As expected Congress has given a twist to PM's 'appear before PAC' proposition!!!

However this time not Diggy but Pranab Da rendered the twisted composition!

Pranab Da was pressed into action and he gave his twist!!!

He said he would not advised PM to make this offer if he had been asked to assist!

In the same breath he added ' no differences between PM and me'!!!!

The rethink after PM's offer did not cut ice with BJP is easy to see!

No change in the Public Opinion too ....' JPC is the only way out'!!!!

That is why in its way the 'offer by PM by Congress was sorted out'!!!

Madam was told in future when Rahul became PM this would be used as precedence!

PM Rahul would have to appear if another JPC was denied and Madam got tense!

Madam commented 'make it look Manmohan Ji made this offer on his own'!!!

And he erred should also be made known!!

Macro economic imbalances in Pakistan
Economists in Pakistan are worried about the serious consequences of macro economic imbalances as seen from the growing fiscal deficit likely to cross 7.5% of the GDP by the end of the current financial year. Dr Ehtisham Ahmad Economic Advisor in the ministry of finance has warned that the fiscal deficit may cross Rs 1200 billion against the set target of Rs 685 billion. 'This could be disastrous' , says Dr Ehtisham. Dr Hafeez A Pasha a former finance minister attributes this to government's failure to mobilise revenue and extravagance shown by increasing salaries of government servants by 50%. Devolution of certain resources to the provinces under the 18th constitutional amendment and national finance commission's (NFC) award for sharing 56 paisa out of every rupee collected by the federal government in taxes with the provinces too has led to problems as it has eroded the provinces' initiative for raising resources on their own. A team of IMF is likely to visit Pakistan shortly to discuss 'half yearly budget restructuring'.

Inspection of records
The PIO had first given a date and time to inspect the records and then did not facilitate the inspection. The CIC held the PIO responsible for harassing an RTI applicant by first fixing a date and time for inspection and then not facilitating the same. Under section 19(8)(b) of the RTI Act, the CIC awarded a compensation of Rs. 2000/- to the applicant for the loss and humiliation suffered by him.
Comments
Before fixing an appointment, a PIO should ensure availability of records and any other requirements for inspection, lest there be a charge of dereliction of duty. A PIO must honour his commitment and abide by the responsibilities under the RTI Act.

Who is more corrupt ?

In this apparent phase of corruption it's a difficult task to decide as to which category of individuals is more corrupt. Basically, it is upto an individual to be corrupt or not. There are corrupt individuals in all streams of society and saying one category more corrupt will mean being prejudiced against some category. As we all know, being prejudiced is a symbol of uneducated (in real sense)persons.

Afterall politicians, bureaucrats as also other categories of individuals come from the same society and most of their values (good or bad) are formed in their initial days of life. Therefore, it is upto their families to instill values. Mostly, these values are everlasting and do not undergo change due to change in profession etc.

What is needed, is infusion of good moral values in our next generation so that we can assure a better tomorrow, atleast.

Age should be raisesd

In all this talk of overcoming corruption, it is important that JS & above are allowed to serve till 65 so that they do not have to bend under pressure for the sake of post retirement jobs as they still have to fulfill family obligations. Make retirement age 65 and ban all post retirement jobs. this will solve half the problem.

Judiciary is mor corrupt ?

Most corrupt is Judiciary. Such cases are not coming in limelight as they are above the Board. Every day several thousands of accused are applying for bail and none gets without paying lacs. Judiciary and police both are minting money like anything and several Advocates are milking system like anything who have turned purely brokers.

Manmohan Singh in dilemma

The renowned economist Manmohan Singh is in an utter dilemma.Even his beard can not conceal this honest man's disgust. Though not a politician in the true sense, he knows very well that he is being manipulated by the dynasty and its sychophants. He is like the proverbial man who can not swallow or vomit. If he goes on swallowing all the innuendos and insults on behalf of the dynasty, he will go into the history as an inefficient and corrupt PM, the country has ever seen. If he vomits out, they will kick him out of the PM's post. As a true nationalist, he is afraid, in case he quits, that the country will go into the hands of cunning politicians like Pranab Mukerjee or inefficient men like Antony.

Has CBI bungled in Aarushi's case ?

Going by your report stating that CBI director AP Singh has told Veerappa Moily not to interfere in the agencies functioning with respect to the Aarushi case, one can only say that the CBI director would not have received this summon if his agency had not totally bungled the case. Not only have they done this, they are making irresponsible statements of suspicion against the parents of the deceased. If they have a case, they should prosecute it. If they don't, they should not make loose lipped defamatory statements. Singh may think much of his independence, but the fact is that if his agency is making a mares nest of the case, he should expect fully to be pulled up by the executive ministerial authority.

Rotation policy of no use

Both the CSS and CSSS have a rotation policy in position. But it serves no use as the members of both these services are not transferred, at times, even on promotion. The less said the better of CSSS members. Recently, PSs and PPSs were promoted as PPSs and Sr PPSs. Since they are normally working with senior officers, they, through their bosses put lot of pressure on Secretary DOPT for their retention, giving all sorts of lame excuses like their having gained expertise etc. etc. Through your columns it is to request the GOI in DOPT not to accede to any request, whether from CSSS or CSS for retention. This is totally against the Rotation Transfer Policy of both services. People in both these services do not want to move out from one Bhawan to another in Delhi itself. Not only on promotion, the Rotational Transfer Policy should be in operation even on a routine basis, even if there is no promotion. Because in CSSS people have not got promotion for the past so many years, especially in the non-gazetted segment. CS Division should reject all cases for retention etc.

Another half-baked, illogical govt decision

GOI have introduced Child Care Leave to women employees having minor children. The purpose of the leave is mentioned as "for rearing or for looking after their needs like examination, sickness etc". It is another of the half-baked, typically illogical government decisions.

Now, can anybody guess why this leave is reserved exclusively for women employees? Does the government want to give out a statement? Perhaps men do not look after the needs of their children! What about those parents where the father is in GOI and mother is working in some other sector or self-employed? We all enjoy shouting from rooftops about gender equality, or do we? Who said a father cannot take care of his sick child or take care of their requirements during examinations etc? It seems we have evolved pre-set roles for father and mother. Any government decision on this - what a father should do and what a mother should do? Funny are the ways of decision makers?

ITS would prevent scams!

What a joke? True IAS wrested control from ITS but then ITS are no holy cows.In the pre IAS days they were the undisputed Kings in DOT and enjoyed the loot remember the Sukhram scandal. The BSNL board has all ITS officers at the helm and see its pitiable condition. Scams have nothing to do with services its the individuals who are responsible for it.

Retirement age

Of late, it is established that there is the requirement of retaining the staff of various level in the Government Of India. The reality is the base of all assumption and thinking for raise in the age limit.

The age limit for various central government posts need to be raised from 60 years to 62 years and further upto 65 years where the requirement is rare. The shortage of staff and that too the skilled one and experienced one is made after years and not in few years. So the required raise in age limit to 62 years is necessary for running the administration. The inefficient staff creates problems and this goes to courts to solve the tangle. why not retain the experienced staff so as to go smooth. Some corrupt officers wish to do away with staff and then their deeds are just covered. Financial problems will also solve for sometime and stability will occur and finally u may solve things with old staff. Who oppose this are just those non performers of the so called modern thoughts and also belong to the Burjuwa democracy. Kindly circulate this for wide views

Then a Member of Parliament came in for a haircut, and when he went to pay his bill, the barber again replied, 'I can not accept money from you. I'm doing community service this week.' The Member of Parliament was very happy and left the shop. The next morning, when the barber went to open up, there were a dozen other Members of Parliament lined up waiting for a free haircut.

And that, my friends, illustrates the fundamental difference

between the citizens of our country

and the politicians who run it.

Both politicians and diapers need to be changed often and for the same reason!
