Journalists joining bandwagon of corrupt politicians and bureaucrats

In 1922, the noted freedom fighter C. Rajgopalachari wrote in his prison diary that "elections and corruption, injustice and the power and tyranny of wealth and inefficiency of administration will make hell of life as soon as freedom is given to us. Men will look regretfully back to the old regime of comparative justice, as well as efficient, and more or less honest administration. The only thing gained from independence will be that as a race, we will be saved from dishonor and subordination".

It seems that the fears of Rajgopalachari have became true in India's present day socio-economic and political environment given the fact that daily news media presents the height of corrupt practices of our politicians and bureaucrats.

That majority politicians and several bureaucrats, in India, are neck deep in corruption has been known to us for decades but the journalists - considered to be watchdogs of society - also joining the bandwagon is something that has come as a bolt from the blue. More alarming is the extent to which the journos have been found to be (mis)using their connections.

Now the question arises that who is more corrupt ? The politician, the bureaucrat or the journalist ? To find out an answer to this question whispersinthecorridors initiated a debate and found that though Politicians and Bureaucrats were part and parcel the corrupt system for long, journalists are comparatively the new entrants and this is as shocking as the news about tainted judiciary.

RTI

Inspection of records
The PIO had first given a date and time to inspect the records and then did not facilitate the inspection. The CIC held the PIO responsible for harassing an RTI applicant by first fixing a date and time for inspection and then not facilitating the same. Under section 19(8)(b) of the RTI Act, the CIC awarded a compensation of Rs. 2000/- to the applicant for the loss and humiliation suffered by him.
Comments
Before fixing an appointment, a PIO should ensure availability of records and any other requirements for inspection, lest there be a charge of dereliction of duty. A PIO must honour his commitment and abide by the responsibilities under the RTI Act.

Make top jobs for a minimum fixed term and unextendable

Incumbents for the jobs of HAG and above should be for a fixed term of not less than 3 years. This can be by making the retirement age for HAG and above as 3 years more than JS. Looking to the general health and life expectancy and pension and other retirement liabilities, the retirement age for Government employees should also be increased to 62 years to retain the trained and experienced and yet physically fit employees with about half the cost (considering the pension). Needless to say that the Government employees retiring now were the best of the lot at the time of their recruitment. The opportunities in private sector now are much more than it was say 30 years before. No extension or next assignment should be allowed after HAG and above officers retire after this 3 year extended length of service. This should be covered by their own optional undertaking to be sought as precondition at the time whenever extension of their retirement age by 3 years is done.

Poor accountability of officers & staff of ministries

The rot begins from the Ministry & the Government should start cleansing operation from the top. The Central Secretariat System has become rotten & has not worked because the CSS officers are not rotated at all. Despite having an on paper tenure transfer policy no Secretary DOPT has the guts to order for rotation of charge because of the numerous sifarish pouring in from fellow Secretaries. In today's scenario since there is no means for we, the people of India, to get Government rules enforced uniformly & as those at the helm of affairs play safe & do not want to displease anyone thus vested interests remain transfixed in the same Ministries & play all kinds of tricks, files are misplaced, lost found on the roadside etc etc. In fact the state of affairs is such that even after promotion people are not being transferred & remain working in same Ministry on the pretext that only one year or two years are left for retirement. I want to know why the government does not allow the same liberal yardstick & allow defence forces & para military forces to remain at same station & not shift them frequently. Are they not facing same problems as that faced by CSS Officers if shifted locally. Do they not have childrens' education, medical problems etc. it is unfortunate that even in local rotation where there is no dislocation and even house is not to be shifted yet the CSS does not want to change their office but in case of other service they are made to shift every three years. Why such blatant disregard of service rules & guidelines in case of CSS. Why such preferential treatment. They are already gaining so much-

(a) CSS Officers -No dislocation, no disturbed family life. Other service officer disturbed family life. many times leave family at native place & change location frequently after every 3-4 years. Since CSS control Ministry therefore put up long negative notes in File insisting other service officer not be given extension in tenure & cite service condition etc.

(b) CSS Officers - Government accommodation once allotted live in it throughout service. Other service officers with all india transfer have to wait for house & live in transit accommodation for 2-6 months before getting accommodation. When other service officer submit transfer TA Bill CSS officer puts numerous objections & showing power & authority.

(c) CSS develop vested interests due to remaining in same Ministry Office for years together. As a result some of the CSS Officers have become so powerful that they literally CONTROL Ministries & every new incumbent to the post of Additional Secretary, Secretary and Minister dare not oppose them.

(d) In Delhi Darbar other services get poor treatment, are humiliated & kicked around only CSS & IAS who control Ministries are supreme. They connive with each other & further each other interest. IAS is bold only when he has to kick other service officer, when it comes to CSS all of sudden IAS become weak kneed & afraid to take tough stand because of fear of CSS threat of exposing all misdeeds of IAS & Neta & leaking to Media selectively.

(e) Only IAS & CSS are getting maximum promotion all other languishing. CSS put all kinds of queries on promotion cases of other service officers & IAS also happy & put in some more objection & other services fight amongst each other & IAS & CSS happy.

Due to all the above reasons there is inefficiency & lack of accountability. Therefore I pray to GOD ALMIGHTY that he intervene and order for rotation of all CSS Officers even if they have two months left for retirement. I guarantee such rotation will not make any difference & work will run smoothly.

Manipulating the system is very rewarding

I agree with views of Moogambikai about Rotation Policy of no use stated in connection with CSS & CSSS etc. It is surprising many staff in CSSS has got certificate for exemption from typewriting work on some pretext or other & refuse to write file note & insist typist will type note but now all LDC/UDC posts not being filled up & no separate typist yet these officials still refusing to type. I am wondering if army Jawan tells he cannot use gun and ask for exemption certificate will he get it? If army jawan can be declared unfit for retention in service if he not able to use gun then these Ministry clerks should also be retired compulsorily if they cannot type on typewriter or on Computer. They manage certificate once & use it throughout life & get license to not work. Manipulating the system is very rewarding. The only duty of these clerical services is to submit files and if they are unable to do it why then they are not retired compulsorily. I

know of one Assistant Grade Official who tells his Section Officer openly he has never prepared or submitted single file noting in his service career & tells him at face he can do whatever he likes. The poor Section Officer to avoid confrontation submits all emergency files of his desk! Also he meekly gives him Very Good ACR to avoid ruckus & allegation of discrimination etc. All this is blackmail. Government should act strongly and break nexus of familiarity & immediately rotate all officials & turn deaf ear to anyone bringing sifarish. Officers are not willing to change P.S/PPS because many personal staff act as conduit for taking money & they have mastered this art due to long stay & officers have become comfortable & want to continue with their personal staff. Have we not seen the active involvement of Personal staff in case of A. Raja and Kalmadi ? Personal staff play very important role & do all dirty hanky panky job & have mastered the Ministry due to long years of remaining in same office & therefore officers do not want their personal staff to be rotated. If any officer submits request for retention of any personal staff or official once he has completed tenure then such officers should be given charge sheet for bringing undue pressure to further his interests. In this regard DOPT has issued very strict guidelines that no pressure or outside influence must be brought in service matters. Invoke these rules & take disciplinary action & see the change. The government should display courage & rotate all the staff of all cadres working in Ministries compulsorily. This will end corruption & prevailing inefficiency.

There hardly goes a day when some biting comment is not directed towards the enigmatic silence of the Prime Minister, be it about the onion prices or sugar /dal/vegetable etc prices or 2-G windfall profits to a Raja or Radia or others, ITAT order on Bofors or some such other thing. We have to appreciate the great virtue of patience with which our PM is richly endowed! The only competitor to him are the people of this country, who have still greater patience with the corruptest lot of same gang of politicians to vote them over and again and put up with their corruption (smilingly?). Perhaps, the only other instance can be found in the epic Mahabharat, where Bhisma Pitamah(not unlike MMS)keeps patience with the vituperation of Karna or immorality of Duryodhana -Dushaashan & Co. or Dhritarashtra, the king who is unable to see anything or even that great woman called Gandhaari(an international princess), none of whom utter a single word while Draupadi undergoes the ordeal of being disrobed! None comes forward to stop this collapse of the law & order, none raises as much as a feeble voice against this collapse of governance! So the PM has immense patience with the tainted ministers and bureaucrats and is able to maintain his composure!!! He neither expresses anger nor shouts like the battalions of minions, who use filthy language and intimidating gestures, their eyes radiating retribution, their stiff neck threatening persecution and their facial expressions a mix of disdain/contempt/hatred against all citizens/journalists/civil society. They are in their best when their chosen God(now painted a Devil for emergency) or goddess is perceived by them to be treated otherwise than they do themselves! They are not perturbed when Prime Minister Singh is being targeted by critics. The beauty is Dr Man Mohan Singh gives them such a royal ignore in his typical visage of patience. There must be a school for cultivating such patience. Does any WIC surfer know of it pl? Also how much patience is enough? How to measure it? What is the dividing line between "good" patience and "bad" patience, if there exists any such limit?

Retirement Age of Port Trust Doctors

Many of the port trust hospitals are loosing the services of fulltime specialist doctors due to retirement. And new specialist doctors could not be appointed because of majority of such posts are abolished and also because well qualified medical specialists are not willing to join port service. Unlike most state government doctors, these port doctors are not allowed to do private practice and the private corporate hospitals offer excellent pay packages. In such a situation Shipping ministry should increase the retirement age of the port trust doctors as Govt. has already done for CHS,ESI and Railway doctors.

I don't agree to the views of Sumiran. 60 is enough. Let new generation take care of the government jobs.
