Of late it is being observed from the views expressed in this forum and many other similar media that resentment, dissatisfaction, anger in various services /cadres /categories of Govt. servants are increasing to an alarming extent. One can find IPS/IFS criticizing IAS, Allied services comparing with IAS,IPS,IFS and criticizing them, Field services and allied services criticize Central Secretariat Service, Central Secretariat Stenographer Service criticize and compare with CSS on various accounts. Government employees at lower levels may be seen comparing with senior officers and complaining against them. It is evident from the views expressed in the forum that no service/cadre feels proud of it .This situation is not healthy for morale of the various Services/cadres. This leads to diminishing harmony among Services/Cadres. It has a bearing on the performance of the Government employees resulting into less output of the Government machinery because of friction inside these services/cadres/categories. Such things may also be in the Military Service but it seems these are comparatively less and therefore, officials belonging to these Military services have high morale, are proud of service/cadre and resultantly better performance is seen. Comparison and friction among different services, cadres, categories are increasing due to some reasons indicated below:-
1. Increasing number of services/cadres. For instance, Engineering services have a number of cadres like- CPWD, CWC, Railway, BRO,P&T,MES. Similarly Secretariat Services are divided into CSS, RBSS, IFS(B),AFHQ. Functions of these services are same but dividing them into a number of cadres results into differences in career progression etc. causing comparison and resentments.
2. Gap between the lower level employees and higher positioned is widening rapidly. An LDC or equivalent joins after competitive all India level Pre/Mains/Skill Test exam in GP1900.After 10 years he is given MACP benefit in the GP of Rs.2000,thus giving benefit of Rs.100 only while the situation regarding higher ups need not be elaborated.
3. Parity and equilibrium among various equivalent level posts is being destroyed rapidly and frequently. Pay commissions have recommended upgradation of some cadres/posts manifold resulting into resentment in similarly places other posts/cadres. Upgradation of pay scales of Hindi Translators, Teachers, Nursing staff are some illustrations. There should have been expert bodies and deep analysis on this account.
4. Status of the post does not seem to be linked to Grade Pay or level of post nowadays. There are huge differences in powers, authorities, facilities provided to same level posts across different services/cadres. No doubt, Powers or authorities are given according to functional requirements but everything can't be justified in the name of functional requirements. Moreover, MISUSE of authority/facility should be checked strictly.
This is the time to ponder over the deteriorating inter services, inter cadre, inter group relations and equivalence resulting into frustration among officials of various services/cadres. Necessary steps need to be taken on priority basis.

Kindly tell your son that if they would have been alive today, they would have struggled with all their might to protect the public interest. They would have been successful as they were prepared to give up anything, suffer any pain but never tolerate injustice. Even if we stake everything to safeguard our national intrest, the situation has to improve.

Bureaucracy needs to be reformed
India seems to have become an endemic area for the growth and spread of corruption. Real antidotes for corruption are the moral and ethical forces. For example large scale popularization of Gandhian thoughts and practices can curb corruption. It can't be restrained by mild measures of punishment. Drastic measures shall be necessary. In the apparatus of governance, it is first the bureaucracy that promotes corruption in misusing politicians for small gains. So bureaucracy needs to be reformed--and then trained in Gandhian values.

State of corruption
In India there are about 1000 personalities from politics, bureaucracy, media, industry etc. ruling the country. The thumb rule is that everyone has to help each other in making money. If someone tries to be honest, he is thrown out of that elite group. Opposition is desperate to enter that group. The democracy stinks at time as mediocre and corrupt rises to the top position. Only a miracle can make the character and conscience of the country just and humane.

Ensure basic needs to the countrymen
In a welfare state like ours, it is the bounden duty of the governments to provide for the basic necessities of its people. In fact crores of rupees are spent every year for the welfare of the people. The governments need to provide three S - namely Shiksha( education), Swasthya (health) and Suraksha(security)-physical, from hunger and sub-human living conditions and from natural calamities. A satisfactory arrangement towards these basic needs is necessary for a healthy human capital without which neither an inclusive development is possible nor there can be a peaceful society engaged in productive and desirable pursuits. The government run schools, hospitals and poverty alleviation programs reveal an utter failure. There is rampant corruption all along and from top to bottom. The teachers do not go to and teach in schools. Hospitals have no doctors and medicines and most of the doctors take salaries and do private practice. The aam aadmi has no trust and faith in police and justice delivery system. If we fail to take a lesson from Japan and China who have invested/been investing a lot in their human capital, we are likely to have substantially poor human capital. This in turn will not only pull down our economic growth but also feed to divisive tendencies in the society. The sooner this is addressed the better. Necessary policy initiatives and a transparent and efficient delivery system is the need of the hour. Unfortunately these do not seem to be the priorities of the governments who are primarily busy pursuing only vote bank politics. India, it seems has no leaders but only politicians, who care more or perhaps only for their Swiss bank accounts.

Seniors in the bureaucracy compromise
Yes, it is seniors in the bureaucracy who buckle under and force the subordinates to fall in line for them and the political masters. Bureaucrats at the higher level are in fact the bane of the country. Their modus operandi is to please the political master, escape responsibility and make the junior officer a scapegoat. They blackmail the subordinates to achieve their objective as failure to do the bidding of the boss the junior puts his career at stake. Quite often, therefore, the junior is in a catch 22 situation and his misfortune is that nobody lends him a shoulder to cry on.

Senior officers are responsible
The senior officers feel that they still live in the era of feudalism. They are totally responsible. When people down below them see them being corrupt and misusing their official position develop a sense of frustration & greed and hence they indulge in corruption. Example has to flow from the top things will improve. Senior Officers, when they become Addl.Secy/Secy, when they move in office corridors look down at the floor and never acknowledge the wishes of their juniors.

Encourage them by increasing retirement age
It seems logical to promote the entire lot of experienced people having outstanding grading at least in the past four ACRs and they be retained as long as they serve in a right and healthy way the democratic government. My view is for highly educated/experienced and outstanding ACRs in the past years and are sure to be a good asset and not liability. In China and France, they had increased the age limit to 65 and 62 years as they wish to get the best out of good stuff. The employees need encouragement by the way of increase in age limits. No harm is foreseen in such proposals. Mohna ji fulfill this/no bar to anyone.

Do not think that the CSS officials are spending all their time indulging in mudslinging on other through your esteemed columns. They are also busy in taking the taxpayer for a ride. Care to know how? Read on:
The followers of the goings-on in the mighty Bhawans in and around Raisina Hill are no doubt aware that the CSS was restructured once in 2003 and a second time in 2008, entailing a creation of more than 2000 posts at various levels. This includes 220-odd posts in PB-4 and 40 Joint Secretary level posts. To add insult to injury, the order implementing the restructuring proudly proclaims that another restructuring of CSS is due in the next three years! The first restructuring did not come easily. It was only after prolonged pressure tactics adopted by CSS that the first restructuring in 2003 happened. Throwing all norms to the wind and giving all the provisions of the conduct rules a go-by, the CSS undertook marathon relay hunger-strike for years together at a place called Jalebi chowk, which is at a stone's throw from North Block. Had any other service dared to indulge in such pressure tactics, the same very CSS would have swung into action, quoted various sections of the conduct rules, and seen to it that major penalty proceedings were initiated against these strikers and their office-bearers handed over to the tender mercies of our security forces. After adopting such illegal pressure tactics and lining their pockets, the CSS is busy writing in Whispers about the virtues of their service. Thoughtfully, they have come out with ?Civil List? proclaiming inter-se seniority of these clerks. One worthy CSS member had the temerity to claim parity for this clerical service with Colonels of the army! He was kind enough not to enlighten us about CSS's parity with the higher echelons of the Navy and the Air Force. Taxpayers, take heart! After two or three more rounds of restructuring, say 10 years down the line, you will surely be blessed with at least 10000 CSS officials regaling the visitors of Whispers about the virtues of CSS.

Mayawati deserves appreciation
Action of the Chief Minister of U.P. is indeed laudable. However, saving the victim of rape from the police sharks is not enough. Logical culmination of the debacle is stringent action against the police personnel. Justice Anand Narain Mulla of the Allahabad High Court had in one of his celebrated judgments called the U.P. police "criminals in uniform". It is indeed sad that almost 6 decades after the said judgment, the U.P. police continues to live up to its reputation.

UP can never come out of corruption
A very corrupt state - UP and one of the BIMARU states. It can never progress can never come out of corruption. Recently, as a result of SC judgement houseowners in Noida etc. have to get their properties registered with Noida authority. What is the ghoos demanded do you know? Minimum 11,000 per flat. 5,000 to noida authority, 5,000 to sub registrar's office and hold your breath 1000 to the peon!!! Bribe takers say 'hissa' (share) goes right to the top and everything has got a bribe rate fixed. Take it or leave it. What to do? Will the state ever improve? You say that Mayawati is ruling very well. Indeed very well ha ha ha.

The protagonists of sons of soil in India like Thackerays, KCRs etc need to read the latest Hon'ble Supreme court of India judgement in Kailas & others vs state of Maharashtra in criminal appeal no 11/2011 arising out of special leave petition (crl)No.10367 of 2010 passed on 5.1.2011 holding that 92 percent of indians are immigrants and only Tribals are indigenous population of India, hence it is the duty of all immigrant citizens of India to take care of the tribals. In order to translate the wishes of Supreme court of India in to action, it is the duty of the government to introduce reservation in private sector for ST if not to SC and BC.

As a good samaritan, I accompanied a senior citizen to Delhi Development Authority(DDA) recently. The officer concerned directed us to the dealing clerk who was too busy to even look at us ostensibly as we approached him through improper channel. After several entreaties, the dealing hand condescended to retrieve the missing file from the dusty racks and asked us to enquire about the position a few days later. The next visit was more exasperating. The file was reported as ?untraceable?. Our ID proofs as former officers of GOI, did not inspire the sadist clerk. He, however, gave us substantial hints to overcome the problem of missing file. My friend forsook my company and decided to follow up the case on his own through proper channel. He approached tout/agent housed in a pucca office within the precincts of DDA complex. The agent had unhindered access to all officers and staff of DDA, of course, for a price! This route was found less cumbersome. The missing file was retrieved in no time and the job performed to everyone's satisfaction, leaving me frustrated. Ironically, these unethical practices have been going on in the DDA for long and in full public view despite the presence of CVC's office located next door in Satarkta Bhavan, almost sharing a common boundary. The officers and staff of DDA, it seems, are busy alleviating their own poverty under the nose of the anti-corruption watch dog. 'Chiraag talay andhera'. The position in other government offices in Delhi viz; MCD, NDMC, PWD,Delhi Jal/Vidyut Boards, Sales tax, Education, Transport, Police, Passport office etc having large public interfaces, is highly disturbing. Nothing moves without speed money. There is a 360 degree attack of corruption on Aam aadmi of Congress manifesto. The extent of corruption in the offices of housing boards, Jal/Vidyut boards, local bodies and State Vigilance Commissions etc in other Indian States and UTs is beyond imagination. Could the senior citizens still hope to see the light at the end of the tunnel ? Kya phir subah hogi ?
A K Saxena (A retired civil servant) RTI Information provided by public servants Copy of certificates regarding the marital status of a Civil Judge etc. were refused u/s 8(1)(j) claiming the information to be personal. The Commission held that disclosure of information about the marital status of a public servant cannot be considered as unwarranted invasion on the privacy. All information provided by public servants is information which is provided in the course of public activity to satisfy a statutory requirement. The Commission ruled that the information sought by the Appellant is not covered by Section 8(1)(j) of the RTI Act. Comments In the case of public officials, the right of privacy is not available with respect to their acts and conducts relevant to the discharge of their official duties. However, this does not mean that a person loses his privacy by virtue of joining the government job. Unless the marital status has a bearing on one's appointment, this information cannot be disclosed. The Commission appears to have grossly erred in stating that all information provided by public servants is information which is provided in the course of public activity to satisfy a statutory requirement. Would the Civil Servants reading this article pause for a few seconds and think of 'Right to Privacy Law' already available to citizens of many countries? [Peeyush Gakhar v.
