Pakistan : A vaccination drive with a difference
The US spy agency CIA ran a phoney vaccination drive through Dr Shakil
Afridi a local physician of Abbottabad to collect blood samples of the
town's residents for DNA analysis to ascertain if Osama or any of his
family members were actually residing there. To what extent the 'vaccination
drive' was useful for the purpose for which it was meant is not known
as CIA hasn't commented on the news report but poor Doctor Shakil is
as of now in Pakistani custody for suspected collusion with the CIA.

A book written by a journalist
A political journey of "24, Akbar Road" that houses the Congress
party's headquarters in New Delhi is out in a book essaying how this
particular bungalow in Lutyen's Delhi has a personal history link to
Aung Suu Kyi. The Nobel prize winner and pro-democracy leader of Myanmar,
stayed in this particular house when her mother was Burmese ambassador
to India in 1961. Crisply written by journalist Rasheed Kidwai, 24,
Akbar Road (Hachette Books India) tracks the story of the contemporary
Congress - its key characters, its ideology, its failure and its success,
in the years after the Emergency. Using the Congress seat of power at
24 Akbar Road as his vantage, Kidwai offers a compelling account of
the rule - both backseat and forefront - of the various Congress leaders,
from Indira Gandhi to Rahul Gandhi, who have helped steer its course.
Kidwai, currently associate editor of The Telegraph, Calcutta had earlier
written an independent biography of Sonia Gandhi, Sonia -a biography
(Penguin 2003, 2009, 2011). It is considered as the only full-length
biography of the Congress chief which has been translated into several

historic agreement
India and Pakistan took an important forward step in promoting their
bilateral business and economic ties today.
Ashok Barat, President, Bombay Chamber of Commerce and Industry and
Junaid Esmail Makda, Vice President,
Karachi Chamber of Commerce and Industry signed a historic agreement
to establish the Bombay - Karachi Joint Chamber of Commerce. This has
operationalized the decision taken in the 5th Round of India-Pakistan
talks on Commercial and Economic Cooperation between the Commerce Secretaries
of both countries held in Islamabad in April 2011. Speaking on the occasion,
President Ashok Barat of Bombay Chamber reiterated the need for taking

LTC to retired Govt. officials
In this era of globalisation, by the time a Government servant retires,
his children will be posted somewhere in Bangalore, Hyderabad, Chennai,
Pune, Mumbai, etc. In the meagre pension he receives, it will be difficult
for him to visit his children often. It is therefore considered a good
idea if a scheme of providing LTC to retired officials is introduced.
It will go a long way and create happiness for the retired persons and
their children.

" CVC's selection must be transparent ?"
The observation of AK Saxena (Retired Civil Servant) on the letter
written by PJ Thomas the earlier CVC is quite uncalled for. He speaks
of a transparent system for the appointment of CVC. Does it mean that
the genesis of all the decision made by the legitimate Government should
be certified or pre-approved by Ramdev or Hazare? I think the basic
principle of the democracy that the ?Executive is responsible to the
legislature? is long forgotten. One liner of MN Buch ? Let the Accountable
be Powerful? is more appropriate than the long comment of AK Saxena.
I do not understand why the people with huge experience and wisdom with
them advocate that someone other than the legitimately elected Government,
headed by the Prime Minister, should call the shots. I am very sure
that Mr. Saxena has done wonderful work during his tenure as a civil
servant but he had his days and got the chance and opportunity as well.
I am sure he understands that he should let others deliver and should
not comment on persons and that too restricted only to some working
but disciplined civil servants who are definitely junior to him and
may have the wisdom Saxena is talking about but they are suffering from
Bureaucratic Gag which Saxana is free from. One should never comment
on individuals who are either not present to defend or are not in a
position to defend themselves. This type of criticism is not fair and
more so when a wise person like Saxena do it.

Minutes of meeting
Minutes of the meeting of the Religious Committee were denied u/s 8(1)
(a) and 8(1) (g) claiming that it contains a report regarding law and
order received from Delhi Police which is marked as Secret. In response
to a show cause notice for imposition of penalty, the CPIO & Joint
Secretary (Home) submitted that when the RTI application was received
he was on leave. He explained that when the First Appellate hearing
was held he became aware of the RTI application. He further
informed that the information was denied since there was some tension
at that time because of demolition of certain religious structures.
Since the minutes revealed issues regarding different religious structures,
he felt that revealing the information could lead to some strife. While
dropping the penalty proceedings, the PIO was warned by the CIC to ensure
that some reasons are detailed when claiming exemption.
Comments
Merely stating an exemption without giving any reasons cannot be a
valid ground to deny information under the RTI Act. A CPIO must outline
the reasons, at least briefly, when denying the information. A CPIO
should ensure that proper system to receive an application is in
place even in his absence.
