After his dementia announcement Kalmadi has earned the respect of Netas... it's a 'tailor made' disease for Netas in the dock for their acts of omission and commission!!!! Clinical Dementia is like 'whiplash' ..... whiplash is often misused by Americans and like Clinical Dementia it does not show up in tests.... its diagnosis is purely based on symptoms or clinical!!! Up to now Kalmadi has shown no symptoms Dementia on camera..... he's not been forgetful or behaved oddly...... though now on 'medico-legal' advice he will show the symptoms!!!!! As OC Boss if he went mad it was because of greed!!! And only if poor Batcha had thought of this ruse he'd have been alive today!! Raja will get his wife to contact Doctors to see if there is some other disease that he can use...... how about Autism!!!!! Karuna too must have put Doctors on the job to find a suitable disease for Kani..... how about Kleptomania...because of her condition she picked up cheques and deposited the cheques in Kalaignar TV's account... and when she was told about her folly she 'returned the money'!!

Kalmadi is mentally abs fit!!!!!

And to get off the hook the disease he's conjured up is 'fit-o-fit'!!!

This is how Kalmadi got the idea of 'being forgetful' and after expert medico-legal advice 'he diagnosed himself with clinical Dementia' ...... so what was just a prostrate issue led to Kalmadi stumbling on a winner!!!! After Raja pointed fingers at Mohna and PC, Congress says the Medical Reports in the Jail were mixed up ....... Kalmadi suffers from Dermatitis and its Raja who suffers from Dementia .... seems Netas have diagnosed us as being afflicted with Dimwittedness!!

No clue of Mumbai blast culprits yet
The crime branch and the ATS has no clue of the culprits of the recent Mumbai bomb blasts. Apathy towards Ayurvedic

I am a serving government employee and CGHS beneficiary. Whenever I tend to visit Ayurvedic Dispensary located at Block No.C2B, Janak Puri for treatment, I find enormous rush in the early morning. Once when my number came, I discussed the matter with Dr. Ashok Maiti which revealed that he is attending this dispensary only on Monday, Wednesday and Fridays only and on rest of the weekdays he has to attend dispensary at Delhi Cantt. owing to non-availability of doctors. He has narrated that this system is working since 5th April, 2011 and problem has been further worsened due to computerization(being new to use the system). The way the dispensary is functioning, it is really difficult for getting treatment especially for serving employee, since lot of senior citizens are always lined up in the early morning and due to unavailability of doctor on all days(especially on Saturdays), the benefit of dispensary for serving employees comes to nil. On the one hand, Ministry of Health through department of AYUSH wants to encourage use of Ayurveda instead of Allopathy and on the other hand, such a system will only lead to closure of this dispensary (Ayurvedic) sooner or later. I had on 28th June, 2011 lodged my grievance on website of M/o Health vide registration No.DHLTH/2011/00429 for redressal, however, till date nothing has been heard of doing something. I, therefore, through this forum request the M/o Health & Family Welfare to kindly look into the matter and post additional doctors in this dispensary at the earliest as this dispensary caters to the patients of a very large area of locality connected with Allopathy dispensaries located at Janak Puri-I & II, Tilak Nagar, Hari Nagar, Rajouri Garden and Nangal Rai.

CBI : From best agency to a 'Political Harlot' ?

M N Buch's cryptic verdict (WIC, July 25,11) about two former Directors of CBI D P Kohli ( 1963-68) and D Sen (1971-77) is unwarranted. Buch has conveniently ignored the opposite scenarios in which the two Directors performed. Consider the scenarios.

While Kohli as the founder Director of CBI in 1963 functioned in a comparatively non controversial environment under two successive premiers: J L Nehru and L B Shastri, there was no political interference during those halcyon days of Indian bureaucracy.

The paradigm shift in work ethos took place when Indira Gandhi took over the reins in 1969. The corruption was re-defined. The CBI's erosion of its credibility reached its zenith during the national emergency declared by Madam Gandhi (1975-77). The CBI became politicised. The Shah Commission of Inquiry indicted the CBI for allowing itself to be misused as an instrument of harassment of innocent people by Indira Gandhi and all- powerful Sanjay Gandhi assisted by 'chaatukaars'. All of them are now occupying high positions in the GoI and the Congress party by switching their loyalties. Both acted like bulldozers while seeking compliance of their orders .

How could D Sen , the then Director(CBI) , an officer of great professional competence who inspired fear and awe ,be expected to oppose the dictators during the national emergency when the entire clan of high profile IAS officers, as also observed by the Shah Commission, ?worked as agents of GOI and zealously collaborated with the authoritarian regime? This is how the politicization of CBI started. The IAS officers chose to prostrate when asked to bow before Indira-Sanjay duo.

Against this background, such two liner unreasoned verdict of M N Buch( July 25,11) against D Sen is unwarranted . The WIC should not be allowed to be misused as a Forum for generating unsavoury controversy for nothing .

Lokpal free from political influences required

This is with reference to Anna Hazare's movement and views of Patil and Chaudhary. The perception is correct and it is true beyond doubt that corruption has become our way of life but then that is why a strong Lokpal free from political influences is required. The people who are part of this system would certainly change when they see that the cases are moving fast and to a logical conclusion. Today most of the corrupt practices in any organisation are by virtue of comparison (with others who are doing and getting away with it) and habit (again because of inaction of preventive agencies). It is heartening to note that most of the youngsters today prefer private sector over government sector which means they do not like this system. So certainly strong Lokpal will definitely help but off-course any system is only as good as the people implementing it.

IRS - thy name is dejection ..

Having joined the IRS after missing the IAS by barely three ranks, I am feeling the pinch and realising that it means three promotions less in your career. The 1995 batch of the IAS is in the grade of Commissioners and our 1989 batch is still Additional Commissioner. Worse, those candidates who were at least 300 to 400 ranks behind in civil services like IA & AS , P&T Acct and finance service . Indian Civil Acct Service , Indian Defence Actt Service are way ahead of us. Slower promotions than the IAS is palatable but what about those services with much inferior ranks? Will the government ever understand that this is the height of injustice with a particular service.

Claiming exemption as the third party

Certain information about a property assessment was refused by the PIO claiming that the owner of the property had opposed disclosure of the information to the applicant. Since no grounds were advanced as per Section 8(1) of the RTI Act to justify the denial of information, the Commission did not accept the objection of third party and directed to provide the information.

Comments

When a citizen applies for information which has been provided by or is related to a third party, it can be denied only if it is exempted under Section 8(1) or Section 9. Section 11 merely requires the PIO to seek the objections of the third party and keep them in view while deciding whether to release the information as per the provisions of the RTI Act. Many PIOs fail to do so even 5 years after the enactment of the RTI Act due to ignorance and lack of proper training. The third parties too remain ignorant of their rights and fail to defend their case.
