Pakistan : Revenue department is the most
corrupt says Lahore CJ
The CJ of Lahore High cour has directed that property details of all
the revenue officers from Patwaris right up to the District Coordination
Officers (DCO or Collector) should be submitted before the court on
12 August. The direction came amidst scathing remarks by the CJ that
revenue department is the most corrupt in the whole country and nothing
gets done unless illegal gratification is paid to the concerned functionaries.
Patwaris never issue a 'fard malkiyat' without taking illegal gratification
of at least Rs 150000/- openly and invariably, they live in posh bungalows
far beyond their known sources of income and the higher authorities
had turned a blind eye to the issue. Chief Justice Ijaj Ahmed Chowdhary
made these remarks during the hearing of a contempt petition filed by
one Khalid Saeed against the DCO of Lahore alleging that the Patwari
of Lahore's Kanha circle had refused to issue him the title deed despite
direction from a bench of the high court and that his repeated representations
to the DCO were also in vain.

SJVN Ltd First Quarter Profits Increase 20%
(UPDATED)
Public Sector SJVN Limited has registered a 20% increase in its profits
for the first quarter April to June 2011 at Rs. 348.21 crore against
Rs 290.76 crore earned during the corresponding quarter of last year.
The financial results of the Company were finalized at the Company's
Board meeting held at New Delhi on July 14, 2011. For the said quarter
SJVN's Earnings Per Share (EPS) has also increased to Rs. 0.84 against
Rs 0.70 during the corresponding quarter of last year.

UPA 2 THROUGH LG Delhi is heading for a major scam by approving 3rd
floor for the benefit of the person who owns the 2nd floor of houses
in Delhi. the flaws with this thinking are--[a] the 2nd floor owner
has 30% of the land rights, with an extra floor, his land rights will
remain the same but he will own double the area. the ground and firs
floor owners who have bought 70% of the land will have not get any extra
space. [b] the flat buyers have bought floors with the knowledge that
there would be certain level of car parking, water, usage of common
areas, etc would be there. now the LG plans to load an extra 33% load
on parking, circulation space, water, etc without the consent of the
ground and first floor owners. [c] the MCD law requires that the owner
of the land should sign the documents; but the 2nd floor owner owns
only 30% of the land. [d] the servant quarters are on the roof which
belong to all 3 floors; what will happen to the ownership rights of
the servant quarters. [e] as per new laws, for 4 floors to be approved,
stilt parking is compulsory which cannot be made in existing a building.

Non-government non-staff without IB clearance?
There is absolutely nothing new about these orders regarding IB clearance
of the personal staff of the ministers. What was needed was some sort
of intelligence clearance of the non-government non-staff of the ministers.
For entry into the office, an identity card is a must, which is issued
on an application in this regard, where necessary details are disclosed.
But the ministers also have an office at residence, where no such i
card is required to gain entry or move about freely. The actual work
is done in this office only. The authority of these empowered yet non-accountable
persons never comes for scrutiny(permission of Mr Buch requested for
using his expressive words).When witnessed for the first time, it shocks
the officer concerned who takes care to classify the file "secret"/"Only
For The Eyes Of The Minister" and carries it personally to the
minister at his residence(his includes her also), and is asked many
things one by one leading ultimately to the point of concern! Slowly
he becomes wiser or goes into wilderness. Even the framers of the constitution
provided no remedy for such practices, leaving all "residual"
subjects to the Executive Authority of the Union Government! Can you
do anything? Keep writing your whispers, I am whispered by my wiser
by experience colleagues!

The Central Administrative tribunals (CAT) set up by the Govt of India
have become like local subordinate courts in Delhi like the ones at
Tees Hazaree and Patials House.
The litigants are suffering.

Minutes of meeting
Minutes of the meeting of the Religious Committee were denied u/s 8(1)
(a) and 8(1) (g) claiming that it contains a report regarding law and
order received from Delhi Police which is marked as Secret. In response
to a show cause notice for imposition of penalty, the CPIO & Joint
Secretary (Home) submitted that when the RTI application was received
he was on leave. He explained that when the First Appellate hearing
was held he became aware of the RTI application. He further
informed that the information was denied since there was some tension
at that time because of demolition of certain religious structures.
Since the minutes revealed issues regarding different religious structures,
he felt that revealing the information could lead to some strife. While
dropping the penalty proceedings, the PIO was warned by the CIC to ensure
that some reasons are detailed when claiming exemption.
Comments
Merely stating an exemption without giving any reasons cannot be a
valid ground to deny information under the RTI Act. A CPIO must outline
the reasons, at least briefly, when denying the information. A CPIO
should ensure that proper system to receive an application is in
place even in his absence.
