Ashok Gehlot puts Rajasthan on fast track of development
Rajasthan Chief Minister Ashjok Gehlot who was sworn in as Chief Minister of the largest state in India (area wise) for the second time on December 8, 2008 has put the state on the fast track of development. In last two years, power generation capacity has been increased by 2293 MWs. Ashok Gehlot has taken a series of steps to ensure growth in social sector in rural and urban areas while according a priority to youth. With a view to become self reliant in the power sector, as many as 14 projects of 11590 MWs were sanctioned.
A historic decision was taken to set up three super critical thermal power stations of 2 X 660 MWs. Solar energy projects of 571 MWs were also sanctioned in the last two years. Under the 'Prashasan Gaon Ki Aur' (administration towards villages) campaign started on November 10, 2010 over 46 lakh people had been benefited through over 5900 camps.
In order to woo entrepreneurs in Rajasthan a new Industrial and Investment Promotion Policy 2010 and Investment Promotion Scheme, 2010 has been enacted. Ashok Gehlot as the Rajasthan Chief Minister has made it compulsory to shut down liquor shops by 8 pm . With a view to cover youth one lakh posts including 50000 vacancies of teachers will be filled up in the next one year. It was also decided that there will be reservation of eight percent seats for widows and two per cent posts for deserted women out of the 30 percent reservation meant for women in all the state services.

Though it was a courtesy call, the Minister spent a considerable time with the delegates discussing various issues like undercompensated under recoveries affecting the health of downstream oil PSUs. Reddy keenly listened to the delegation and understood different issues raised by IOOA delegation. He has promised practical solutions in near future. IOOA desired to make a detail presentation to the Minister regarding measures to be taken for strengthening the OIL PSUs for which the Minister had consented.

Rahul Gandhiji reminds us of Rajiv Gandhi and Nehruji. He is the icon for the youth of this country. The old guard of various opposition parties do not like him and carry out propaganda against him but the propaganda is unlikely to succeed. The youth adore him for his humility, humaneness, good intentions, capability, integrity and soundness.

Majority falls prey to mechanizations of politicians

There is a difference between personal honesty and professional integrity. Many bureaucrats, other than those who have a streak of corrupt gene in them, are personally honest, but due to their pliability and cowardice they fall prey to the mechanisations of politicians as well as their corrupt seniors. No one will ever say that CVC, Thomas is dishonest. But his pliability and incapacity to stand firm against machinations of his political master had landed him in the Palmoil case as an accused. Perhaps these qualities(or can I say character drawbacks) has made UPA bigwigs to select him first as Secretary in the controversial Telecom Ministry and then as CVC. He would have escaped public scrutiny if he was not appointed to the vital post of CVC. Many bureaucrats have taken this character drawback as a virtue an gained immensely, getting vital posts while many with personal honesty and professional integrity suffered never going beyond the rank of a Joint Secretary, harassed and shunted from post to post and place to place. In our present political system pit falls and hurdles for a bureaucrat with professional integrity are many. Many lack an iron will to withstand these hurdles. Many factors contribute to this, genetic reasons one of the many. I am not pointing out fingers at reservations since I believe integrity is not the privilege of any community or caste. In these days of corruption and materialistic temptations, it is a must that we tighten the process of selection to elite services like IAS. Due importance should be given to a psychological analysis of the candidate as to whether he or she has the gene to maintain personal honesty and professional integrity. Such analysis have already been recognised in institutions like defence forces. Aberrations will be there but this type of analysis will result in a general quality improvement. Perhaps due to the non-availability of such tests, British gave much value to parentage during the colonial days.

Failure of accountability in Government

The embarrassment faced by Government in the selection of CVC Thomas is mainly due to non-placement of his vigilance records before the selection panel as admitted in court. However, this is not the first case when vigilance details have been innocently or deliberately not placed before the ACC or Selection panel. Another case is that of present Director General, CSO in Ministry of Statistics who was charge sheeted thrice in his career including for doubtful integrity and penalties imposed after charges were proved. Details of charge sheets and penalties were deliberately removed from the CR Dossier when it was sent to UPSC and ACC. He has survived so far and got all promotions, including the highest job in ISS, due to his links at high places. Government should act tough on such officers who cheat such important panels or even Cabinet Committees like ACC for ulterior gains, and fix responsibility for the lapse. Government Babus should be accountable for their actions. Like-wise, if a lapse has taken place, Government should mend it.

Padma awards have become a joke

Over a period of time, Padma awards have really become a joke. The selection seems to be made by lobbying, recommendation ,knowing the right kind of persons, favouritism and may be (Sab chalta Hai) bribery. Many names included appear to be favourites of the Powers that be. Last year an Indian origin hotelier from USA got it and so many others who did not deserve. This time again some of the awardees do not deserve the same. One wonders why Brijesh Mishra, the Principal Secretary to Vajpeyi got the Padma Vibhushn. What has he done for the nation? He was the one who failed to prevent the hijacked plane flying from Amritsar to Kandhar. What have some of the filmstars current and from bygone era done to deserve Padma Awards. Why Montek Singh Ahluwalia? It seems the 'prasad 'of these awards is distributed in a way as they say 'andha bante rewari murh murh apno ke de,(A blind man distributes sweets, gives again and again to his own people). In the bargain, we have cheapened these Awards. Those who got it for their achievements in social service, literature, music, dance or excellence in some field must be embarrassed to find themselves in the company of not so deserving.

Of late, the views on pay parity , anomaly in pay scales between different organized Services arising out of 6th Pay commission's recommendations ,are getting undue prominence in this website. There is a mechanism and a forum in DoP&T and MoF in GoI to address their concerns for taking a holistic view on each issue.

The trend of personalized attacks on browsers, is also being given the importance, it never deserves. These negativities must be discouraged. Will it not be more meaningful to focus attention on core issues of national importance.

The Editor-in-chief WIC is requested to discourage inter-service rivalries between two services. All organized services, have their quota of talented officers and black sheeps. One should avoid making sweeping generalizations about any Service. This leads to avoidable acrimony between Services. I am sure that is not the intention of this website. One hopes these observations will be given due consideration by Dr Suresh Mehrotra, the Editor-in-Chief, to maintain the credibility of the site.

It's surprising

The moment a charge sheet is issued, everything is barred for an official-promotion, deputation, financial upgradation. It's really surprising that P.J. Thomas could get everything. Now this case has to set a precedent that issual of a chargesheet is no bar for promotions and deputations, if Thomas can get it why should others be denied.

Discontinue recruitment of Central Civil Services through common exam

It is high time that government should discontinue the recruitment of Central Civil Services through this common exam and continue this spread of discontentment and frustration in the officers by drawing odious comparison with IAS. I think now central services system should be disbanded completely and replaced with technocrats. Let there be only one service i.e IAS and nothing else as in any case government is not bothered about other services or their prospects.

Security of tenure is essential

This is with reference to the rumour appearing in WIC yesterday that Secretary Urban Development is being moved to Petroleum Ministry. I feel this is a very dangerous trend of Ministers choosing their Secretaries. It will be in the fitness of things if the new Petroleum Minister, Jaipal Reddy tries to adjust to the new work environment of his Ministry instead of carrying forward the old comforts of his previous posting. Such a trend needs to be discouraged as it is demoralizing for the officer working as Secretary & holding the post at present. On what basis has the Minister arrived at the conclusion that the present Secretary Petroleum is not good enough or that he will not get along with him? In fact bureaucrats should not fall head over heels to serve his master but should have respect for his fellow colleague's honesty, competence & integrity. S. Sundareshan, Secretary Petroleum will be retiring in October 2012 & Navin Kumar will be retiring in August 2012, thus both the officers have barely two years left for service & should be allowed unhindered tenure so that they can bring about an improvement in the working of their respective Ministries. Security of tenure is essential & continuance of officers should not be based on whims & fancies of Ministers.

How does this pulverization take place?

Sonawane's tragic murder was an assault on the honest civil servants as a class. Now it is being reported that this dhandaa was going on for 30 years. In the meantime some well meaning government officers had reported the matter to the governments of the time. No action was taken on their report, but surely some of them never got good postings in the rest of their career for the job of highlighting such criminal activities. Such is the governance in practice in the country! I have grown listening, reading, writing, agitating against corruption, alas it has not abated at all! In service, one can do only something within his administrative jurisdiction alone. Any individual officer can resist corruption within his administrative jurisdiction. But government never works in parts, it works as a whole. Here comes the problem. There is no dearth of the dishonest, who will block any plan/proposal/programme, unless their lust for something out of every file is not allowed to them. Since everyone knows the omnipresence of corruption, I would not dwell on the subject. However, I would like the causes for corruption to be pathologically examined. After all young persons, full of idealism to serve the nation & the people, join civil services. Those interested in money alone never had dearth of openings. In fact, many migrated to foreign lands for the love of the lucre, giving us the expression "brain drain". But those who chose civil services wanted to "serve". Unfortunately, they learnt soon that it was neither possible nor meant for them to "serve". Serve only meant serve the vested interests and also your own selfish ends. Transfers, postings, vigilance inquiries etc made the person understand the truth that his/her official status was dependent on several forces. Officers like Sonawane still refuse to compromise . For them criminal assault was devised as the effective treatment(?): so Sonawane was burnt alive, Krishnaiah was stoned to death, a police sub inspector cut into pieces under the watchful eyes of a minister and his security, a Manjunath killed and the whole list of officers and men subjected to criminal assaults will take too much space. What is worrying is not the acts of crime alone, but their abetment. In my Bharat Mahan, not even a chalk can be purchased without the politicians' explicit approval, what to talk of adulteration of diesel/petrol or pilferage of coal from government coal fields or food grains from the FCI godowns etc. It is so, because the politician has become the business magnet and he has given a free hand to his employees to do whatever they like, under the solemn assurance to protect them in all circumstances. There are three voices against corruption: those who advocate anti-corruption measures; those who advocate protection of the corrupt; and those who keep silent about corruption. In this melee, the aam aadmi suffers the consequences. Can the nation, in these circumstances, disqualify anyone having his/her own business from being appointed as a minister/CM/PM?

Games CSS play

If one does not have any arguments to defend oneself, the famous tactic is to discredit the opponent. The ill-concealed umbrage of CSS is understandable. However, the fact remains that the distortions created by CSS in the Bhavans shows them in very poor light. The claim that CSS is the guardian-angels of all rules and regulations is a pure myth. Care to know how? Read on:

First of all, let us look at the usurping role adopted by CSS: At the end of the first restructuring in 2003, a very large number of Under Secretary posts were created. At the US level, the CSSS were earlier permitted lateral entry and a few posts were earmarked for them. These posts at US-level were simply usurped by CSS by making the PSs ineligible for becoming Under Secretary. The funny part is that the noting in this file is being made by CSS officials themselves. Against this usurping, many CSSS officials have gone to Court. It is rumoured that whenever the matter comes up for hearing, only a handful of CSSS stenos are present whereas 150 to 200 Section Officers throng the court with bated breath.

That is not the end of the story. At the end of the second restructuring in 2008, 50% of the DS and Director level posts have been usurped by the CSS. This usurping is not at the cost of CSSS. This time, the All India Service officers have been short-changed. Many of the posts which were earlier filled up by All India Service Officers have been diverted to CSS!

In addition, the CSS made an abortive attempt to make the stenographers of CSSS ineligible to appear for the SO grade examination by amending the relevant rules. The Delhi High Court has set aside these orders. CSS beware ? the illegal orders making the CSSS ineligible for lateral entry into US-level will also meet with the same fate.

Unheard-of in any professional institution, CSS officials themselves decide all service conditions of their own service! In other words, whatever benefits are to accrue to the CSS is decided by CSS themselves. There are absolutely no checks and balances!

In addition, they stand in the way of all the other services by putting all kinds of spokes in the cadre restructuring proposals of other services. Very recently, the CSSS was being restructured. It is rumoured that one CSS official raised such queries in the file that the proposal started winding its way into the labyrinth of North and South Blocks and it took more than three months settle the queries raised. Such is the effect of the venom of CSS!

The initial recruitment to CSS is done at the level of Assistant which is a Group B Non-Gazetted Post. Graduates are eligible to appear in this examination. If they cannot be called clerks, CSS may enlighten us about an appropriate epithet.

There is a famous attorney joke that when a person is stuck in a pit with a snake and an attorney, and only two bullets are left in the gun, he should shoot the attorney twice. After sensitizing the readers about the machinations of the CSS, I leave it to the conscience of the readers as to what should be done to them.

Copy of complaint

Copies of complaints made against the appellant by his wife before the police during the months of August, September, 2009 were denied
claiming exemption under section 8(1)(j) on the grounds of being personal information. During the hearing the Appellant submits that he
should be provided copies of the complaint since the allegations have been made against him by his wife in these complaints and a case of
domestic violence and maintenance is pending before the concerned court. The Commission held that the complaint filed by the wife of the
Appellant against him cannot be considered as personal information and the Appellant has every right to know the nature of the complaints
filed against him.

Comments

The respondents could have taken shelter under section 8(1)(h) or 8(1)(g) rather than claiming it as a personal information. In case an
enquiry is going behind his back, a government servant can also seek a copy of the complaint using the analogy of the above case.
