Census reports put Maharashtra high on Urban
chart
Maharashtra has highest number of people living in urban areas (5.08
crores) with an urban population of 45.23%. It is third most urbanized
among major states, behind Tamil Nadu (48.45%) and Kerala (47.72%).Urban
population growth accounted for 62.8% of total population growth in
Maharashtra. Mumbai, Thane, Nagpur and Pune are the most urbanizeddistricts
while Gadchiroli, Sindhudurg and Hingoli are least urbanized. At 82.91%
the state recorded impressive literacy rate. But the urban-rural divide
between male -female literacy is still significant.

The meeting between the U.S. Secretary of State and the Chief Minister
of Tamil Nadu on July 20 at Chennai is the first of its kind as no U.S
Secretary of State has ever gone to meet the Chief Minister of a State
in the past. The meeting lasted for nearly an hour when the two ladies
had a highly productive meeting. While the ethnic problem in Sri Lanka
which is now engaging the attention of the U.S. Congressmen as well
as the large U.S. investment in the State might have been the primary
reasons for her visit, Tamil Nadu, well-known for its sycophancy, has
allowed imagination to run riot in interpretation of this visit. While
the party cadres would like to believe that Ms.Clinton has come to Chennai
to call on the next Prime Minister of India, some others have even suggested
that Ms.Clinton met Ms,Jayalalithaa to seek her advice on the kind of
campaign she should launch to capture the White House in the next Presidential
Election little realizing that there will be no primaries for the 2012
elections and Ms.Clinton would be able to contest only the elections

The best way to end the problem of posts at higher levels is to increase
retirement age to 64 and include all so-called post retirement jobs
in the normal postings of government servants. This will ensure that
1977 and subsequent batches get Secretary level jobs and will also ensure
that retiring civil servants do not head for trouble as did Behuria
who was bending backwards for that post retirement job. Does this make
sense.

It's not true
Due to the on-going movement, the Govt. and the Govt. employees (around
40/45 lakhs across country) are now perceived to be the only Corrupt
citizens in the country, which is not true. It implies that the rest
of the 120 crores Indians, are thus totally honest and above board,
which is absolutely not true. No country can become Corruption Free
if its Citizens themselves indulge in rampant corrupt practices in day
to day affairs, hurting their own fellow countrymen. There has not been
any appeal by any Civil Society Leader /Opposition leaders to the General
Public to shun Corrupt practices (and perhaps never will be). Whether
its bribing the Traffic Policeman for the violations, rather than paying
fine; hoarders and blackmarketeers selling essential items to fellow
citizens at inflated prices; Builders/Jewellers/film stars/architects
indulging in large cash dealings; Doctors/Lawyers/Estate agents/tutors
hardly giving any receipts ; overcharging/meter tinkering by auto/taxi
drivers; Adulteration of milk, petrol, wheat, liquor etc; over/under
invoicing /cash dealings by Businessmen; CAs playing fixing role; sub-standard
roads/flyovers/bridges; everywhere it is the Common man involved to
the detriment of fellow citizens. The Corruption menace is certainly
not the monopoly of Politicians and Govt. servants.
If our Country has to become Corruption free then the Common man has
to resist the temptation of short cuts and exercise self restraint in
generation and usage of black money.

Induction of SPS officers in IPS
Most SPS officers these days are being inducted into IPS only when
they are past their prime, and are unable to render too much useful
service... this is an unfortunate trend which should be corrected, so
that proper use can be made of this talented pool of officers!

Hats off to officer who do not take post retirement employment and
stand by principles. Invariably retired officers have zero accountability
and in irresponsible way do permanent damage to system as we are witnessing
in GoI.

A rare case indeed !
Writing about UT cadre, I am reminded of the IPS officer (now retired)
who spent only a couple of months of tenure in Manipur inviting the
wrath of the CM, but had no qualms in getting daughter medicine seat
in Delhi on Manipur quota. Except for those few months ,this officer
has never moved out of Delhi and now is a luminary fighting social injustice!
I wonder why nobody is questioning this person on this when this officer
frequently makes appearances on channels.

Contributions to "Sri Sai Baba Super Spirituality Hospital
Trust"
The copies of all the "Periodical Returns" furnishing the
details of "Foreign Contributions filed by "Sri Sai Baba Super
Spirituality Hospital Trust" and the details of all the "Bank
Accounts" operated by the Trust were denied u/s 8(1)(j) and 8(1)(e)
based on objections of the third party. It was informed that the documents
related to the
show cause notices issued and their replies after granting the registration
under Foreign Contributions Regulatory Act, 1976 to the Trust could
not be provided as they have been destroyed. The CIC held that u/s 12
of the Foreign Contribution (Regulation) Rules 2011, summary data of
receipts and utilisation of foreign contribution in excess of one crore
rupees in a financial year is required to be kept in the public domain.
The CIC further directed the PIO to furnish the relevant Rules/ order
under which the records have been destroyed.
Comments
Contrary to popular beliefs, the RTI Act is applicable not only to
the governmental organisations, but also to NGO's which are substantially
financed by the government. Further, the documents submitted by any
private organisation in compliance of a regulatory requirement can be
sought under the RTI Act. All records available with the public authority
can be destroyed only as per the rules.
