Karnataka Chief Minister B.S. Yeddyurappa's
stocks go up
Result of panchayat polls in a Karnataka that were announced on January
4, 2011 have boosted stocks of Chief Minister BS Yeddyurappa. The ruling
BJP in Karnataka has been able to bag 12 zila panchayats(ZPs) as against
one ZP in 2005. Four each ZPs were clinched by opposition parties viz.
Congress and JD-S. However, in other 10 ZPs the verdict was a fractured
one, but in most of them the ruling Bhartiya Janata Party (BJP) narrowly
missed it. In the poll arena it was Karnataka Chief Minister B.S. Yeddyurappa
who led the BJP.

After the appointment of D K Mittal as Secretary Corporate Affairs,
all the 1977 batch IAS officers are expected to get in-situ promotion
to the rank of Secretary in the Government of India on February 1.

In view of the honest face the PMO had zeroed down on 1977 batch IAS
officer D K Mittal for the prestigious post of the Chairman of the NHAI,
but the officer reportedly declined. Now Secretary Road Transport R
S Gujral has been given additional charge of the Chairman for three

Test burning of Thar coal deposits for power
generation in Pakistan
Dr Samar Mubarakmand, Pakistani nuclear scientist who is also member
of Pakistan's planning commission is starting 'underground test burning'
of the thar coal reserves in Sind for electricity and diesel generation
through gasification in March 2011. If the experiment succeeds, barely
1% of the thar coal deposits could produce 10000 MWs of electricity
for next 30 years apart from 100 million barrels of diesel. A distinct
advantage of the initiative is that there is no need for coal to be
extracted, brought over ground and transported to the power plant sites
as the entire operation is possible by burning the deposits 'as is where
is' underground, gasifying with the help of compressors and generating
power. China is successfully running at least eight such power generation
units and will in all probability help Pakistan in executing the scheme.
As the thar is a continuous land mass encompassing both India and Pakistan
and there is no boundary demarcation running deep where the coal reserves
are located, our national security establishment has to satisfy itself
that the proposed 'TEST BURNING' doesn't constitute any threat to any
mineral or gas deposits on our side of the border or to our national
security in any other manner.

RTI
Inspection of records
The PIO had first given a date and time to inspect the records and then
did not facilitate the inspection. The CIC held the PIO responsible
for harassing an RTI applicant by first fixing a date and time for inspection
and then not facilitating the same. Under section 19(8)(b) of the RTI
Act, the CIC awarded a compensation of Rs. 2000/- to the applicant for
the loss and humiliation suffered by him.
Comments
Before fixing an appointment, a PIO should ensure availability of records
and any other requirements for inspection, lest there be a charge of
dereliction of duty. A PIO must honour his commitment and abide by the
responsibilities under the RTI Act.

WHO IS MORE CORRUPT
Nobody can be singled out. All are equally corrupt as on today. Politicians
and Babus were in the corrupt system earlier. The new band wagon is
the journalist joined with them with more power then these two without
any responsibility. They started with humbleness but doctorate in the
corruption now.

Judiciary and Pvt Sector in Corruption : People of this country may
not be knowing that Pvt Sectors especially their top Managers are the
most corrupt in this country.There is no CBI/Anty Corruption wing for
them.Similarly,the Judiciary is, now a days,has broken all the records.
The Then President of India Mr Narayanan had said,once upon a time,
that lower judiciary has become casino.I have not found till today even
a single judge in lower judiciary whose image in public was clean.Judges
take bribe without any fear because they treat themselves immune from
arrest.Now, the public has no faith in judiciary.

to the extent of their capacity and the power at their discretion. Justice
Ahmadi gave the controversial decision in Bhopal gas case and after
this the frequent Dubai visit of his son was frowned upon by his co-judges
in judiciary. Justice Balakrishan controversy is still in newpapers.
Regarding bania, no corruption of Neta, babu and Munshi is possible
without collusion of bania. He is one of the two party in all corrupt
deals.

Anomaly in Pay of Directors working on Deputation under CSS
The Directors, who are working on Deputation in Govt. of India under
Central Staffing Scheme and got Proforma promotions in their Parent
Department during the period of deputation, are getting less pay as
compared to the such officers who are working in Govt. of India on deputation
other than Central Staffing Scheme. The DoPT OM dated 17.6.2010 duly
protected the the pay of such officers. The DoPT should also protect
the Grade Pay of Rs. 10,000/- in addition of deputation allowance of
the Directors, working under Central Staffing Scheme, by issuing suitable
guidelines. There should be no anomaly of pay.
