This Cabinet reshuffle is more like a joke!!! Sonia and Mohna met five times….and looks like in the end Sonia pulled names out of a hat!!! This reshuffle was being positioned as a 'makeover' ……..in fact time to 'make and mend is over'!!! The Big Four remain…… the inside , jokes apart, is that Sonia and Mohna could not come to an agreement!!! Janaki Natrajan has been awarded for 'lying through her teeth' and has been given a Cabinet berth!! Moily has been shifted from law….. he's gonna have a long face for a week or two!!! Rajiv 'Grease Ball' Shukla has been inducted into the Cabinet…. as Parliamentary Affairs Mantri he will try to win over Opposition by distributing Cricket Match tickets!!! The reshuffle shows Congress is 'stuck in the mud'!!!! Word of advice from Karuna 'reshuffle is not over'!!!!!

It is well known that Kalmadi shared the spoils with the Congress Party….. and that is why CBI took 'donkey's years' to raid him and then arrest him….. he was given enough time to do the needful!!!! So it is no surprise that Sonia got a Senior Congress Leader to say ' Kalmadi and Chavan are innocent'…….. seems Kalmadi was able to send a message to Madam…… 'is this the price for loyalty'?????? Chavan too has been obedient in giving the Party its share in the spoils!!!! Fact is because of the statements of this Senior Congress Leader, of course at the behest/prodding of Madam, Congress provides much needed humor …laughing stock!!! Of course this also means that CBI will now go soft on these two……. tacit signal to CBI!!!

The Senior Congress Leader who said Kalmadi and Chavan are innocent should be subjected to a dope test!

When the results come out positive Congress will say this Senior Leader said all this in jest!!

A calamity and our Rahul Baba sees it as a vote capturing opportunity!!! Rahul went to meet the Kalka accident victims…. prior to going he got his think tank to rack their brains on his to put the blame for this accident on Maya!!!! Victims complained that they had not got even the inadequate compensation that was announced!! Of course he nodded his head…. smiled….. tut tutted… and then vamoosed!!! Now toh they say even Congress does not take him seriously!!!

Dinesh Trivedi, Trina Mool Congress (TMC) MP from an industrial belt of Barrackpore (West Bengal), is being considered to step into shoes of Indian Railway Minister Ms. Mamata Banerjee, in Delhi.
Who is Dinesh Trivedi?
Who is Dinesh Trivedi and what is his background? This question is hotly being discussed in different circles. Well, Dinesh Trivedi a Gujarati Kutchi industrialist and adviser of Trinamool Congress (TMC) supremo Mamta Banerjee had won parliamentary election as a TMC candidate from Barrackpore constituency in West Bengal. Trivedi had defeated his nearest rival Tarit Topdar, six-time heavyweight and the then sitting CPM MP, by more than 60,000 votes during last year's Lok Sabha polls. Barrackpore was considered to be the biggest strongholds of the Left front outside Kolkata. Trivedi who hails from Bidada village of coastal Mandvi in Gujarat's Kutch district was a TMC' Rajya Sabha MP before entering into the Lok Sabha.

V Narayansamy is no longer Minister of Parliamentary Affairs. It means he will now have offices in North Block and South Block but not in the Parliament House. Till yesterday he had offices in all the three places.

ICVL Chairman discusses Indonesia venture (UPDATED)
C.S. Verma, Chairman, SAIL & ICVL, during his recent visit to Jakarta on invitation from H.E. Gita Wirjawan, Chairman, Indonesia Investment Co-ordination Board, Government of Indonesia, held a detailed discussion with him on the the MoU between ICVL and the Provincial Government of Central Kalimantan (PGCK). He pointed out that the MoU inter-alia envisages setting up of a steel plant of suitable capacity in the Province of Central Kalimantan by ICVL in return of direct allocation of iron ore, coking and thermal coal, limestone and other mineral deposits for ICVL by the PGCK. The MoU also provides for the reserves of coking coal and thermal coal to be allocated to ICVL being of sufficient capacity to take care of the requirement of the proposed steel plant for a period of 50 years as well as for exports from Indonesia to India for use by the promoter companies of ICVL.

Any logic?

Just because Dr Khullar has a financial background, he should be made RBI Governor? By that Logic, why not a Member CBDT or Chairman CBDT who have vast financial background anyways?

To have better transparency in the IT assessment system, it is requested that the necessary information about assessment be put up on the net including for those ITRs which have filed in manual form. It will give greater faith and confidence to the tax payers.

Secondly there are big ads. coming in case of mismatch in TDS deducted and entries reflected in 26AS, the tax payers to approach for correction statement. This is hardly taken seriously by TDS deductor. Take a simple example a tax payer has FD in a company at Delhi. The company deducts TDS and issues a certificate but the entries are not correctly reflected in 26As due to some reasons. The tax payers approach the company thru letter or mail but company is unable to comply with the request. Tax payers are unable to take any action in this respect. CBDT should make the TDS deductor responsible for the mismatch about TDS deducted and 26AS entries in what ever manner CBDT feels. It is quite logical when tax has been deducted by the deductor, there is nothing in the hand of tax payers to upload entries in 26AS.

Give LTC benefit to retired personnel. It will boost tourism. It will distribute the tourist load evenly through out the year which will ease tourist flow in rush season as well it will make every body concerned benefitted. If Government takes care of health etc. of the retired people why not this also.

Don't reduce Retirement Age

In my opinion, it is just a biased suggestion not concerned with the economy upliftment of the Government. Besides, I could not understand that how a large number of experienced government employees from bottom to top ranking will be retiring and in their place the youngsters are not much interested in joining sincerely the government service except at higher bureaucratic level. But the large number of government employees, who are likely to retire within this and next months, will be such employees, who are fully experienced middle level i.e. up to the level of Director which are mostly belonging to CSS Cadre, the prestigious cadre. This cadre has the experience and knowledge relating to government rules and regulations within frame work of jurisdiction. They also know their area of working perfectly. Barring a few IAS bureaucrats like Sidharth Behura in Central Government, can be placed at their deserving chairs, if they are involved in any large scale Ghotala.

But, CSS cadre must be retained by the PM and President of Congress to ensure better results in future on depending on such people. Simultaneously, CSS cadre must be given due powers as they were enjoying immediately after independence and stood perfectly at the growth level to up lift the country.

This must be thought for by the Prime Minister and President of Congress Party even before reshuffle of the Cabinet.

Pathetic state of affairs in Railways

Death of 70 persons in Kalka Mail accident is symptomatic of overall state of affairs in Railways. No one will take any responsibility and cries of those rendered orphans will be drowned by announcing fake concerns for safety coupled with some amount of compensation. To make railway travel safe , travel by rail should be made compulsory by all ministers, PM and Secretary level officers. To instill confidence, let Rahul Gandhi travel whole of the country by rail. If that happens everyone concerned with railway safety will take care. All those whose reputation has been badly bruised and battered can redeem their (his) reputation by tendering resignation. Or is it that shamelessness has no limits.

Stop this guesswork and speculation

Nobody is going to become Governor just because Dr. Kaushik Basu and Ashok Lahiri is a Bengali, Gopalan and Raghuram Rajan are Tamils, Dr. Narendra Jhadav is a known academician and closer to PM; Rahul Khullar is a seasoned bureaucrat and so on so is a Malayalee and closer to Sonia Gandhi. Why don't you add the names of Dr. Vijay Kelkar, Dr. Rakesh Mohan and Pulok Chatterjee in your wish list. Govenor's are not selected on the basis of whispers. I am sure, Dr. Subba Rao is going to get extension and keep you guessing for ever. Please don't indulge in sensationalism and waste our precious time.

Bihar's state of affais

Why is it that such frequent changes are made in Bihar be it social welfare or industry without giving a timeframe? One more thing how Bihar functions is evident from Nitish's indisposition.....or his tour outside...no Janta durbar.. no hubgub in administrative circle. No activities even in emergent matters like floods control or law and order, even government. Rethinking is needed.

Minutes of meeting

Minutes of the meeting of the Religious Committee were denied u/s 8(1) (a) and 8(1) (g) claiming that it contains a report regarding law and order received from Delhi Police which is marked as Secret. In response to a show cause notice for imposition of penalty, the CPIO & Joint Secretary (Home) submitted that when the RTI application was received he was on leave. He explained that when the First Appellate hearing was held he became aware of the RTI application. He further
informed that the information was denied since there was some tension at that time because of demolition of certain religious structures. Since the minutes revealed issues regarding different religious structures, he felt that revealing the information could lead to some strife. While dropping the penalty proceedings, the PIO was warned by the CIC to ensure that some reasons are detailed when claiming exemption.

Comments

Merely stating an exemption without giving any reasons cannot be a valid ground to deny information under the RTI Act. A CPIO must outline the reasons, at least briefly, when denying the information. A CPIO should ensure that proper system to receive an application is in
place even in his absence.
