The meeting between the U.S. Secretary of State Ms. Clinton and the Chief Minister of Tamil Nadu Ms. Jayalalithaa on July 20 at Chennai is the first of its kind as no U.S Secretary of State has ever gone to meet the Chief Minister of a State in the past. Many of your browsers have raised question of propriety of employing retired officers in Government when serving officers are available to man those posts. Don't we know why it is done? To reward loyalty. As a matter of fact giving extension after extension and then parking favourites to some other jobs after retirement is the most corrupt practice followed. So is the permission given to the many to take up lucrative jobs with private sector without waiting for the mandatory cooling off period. I was surprised to read in a newspaper today that the Government is thinking of raising the cooling off period to three years from one. It used to be two years. When did they reduce it to one year to help themselves. What has irked the Minister of State for Personnel Department to increase to three years is the fabulous salary of 1 crore per month plus perks on which a retired Revenue Service officer was picking up a post retirement job in the private sector six months after his retirement. It was also mentioned in the news report that at least 10 to 12 applications for waiver of the cooling off period of one year are received in DOPT. Shocking. How things have changed. I was Joint Secretary in DOPT way back in 1985 and this subject was handled by me. I must have dealt with two to three applications of such waiver of the then bar of two years. There too MOS(PP)( The current Home Minister held that job)was quite strict about it. With liberalisation we have diluted all the checks and balances in place and then we say corruption has become one big monster eating away at the vital organs of our polity.

Lessons for India !

The phone hacking scandal of UK must be an eye opener to all and sundry. One wonders whether India is free from such unethical practices arising out of politicians-journalists nexus. There is a crying need for journalists, politicians, bureaucrats and police officers in India to draw appropriate lessons from this scam ? The Prime Minister of India must lay down specific guidelines for engaging/ hiring Media Advisors including prior verification of their credentials. This will help the future Prime Ministers of India.

A right step

At last a right step. Government has decided to stop post retirement plum jobs for 5 years after retirement, which means all post retirement goodies will be out and civil service will not bend over backward to please the political boss for such jobs. As a corollary to this, the retirement age should be increased to 65 so that officers would retire with dignity and not go after business houses for consultancies.

Contributions to "Sri Sai Baba Super Spirituality Hospital Trust"

The copies of all the "Periodical Returns" furnishing the details of "Foreign Contributions filed by "Sri Sai Baba Super Spirituality Hospital Trust" and the details of all the "Bank Accounts" operated by the Trust were denied u/s 8(1)(j) and 8(1)(e) based on objections of the third party. It was informed that the documents related to the
show cause notices issued and their replies after granting the registration under Foreign Contributions Regulatory Act, 1976 to the Trust could not be provided as they have been destroyed. The CIC held that u/s 12 of the Foreign Contribution (Regulation) Rules 2011, summary data of receipts and utilisation of foreign contribution in excess of one crore rupees in a financial year is required to be kept in the public domain. The CIC further directed the PIO to furnish the relevant Rules/ order under which the records have been destroyed.

Comments

Contrary to popular beliefs, the RTI Act is applicable not only to the governmental organisations, but also to NGO's which are substantially financed by the government. Further, the documents submitted by any private organisation in compliance of a regulatory requirement can be sought under the RTI Act. All records available with the public authority can be destroyed only as per the rules.
