Wow...... must say Kalmadi's got it all panned out!!! He's now claiming that he's suffering from dementia..... a well researched disease for the situation he is in!!! Though in my opinion 'greed made him go mad'!!!! I think after taking a reality check Kalmadi at long last as gone in for greed management...... he's decided to call it a day in politics..... because if he's able to get a dementia certificate his continuance in politics will not be possible!! But then he knows he's 66 and another CWG kind of opportunity can only come if India hosts the Olympics and the probability that he'll get the top job and manage to do a repeat are impossible!! This dementia is all a drama and knowing the money he has and the fact that Congress still stands behind him, which is obvious after Digvijaya's ' Bhai Kalmadi is innocent statement' I think Kalmadi may pull of this dementia drama!!

Raja has also said that he followed what Maran did...... so that means that there was continuity in the chori in a portfolio that DMK's held in NDA and then in UPA...classical example of continuity in governance!!

Pakistan : Rawalpindi Cantonmenoard blamed for contaminated water supply
Bulk of the pipelines procured by Rawalpindi Cantonment Board (RCB) for augmenting supply of 'clean drinking water' to the residents of cantonment area from the prestigious khanpur dam scheme have started rusting leading to scare of supply of contaminated water. Cantonment Executive Officer (CEO) Rana Manzoor Ahmed Khan has denied the charge even as medical practitioners in the cantt area hold the lack of pure and wholesome water supplied by the RCB responsible for common occurrence of cholera, dysentery, hepatitis A and other stomach ailments. While the CEO has boasted of a RO system worth Rs 10 million installed by the cantonment board Dr Nadeem Malik of the holy family hospital Rawalpindi has advised the residents not to consume the tap water without boiling and chlorinating the same.

Effective Lokpal Bill unlikely

Having seen corruption from close quarters (by virtue of belonging to one of the most corrupt but not the only department ) and how all those involved in it (except small fries) have to be saved at all costs I can predict that there is remote possibility of an effective Lokpal Bill being enacted. All those advocating it may be labelled as anti national and put behind bar with little possibility of being released on bail. If corruption were to be banished even for one hour , sensex will plunge with no sign of recovery. Such is the state iof affairs if any public servant gets caught accepting bribe, there is a ground swell of sympathy for him and he is treated as some kind of unrecognised martyr.

Army Chief's retirement age

Why do certain individuals want to have their cake and eat it too? When they want to join before they are eligible they give a particular higher age.When close to retirement and wanting to prolong their perks they sing about a younger age.If a wrong date of birth was registered at the time of entering service and the person concerned wasnt even eligible in view of minimum age requirement, then logically does it not cancel the allotment of service itself? Controversies such as the present one in case of individuals holding this high office are setting a very negative example and precedent for soldiers down the line.

This is in response to comment by S K Singh that officers of useless services like Forest & Police have got HAG+ scale i.e.75500-80000, after 28 years. Do not allow use of such words against any service. S K Singh should apologise for the same. Further i am not aware which officer has got the above mentioned scale after 28 years. In fact some have got HAG scale i.e. 67000-79000,and not HAG+ scale.In fact large no of officers specially in Forest are still in PB-4 only.

I cannot agree with N Krishnan any more. H S Bhalla's accolades about Pulok Chatterji are indeed disgusting. He seems to be generous to people who matter. Worse, the WIC gives its covert support by posting his ill-informed views uncensored. Knowing Pulok Chatterji since his days as Director in the PMO, one could say that he is a hardcore Nehru-Gandhi loyalist who has been shuttling on deputation between IGNCA and PMO for decades as per need of the Gandhis and his own career progression. He is a conduit between assertive Sonia Gandhi and a "majboor" de jure PM particularly in appointment matters in GoI. It is high time, the WIC laid down an editorial policy to deal with such cases.

RTI

Claiming exemption as the third party

Certain information about a property assessment was refused by the PIO claiming that the owner of the property had opposed disclosure of the information to the applicant. Since no grounds were advanced as per Section 8(1) of the RTI Act to justify the denial of information, the Commission did not accept the objection of third party and directed to provide the information.

Comments

When a citizen applies for information which has been provided by or is related to a third party, it can be denied only if it is exempted under Section 8(1) or Section 9. Section 11 merely requires the PIO to seek the objections of the third party and keep them in view while deciding whether to release the information as per the provisions of the RTI Act. Many PIOs fail to do so even 5 years after the enactment of the RTI Act due to ignorance and lack of proper training. The third parties too remain ignorant of their rights and fail to defend their case.
