If Freedom Fighters were born again ?

My son who is in class 8th asked me a question that if Bhagat Singh, Rajguru and

Sukhdev were born again in the current era and see how the indian politician and

bureaucrats are exploiting the independent India of their dreams, would they not

have regret as to why they sacrificed their lives for all this? I had no answer if anyone on the forum has please do write so that I can inculcate some optimism in him. Thanks

Anomaly in pay of IAS/IFS vs Central Services

The grant of two additional increments in PB3 and PB4 till promotion to SAG to all the officers of the IAS/ IFS is nothing short of apartheid being practiced against rest of the services even though these officers are recruited through the same examination and are equally meritorious. In fact top 50% of the officers of these services had scored better ranks (consider 50% reservation). Though the conclusion may seem a bit bizarre but the above referred undue financial advantage of a total of six additional increments(there are 3 stages of promotion before SAG) is like treating the best of the officers in other services at par with the officers of IAS/IFS who have been punished thrice with witholding of their two increments each time with cumulative effect. If at all any additional financial advantage is considered necessary, it should be linked to the post/work and not to any particular service, after an objective assessment of nature of work.

Such posts/ assignments are in almost every service where the work is of very exacting nature( if there are majority of such posts in these two services, let it be). Further the additional financial advantage should be shown separately and it should not be counted for any other purposes( HRA/House allotment/ Travel entitlements etc.) and when the officers of the two services are promoted to SAG, this component should be dropped from their pay. As of now, this irrational and illogical advantage is continued even after retirement which may have financial implications running into several lakhs or even a few crores. Has anyone done the arithmatics?

Crime and Punishement

It has been suggested in the Forum that sentence for rape be increased to deter rapists. Similar suggestions have come up in respect of corruption. It would be very easy to do so. No legislator is going to oppose such an ammendment in the law. Research has, however, shown that increase in the quantum of punishment rarely reduces crime. The certainty of punishement does. And how does one increase the conviction rate? The obvious methods are (1) Reduce corruption in the judiciary and the police; (2) Take on the lawyers' lobby who frustate any efforts towards legal reform. Arguably, the second is more difficult.

Add a special column 'corruption' in your portal

Sir, your site indeed brings out sensational news in respect of important postings of bureaucratic and PSU organisations. This is absolutely laudable. I sincerely request you to add a special column 'corruption', in your portal, which at present is rockig the country. How a lobbysit can have a say in ensuring a berth for Cabinet Ministers, as has been the case in the on-going NEERA RADIA incident. Where is the country going?? Your site has already been attracting millions of viewers/public. Certainly bringing out a special column on 'corruption' in your esteemed website will add a feather in your cap. This will enable people know about such lobbyists/corrupted hands such as Neera Radia, who really deserves a 'throw-out' from this country for the way she has damaged the reputation of the country. It is more than reputation, the damage that her activities caused to the country, that is really hurting us. Though i am nobody to sugges any punishment for this lady, yet I strongly feel that she be expelled from the country or be awarded life imprisonment. She might have dragged and forced all other alleged officials of GoI and other such organisations into this scam.

Information provided by public servants

Copy of certificates regarding the marital status of a Civil Judge etc. were refused u/s 8(1)(j) claiming the information to be personal. The Commission held that disclosure of information about the marital status of a public servant cannot be considered as unwarranted invasion on the privacy. All information provided by public servants is information which is provided in the course of public activity to satisfy a statutory requirement. The Commission ruled that the information sought by the Appellant is not covered by Section 8(1)(j) of the RTI Act.

Comments

In the case of public officials, the right of privacy is not available with respect to their acts and conducts relevant to the discharge of their official duties. However, this does not mean that a person loses his privacy by virtue of joining the government job. Unless the marital status has a bearing on one's appointment, this information cannot be disclosed. The Commission appears to have grossly erred in stating that all information provided by public servants is information which is provided in the course of public activity to satisfy a statutory requirement. Would the Civil Servants reading this article pause for a few seconds and think of 'Right to Privacy Law' already available to citizens of many countries?
