Mamma come faccio a mettere la colpa di aumento dei prezzi su di lei ( how do I put the blame on her for the price rise....... 'her' meaning Maya...... because he's in blame Maya mode......though Maya can be blamed for a lot of things but she cannot be blamed for the rampant inflation ? Mama Sonia must have got her think tank to think up an answer..... till last heard Rahul is still sending the same message and there is no response from Mama Sonia!!!!! Rahul says UP Government is run by Dalals....... seems he has forgotten how his Uncle Q ran the MOPNG and Power Ministries and how can we forget how Q was not only allowed to run away but his ill gotten wealth was also 'allowed to run away'!!! This does not mean that Rahul's allegation is wrong.... I'm just showing him the mirror that Congress too was and is run by Dalals....... if still he has doubts he should listen to the entire 'Radiia Taps' tapes collection!!!

They were able assisted by a certain Tentwallah..... who now is BJP's Banker..... things got so bad that Vajpayee had to shift Mahajan out!!! In the Telecom scam hamaam both Congress and BJP are nangaa!!!!!

Communication Ministry made both Congress and BJP rich and Ministers richer!!!!

The Ministry was more like a bottomless pitcher!!!

I predict that in the next decade Dynastic PMs will come to an end in India!!!! No more parachuting into the PM's chair!!!!! Indians have become shaana....... now they take inducements from Netas and then go and vote for the candidate of their choice!!!! The hullaballoo made when Sonia was being egged on to become the PM showed Indians are not ready for any 'aira gaira nathu kaira' to become PM just because he or she belongs to a certain family..... had she become the PM India would have been the laughing stock overseas..... she spoke to Vajpayee who gave her the right advice 'do not become PM ... you will tear up the Nation'!!!! If I were Rahul I would keep an alternative career in mind........many would say 'till the World lasts he and his future generations do not need to work....... but then I like him and I feel idle incomes are a curse!!!

In his own small way Rahul would have unknowingly played a role in India moving on from Dynastic PMs!!!!

And also from Dynasties appointing as PMs their GMs!!

PS...... Karuna may request Sonia to make him a Cabinet Minister in Mohna's Cabinet..... he'll then be able to visit his flower Kani more often and also be out of Jaya's reach!!

Pakistan : Large scale transfer of Joint Secretaries
At least 11 Joint Secretaries which constitutes almost the entire cadre of Joint Secretaries in Pakistan's federal Finance Ministry have been shuffled under orders of the Finance Secretary Dr Waqar Masood Khan. The immediate provocation for the en mass transfers is interesting. In the budget of 2011-12 the federal government had announced a scheme to let government officers purchase old staff cars at depreciated cost. Some of the officers affected by the transfer orders had started using cars of higher specifications than their entitlement and had also spent huge amounts on their repair and maintenance unauthorisedly in anticipation of buying these at throw away prices as per the new policy. Transfer orders have been carried out with immediate effect. It is now to be seen whether the policy gets a relook or not.

Pakistan : where to find upright policemen
Senior police officers in Pakistan's Punjab are faced with a peculiar problem; they don't have sufficient upright inspectors to appoint as SHOs. Recently following some terse observations by the Punjab high court in a criminal appeal (1747 of 2010) the IG Police Javed Iqbal had instructed his field officers to ensure that police inspectors who have criminal record or pending criminal cases or cases of moral turpitude or have more than three penalties in departmental proceedings are not appointed as SHOs. The field officers have reported back that most thanas will have to go without SHOs as they do not have sufficient number of inspectors meeting the criteria. One field officer reported that out of 100 inspectors under him only six would qualify for posting as SHOs as per the IG's criteria.

Fix retirement age to 58 tyears

Regarding retirement age for central staff, Government should not hesitate is fixing the age to 58. no question of increasing the age beyong. Not to worry about paying their retirement dues. In that case even after extension it has to give. thus lot of young blood can join the service and clense the system.

About Ranas

This is about Ranas in Railway service. I have known one Surat Singh Rana, an IRTS Officer who retired as Advisor, T&C, Railway Board and presently stays at Vasant Vihar. We were together in Nigeria managing the Nigerian Railways in early eighties. His son is Rhodes scholar. Rana, a thorough gentleman has been an Officer with impeccable integrity and always helpful. But to my knowledge he never used DTC Bus for coming to Office. With his family background he could afford a Car which he used for coming to Office.

The other Rana in Railways I have known is IIMS Rana, an IRSE Officer who retired as Chairman, Railway Board, the apex bureaucrat in the Railways. A mild mannered, thorough gentleman with pleasing personality he is also known for his impeccable integrity. The moral of the story is that in Railway bureaucracy you still find large number of Officers who are not only competent but also known for their impeccable integrity.

Postings in CBDT and CBEC

What is the reason for junior Chief Commissioners being posted to senior positions and senior Chief Commissioners being posted to nondescript posts in CBEC and CBDT? Is it a conscious policy ot give seniority the go by?

While we are busy with big corruption by big guns,we are forgetting the way corrupt bureaucracy plays havoc with the lives of ordinary citizens. We all know how for every little work for which citizens have the right to receive bribes have to be paid .otherwise not only your work is not done but you are subjected to unlimited harassment. But here my focus is on a different type of corruption of which very few talk. This one is the sinister practice of bureaucrats harassing bureaucrats. It is very common in all Government departments for officials spending so much of their time in chasing their personal files relating to as simple a thing as casual leave, forwarding one's application for deputation or training to postings, transfers, promotions and sundry other conditions of service. All those who handle the file try to block the same. Vested interests, jealousy, rivalry or sheer cussedness prevail in dealing with individual cases. More often some 'expectation, is also there and bribe needs to be paid in cash or kind. Otherwise the file is delayed or even lost. Come DPC time even your ACRs will go missing. Relevant papers from the file will disappear leaving you helpless and frustrated. But never ever any action is taken against those babus who play this mischief sometimes even thwarting the approval of competent authority. No thought is given to such corrupt malpractices which is prevalent in most of the departments-somewhere though like in the Railways much more. Will someone stem this rot and curb such acts of criminality to improve efficiency and administrative culture.

Details of travel

Certain information (such as, passport & travel document; emergency certificate; certificate of identity; passport application along with supporting documents; police verification report; VISA details etc.) in relation to the passports issued to four persons were denied on the ground that disclosure would cause unwarranted invasion of privacy of the third parties. The appellant submitted that these third parties have been directed by the court to remain present in the city as per conditions mentioned in the bail order. The CIC directed the respondent to provide the available information to the appellant if he is able to provide the documentary evidence proving his allegations against third parties.

Personal information is ordinarily exempt from disclosure u/s 8(1)(j). However, if larger Public Interest is served, then the information can be accessed under Section 8(2).
