India Inc is the happiest lot because of the shift of Jairam Ramesh
from the Environment Ministry. Many corporate had suffered unnecessarily
at the hands of Ramesh even when they were complying with the rules.
It is heard in industry circles that environment objections were used
by Ramesh's office to cough up party funds.
Now former DGH Sibal sending stories to journos
Journalists in New Delhi covering the Oil beat are receiving stories
from former Director General of Hydrocarbons Sibal clarifying that he
indeed gave the right approvals for Reliance's KG basin gas. The clarification
in the form of confidential papers are being given to prove that Sibal
did not take any undue favors and that he was right in giving clearance
for the hydrocarbon finds.
Murli Deora too calling journos
Former Oil Minister Murli Deora before demitting office called journos
to say that he indeed asked for the inquiry into the alleged bungling
in Reliance's KG basin block. Journos did get a phone call saying that
he had asked for the inquiry into irregularities. Seems like all is
not well between the uncles and nephews now.

Will Home Minsiter RR Patil resign?
Maha Deputy Chief Minister Ajit Pawar and Home Minister RR Patil are
in New Delhi at Sharad Pawar's place for discussing the failure of Home
Ministry's role in recent bomb blasts that had rocked Mumbai. It is
understood that RR Patil may be asked to resign in wake of the failure
of home ministry in containing the repeated attacks. Congress leadership
under Prithviraj Chavan had earlier blamed Home Minister RR Patil who
belongs to alliance party NCP for the failure to contain attacks.

Oil India ushered into a new era: N.M.Borah
"Oil India Limited (OIL), the country's premier Oil Company engaged
in the business of Exploration, Production and Transportation of Crude
Oil and Natural Gas has been ushered into a new era. OIL is focusing
on increasing its crude oil production domestically and internationally."
These views were expressed by N.M.Borah the OIL's Chairman and Managing
Director(CMD). Borah while sharing his vision for the OIL told <whispersinthecorridors.com>
that the OIL is planning to tap the huge potential in the oil rich regions
in the north eastern parts of India, it is planning to stay on course
to by drilling its first well in the Shakti block in Gabon, by early
2012. In a bid to meet the nation's energy demands OIL has accelerated
its exploration programme and increased its crude oil production marginally
to 3.627 MMT during the year 2010-11. During the fiscal the Company
has established additional hydrocarbon reserves of around 8.43MT of
oil equivalent and as in the past has maintained a healthy reserve to
production ratio in excess of 1.5. Six new hydrocarbon discoveries were
made in 2010-11 in its areas of operation in Assam,said N.M. Borah.
The Company's Gross Income during the year has increased from a level
of Rs 8859 crores in 2009-10 to Rs. 9549 Crore in 2010-11. The net profit
for the Company for the fiscal stands at Rs. 2888 Crore an increase
of 10.62% over the previous year. This increase in net profit has been
achieved in spite of having to share the under recovery burden of the
oil marketing companies to the tune of Rs.3293 crores, more than double
the amount shared in the previous year. The company is trying to improve
upon its performance in the current financial year by way of increased
production in the domestic region and making a footprint globally by
way of acquisitions, noted OIL's CMD N.M.Borah.
Pakistan : Apex court orders disciplinary
action against DG FIA
A three judge bench of Pakistan Supreme Court comprising of CJ Iftekhar
Chowdhary, Justice Khilji Arif Hussain and Justice Amir Hani Muslim
has directed the federal establishment secretary to initiate disciplinary
proceedings against the DG FIA for non compliance of a judicial order.
The apex court had on July 7 directed that disciplinary action against
Zafar Qureshi Addl DG FIA heading investigations in the notorious NICL
case shall be kept suspended till further direction from the court.
This order was duly communicated to the DG on July 8 but the DG left
for the UK without complying with the court's order. Establishment secretary
has been directed to keep the court abreast of the progress in this
regard through the registrar.

Survey by Govt. / SCOPE
A survey needs to be done to find out the condition of public sector
employees who retired say 10 years ago or more. Then some necessary
steps can be taken as required to mitigate their plight. A comparison
can also be made with the retired government employees of same era as
the government controls retirement benefits of both.

SD appears to be happy to retire. However there are persons who may
like to remain engaged after retirement also. But post retirement assignments
in government has become some kind of dole by Ministers. This should
stop and there should be transparency.

The senior Chief Commissioners of CBEC and CBDT are currently a demoralised
lot. All the senior Chief Commissioners are relegated to side postings
and important postings are given to junior Chief Commissioners. Strange
are the ways of these Boards.

steel industry is really great. As CMD SAIL, he will always be respected
in the country. His resignation from the board of Axis Bank is not a
good signal. It seems the things are not moving in right direction in
Axis Bank. The management of Axis Bank must explain.

Contributions to "Sri Sai Baba Super Spirituality Hospital
Trust"
The copies of all the "Periodical Returns" furnishing the
details of "Foreign Contributions filed by "Sri Sai Baba Super
Spirituality Hospital Trust" and the details of all the "Bank
Accounts" operated by the Trust were denied u/s 8(1)(j) and 8(1)(e)
based on objections of the third party. It was informed that the documents
related to the
show cause notices issued and their replies after granting the registration
under Foreign Contributions Regulatory Act, 1976 to the Trust could
not be provided as they have been destroyed. The CIC held that u/s 12
of the Foreign Contribution (Regulation) Rules 2011, summary data of
receipts and utilisation of foreign contribution in excess of one crore
rupees in a financial year is required to be kept in the public domain.
The CIC further directed the PIO to furnish the relevant Rules/ order
under which the records have been destroyed.
Comments
Contrary to popular beliefs, the RTI Act is applicable not only to
the governmental organisations, but also to NGO's which are substantially
financed by the government. Further, the documents submitted by any
private organisation in compliance of a regulatory requirement can be
sought under the RTI Act. All records available with the public authority
can be destroyed only as per the rules.
