from the follies of women (men included). However, if there is a conscious and systemic attempt on the part of the powers that be to gain and justify legitimacy only by resorting to brute force (in myriad forms) and inflicting fear in the mind of people (lowly subjects) rather than allow responsibly courageous behaviour from "citizens" to surface, a bizarre distinction between 'aam' admi and 'khas' admi is created and perpetrated in a sovereign socialist modern democratic welfare set up, which is antithetic to the concept of an egalitarian system. Do we as parents encourage our child to be timid, submissive, subservient and fearful of the unknown (and parental authoritarianism) or try to create conditions wherein s/he is enabled to be aware of the life processess and take control of the situation holistically, risks notwithstanding???

Don't bifurcate Ministry of Statistics and Programme implementation

Let the Ministry of Statistics and Programme implementation not bifurcated employing two secretaries spending a lot of money just like having two white elephants. Let it remain one with an IAS as Secretary having statistics or economics background and many of them work in such area while in state govt. or at centre. There are a few reasons for this. 1. The selection of CSI and secretary through a search committee is not becoming quite impartial. 2. The IAS having a strong network can run the ministry better. The indiscipline will be curbed to a larger extent as the professors lack knowledge on official procedure and administration.

Prejudiced about CSS

There is no doubt that the rotation policy of CSS officers may be good for an individual CSS officer, but it is not good for the Ministry/ Department (s)he is working in. CSS officers are known as the record keepers and have had accumulated good amount of knowledge being in the same section/ division since his appointment. It was a great help to the new officers (who come on a tenure posting) to get the history of the section's information. Since the system of keeping some of the important decisions in the section is no more in use, it was the clerk who had the entire background in his mind. But now every one is being transferred after 7 years service, leaving behind a gap of knowledge/ information. I am of the view that CSS rotational transfer should start from the level of Deputy Secretary and above when the CSS officer can use the good points of one Ministry in the new Ministry he is being posted to.

A welcome step

Stepping up instructions by Department of Personnel and Training is welcome though placing the senior most officers (who had put in 30 years in the same service with their juniors with mere 4 years experience in their service and in some cases without the designation) at par cannot be justified. I fail to understand the rationale behind it. Hence, neither we are getting our legitimate right of promotions on time nor we are being treated in the Government gracefully. Secondly, The Sixth Pay Commission has recommended the merger of CSSS with CSS. In its view, it is the only solution to the ongoing acute stagnation in the CSSS. The most severely hit is the category of Grade 'D' Stenographers and the Stenographers Grade 'D' promoted on ad-hoc basis/ regular basis. DP&T, especially CS Division which have compelled the restructuring of CSS services and is understood to have been considering the restructuring of CSSS may kindly take a sympathetic view about the regularisation of ad-hoc services from the date of their initial appointments as Grade 'C' on ad-hoc basis so that justice can be done towards them.

Importance of right connections

In Central Secretariat, it is an open secret that the rotational transfer policy

is for the----. If one has the right connections, one can manage any type of transfer/ posting. One does not have to look too far. The mighty DOP&T leads the way in flouting its own policy! Care to know how? Read the following verifiable fact:

On 30.11.2010, a promotion order was issued by DOP&T promoting Principal Private Secretaries as SPPSs on ad-hoc basis. The first person in that list is working in DOP&T and guessing that person's place of posting will not entitle you to the Nobel Prize. The official is of course the PPS to Secretary (Personnel). Even though all the other persons in that list with more than two years of service have been summarily transferred to other Departments, the powers-that-be in DOP&T have obligingly and thoughtfully retained this particular official in DOP&T itself even though the official in question is retiring only in 2013.

Poor LDCs and UDCs are peremptorily transferred on promotion. In their cases, no request for retention in their cadres under any circumstances is entertained by the DOP&T. Here, a SPPS, which is a deputy secretary level post carrying the grade pay of Rs. 7600/-, has been kindly retained in DOP&T itself in flagrant and contemptuous violation of the professed policy of the same very DOP&T.

It will be interesting to see as to what are all the reasons quoted in the note portion of the file for not transferring this particular official. Is anybody in DOP&T really interested in upholding ?rule of law?? What is the meaning of the words equality, justice, fairplay etc.

In Hindi there is a proverb which say, "Bhagwan ki Maya APARAMPAR hai". Nobody has seen God but, without doubt, DOP&T's Maya is definitely APARAMPAR !

Delay in CSSS restructuring

The decision of CSSS restructuring is pending since October 2010 with GOI. Hope this delay will not affect the employees of CSSS service who are anxiously waiting for the decision of the CSSS restructuring. The employees belonging to feeder grade of CSSS of 1983 batch are real sufferers and they are entirely dependent on the decision of GOI in their favour so that they can also live in dignity. An early decision will be highly appreciated by all the feeder grade of CSSS.

Look at different solutions to improve tackle the food crisis

I am not a scientist but have a few suggestions to my colleagues in Deptt of Agriculture/Fisheries/Rural Development on improving access to food esp for the poor

a) Kitchen Farming ( both in rurual areas and in towns) should become part and parcel of our lives. It is possible to met 10-15 % of our food needs by encouraging families to grow their own food ( brinjal, chillies, capsicum, beans, sweet potatoes etc can infact grow in pots too). Governments should distribute the seeds (at subsidized rates) along with a guide on how to plant them...

b) Fish: The food habits are part of our habits and cultural beliefs but is possible to make an effort to change it. Fishes can be reared in ponds, ditches and in paddy fields (there are few examples even in INDIA- Aruncachal Pradesh, Assam etc) but nothing much on a systemic scale. There should be an effort to have integrated cattle-fish farms or paddy fish farming in the relevant states. In Bangladesh, the poor /old women were given the rights over road side ditches and they were able to get 10-15% of their nutritional need by eating or selling the fishes reared from these ditches (esp after monsoon). India can lead the movement to tackle the food crisis otherwise I am afraid we will end up with a nation that is malnourished and deprived of healthy food! What greater effort do we need to derail the momentum of eco growth than that?
