CWC's training programme for Bhutanese officials
The Central Warehousing Corporation (CWC) is organizing a 5-day tailor
made training programme on "Warehouse Management" from January
17 to 21, 2011 for the officials of Food Corporation of Bhutan (FCB).

Filing of RTI application by a Public Authority
The applicant requested for information pertaining to income computation
with TDS Challan, Trading Account, Balance Sheet with Schedules, Audit
Report, Assessment Order/ self assessment information etc. in respect
of 4 persons from the Income Tax department. The applicant stated that
they were themselves public authority namely The New India Assurance
Company Limited. The information was sought to defend their position
in a claim of Rs. 181 crore against the death of individual in a road
accident. The CIC directed to provide the information holding that the
disclosure would serve the ends of justice and is in larger public interest
by causing an unwarranted discharge of public funds.
Comments
Filing of a RTI application by a Public authority against another is
indicative of the pattern of evolution of RTI Act. Against the time
tested method of using the official channel for securing documents,
RTI is being considered as a more potent tool for protecting the commercial
interest of the company. Many more applications of the
similar kind are likely to be filed in the times to come.

growing group in the country's Corporate landscape forcing observers
to say that he is the Dhirubhai Ambani in the making. His political
connections are fantastic. His claim to fame is for having been caught
on the wrong side of the law more than any other business man in the
country. However, he sails out of trouble every time and moves ahead
with greater conviction. His strong political connections with BJP patriarch
L.K. Advani, Gujarat Chief Minister Narendra Modi and Congress' Ahmed

is one of the oldest Indian conglomerates, having touched the lives

of the Radia Tapes have done great damage to the reputation of Ratan
Tata, still his is the most revered business house in the country. For
the record, Forbes does not have him on their rich list. Is he a billionaire?
No, Ratan Tata is not a billionaire. Of course he is the Chairman of
Tata Group having 96 businesses out of which 28 are publicly listed
and are worth more than US $ 70 billion. Well, to be a billionaire,

The main bulk of the shares of its 96 Businesses are not on Ratan Tata's
personal financial statement. Tata Group's Key holding Company, Tata
Sons has 65 per cent ownership to various Tata group charitable organizations

Ranking in civil services examination
The present scheme does give advantage to candidates choosing certain
subjects. This can be overcome by having a common exam for all candidates
without optional subjects. The UPSC has made a beginning with the aptitude
test in place of the preliminary exam. I suggest that those who are
able to clear the aptitude test should be put through a tougher common
examination with subjects like general studies, english, essay writing
etc without any optional subjects and this can be followed by a personal
interview where the knowledge of the candidate with regard to his subject
of specialisation can be tested.

High scoring in science subjects and low scoring in arts is already
being taken care of in the marking system of civil services. In what
is called moderation of marks, topper of various subjects are put at
equal level and other candidates' marks are calibrated on the basis
of marks of toppers.

Outstanding issues in CSSS be taken care of
The restructuring of Central Secretariat Services (CSS) has already
been over. Now, it is the turn of Central Secretariat Stenographers
Service (CSSS)for the restructuring. There are lot of outstanding issues
in CSSS which can be addressed while taking the ultimate view in restructuring
CSSS. First of all, the regularisation of ad-hoc services by Stenographers
Grade 'D' which have been continuing more than 13 years which is pretty
long period. It may be mentioned, in this connection, the ad-hoc appointments
are short-term measure to fill the gap for short term. But in the instant
case, the appointments were made way back in 1996 and continued more
than 13 years under the pretext of non-availability of vacancies. It
is humbly submitted that these appointments were made on ad-hoc basis
from the seniority quota on the available vacancies. Otherwise, these
appointments would not have been made by the parent Ministries/ Department
after having the nod of the cadre/ administrative authorities. In other
words, these were the backlog of vacancies filled up by the respective
Ministry/ Department on seniority basis. It is the high time for the
CS Division to correct the ongoing situation to regularise the term
of the ad-hoc service from the date of the initial appointments in one
stroke and thereafter, the ad-hoc appointments should not take place.
Secondly, the existing MACP has created confusion. Neither we had been
given timely promotions nor financial upgradation. The former ACP granted
higher scale after 24 years in the hierarchy but in MACP we have been
confined to higher grade pay i.e. after putting in 20 years of service
on the same post our financial upgradation is only Rs.200/- i.e. Grade
Pay Rs.4,800/-. It needs to be enhanced to Rs.5,400/-.

Verma brought bad name to country, shame to civil services
I would like to use this forum to strongly condemn the conduct of Indian
bureaucrat Anil Verma who has not only brought bad name to the country
but has put civil services to shame by showing such attitude towards
women. I hope every civil service officer cutting across their parochial
identities shall condemn this incident and shall demand from GoI that
strict action be taken against the officer including institution of
criminal proceedings under Indian Laws so that a precedent be set to
ensure that no other officer can take undue advantage of the diplomatic
immunity granted to the officers while being posted in Indian Missions
abroad.

Anand Piramal son of Ajay Piramal of Piramal Enterprises Ltd attended
a Study visit to the Parliament on 13 Jan 2011. Organised by BPST the
delegation was addressed by Sri Navin Jindal MP on behalf of the Parliamentarians
This was followed by a visit to the Rastrapati Bhawan.

Grant stapled VISAS to people from Tibet
The Chinese continue to grant stapled visas to people from Arunachal
Pradesh and have now started the same practice for Kashmir. I do not
know whether the same practice is adopted for POK. It is time that India
adopted the same approach to grant of visas to people from Tibet.

Woes of IFS Cadre in Maharashtra
It seems that the woes of Indian Forest Service Cadre in Maharashtra
shall never end! The Cadre, which is facing the worst stagnation in
career progression in the history of All India Services, was delivered
a parting kick by the outgoing Chief Secretary J. P. Dange, by allegedly
superseding atleast six officers for promotion to the HAG level in the
DPC held during December, 2010, on grounds of merit. The dust raised
by the storm generated as a result, has put a question mark over the
DPC's decision already approved by the Chief Minister! The promotions
are stalled, although, there is no judicial stay on the same! Would
the Government reverse the DPC's outcome? Well! the rules do not permit
butwho knows? The IFS Cadre Revision of May, 2010 continues to be consigned
to the R & FD dustbins! Notwithstanding the outcome, the Government
may atleast provide partial relief to those selected in the DPC by issuing
them certificates of Merit to be hung on their drawing Room walls for
posterity even if their promotions do not materialise! Any one listening?

Steno scarcity in IT dept
There is lot of writings in this forum by stenos of secretariat. Let
them opt for IT department. There is huge scarcity of stenos in the
department and there is one steno for every 7 to 8 officers.
