Indians living in Kashmir have more rights than Indians living in other States!!!! They can buy land anywhere in India whereas Indians living in other States cannot buy land in Kashmir!!!!! Just allow Indians from other States to buy land in Kashmir and in a few years the Kashmir problem will ebb!!!!!! Kashmir needs investments....... jobs...... idle minds there have become the Devil's workshops....... social and economic inbreeding is killing the Valley..... just make Srinagar cosmopolitan!!!! This time the tourist season was good and the locals have benefitted...... locals have already started lamenting 'what if terror returns'?????? I wonder the lot that calls for azaadi, when they migrate from the Valley they go to Mumbai or Delhi........ as they are so fixated with azaadi they should demand being allowed to change their citizenship and shift to POK!!! India needs to take up with Pakistan for 'safe passage' for Indians living in Kashmir who want to shift to POK......just for the info of the migrating azaadi lot at present the Dubai route is open!!! And Kashmir needs to be freed from the Abdullahs....... brainless and visionless........ they just know how to party...... it's rumoured during NDA days Omar 'made a killing' via deals!!!! It's also rumoured that 'come rain, snow or shine' Omar flies to Delhi , of course at our expense, to party in Delhi!!

Its time India thought out of the box!!!!!!

Advice the azaadi lot 'soon you will be free to go to POK as we are working on opening for you the border locks'!!

What if Yeddy decides to stick on....... do not forget he and Reddy's hold sway over quite a sizeable chunk of MLAs!!!!!! This could also be a game by BJP.... in Delhi they sack him and he goes to Bangalore and via a show of strength refuses to resign....... and BJP says 'we are a Democratic Party and as there is no High Command culture in BJP it's the MLAs who represent the people who decide'!!!! Though I feel this will not be politically correct!!! Yeddy himself is not averse to a mid-term poll......and with Reddy's backing him he's got the money to fight an election!!! By afternoon Ghadkari was able to get through to Yeddy and advice him 'he has a battle to fight ahead (outfall of Hegde's report) and will need the Party's help'!!! Yeddy's sent his resignation to Ghadkari!! Now the succession battle has started!!! All the recent meetings have left BJP Leaders mentally tired and overfull.... they are not used to so much work!!!

Advani's all of a sudden is feeling dopey........ Sushma has a finger on her lips!!!

Jaitley says his sugar is high........antacid liquid Ghadkari sips!!!

In Punjab be it the Akali Dals, Congress or PPP..... all are looking towards NRIs for their moolah!!!! They say Amrinder's pals have already chalked up a fund raising trip for him...... luxury hotels and private jets/choppers have been booked....it is rumoured Arusa gave Amrinder permission after he gave her in writing that he will not get besotted while on his UK, US and Canada trip!!!!! Manpreet keeps giving yarns that he has had to change bookings for meetings because with every passing day 'the RSVPs' go up and the meeting venues become inadequate because of space..... he will very soon realize there is a huge gap between Facebook hits/chatter and reality!! Sukhbir's got his act in place......... that is because he has extensive experience in mobilizing funds!! And in his case the NRIs know 'his window gives all the clearances to them if Akalis come to power'....... only problem is now Sukhbir's 'price for favours' is sky high.... happens when you are in power!!

Punjab is in Poll mode...... money, booze and drugs deluge!!!!!

Booze and drugs are as it is in Punjab a menace...... huge!!!

The last quarter of this year is going to be very trying .... economically!!!! There are chances the Sensex will fall to 15,000 - 16,0000 range!!!!! Montek says inflation will ebb.... he does this every now and then!!!! There is a huge oversupply in the Housing Sector..... and this bubble to is going to get pricked!!! Be liquid...... keep your money in FDs......... and for God's sake do not get taken in by Broker talk....... remember a Broker for his commission can make you risk your future!!!

Keep your ears to the ground and treat stocks like plague up to December!!!!!

The fall will be sudden like in the past and portfolios fall will literally 'dismember'!!

PS..... one year to go and London is already ready to host the Olympics...... compared.... for the much smaller Commonwealth Games India was nowhere near completion a year before the Games!!!!! In London they've already started the fun and games before the Games..... in India a year to go and OC, Sports Ministry and Delhi Government were playing 'games'!!

How to mess up ?

Dept of Public Enterprises has issued an OM regarding creation of Corpus for Retirement benefits of employees of CPSEs who had retired before 1.1.07 and one of the sentence read as : It is clarified that scheme should not become a defined benefit pensionary scheme".

Can any one please enlighten me what does this mean?

CGHS facilities

I would like to raise this issue of CGHS facilities provided to the Central government officers. It does not actually cater fully to the requirements, for eg, if a test is required for a patient, a permission from an officers' office becomes a necessity, despite the tests are given from government hospitals. In weekends one has to buy medicines from outside the CGHS dispensary. Why can't we have a simple card system, the PSU's have for their employees and the bills could directly be sent to the concerned authority for reimbursements. I just wish and hope the government should come out with the scheme of cashless facilities and it should be less cumbersome in terms of getting separate permission for each and everything.

Don't hide depression

Gone are the days when 'depression used to be considered as a blot'. It is a 'medical problem' and no one should hide it. One should without any delay and hesitation go to a Psychiatric Doctor, when he starts suffering from Depression. Depression can take place in any one including the 'Psychiatric Doctor'. A lot of dissemination needs to carried out in this area of medical problem. The loss which you are causing to your body and mind by not taking any medicine during the 'Depression episode'; is much more than the loss you are causing by taking some mild medicine.

You can't have all

This is in response to your whisper on IRS. My friend has regretted delay in promotion as compared to IAS though he missed it by 3 ranks. He should think of friends who missed civil services by few marks in interview and joined bank or lectureship. Imagine their plight. As long as all his colleagues are treated equally, he need not crib. He should also see how many of these income tax and customs officers have grabbed creamy jobs in mnistries and public sectors as compared to other sister allied services. With whom he compares for promotion. Cum on you can't have all.

RTI

Claiming exemption as the third party

Certain information about a property assessment was refused by the PIO claiming that the owner of the property had opposed disclosure of the information to the applicant. Since no grounds were advanced as per Section 8(1) of the RTI Act to justify the denial of information, the Commission did not accept the objection of third party and directed to provide the information.

Comments

When a citizen applies for information which has been provided by or is related to a third party, it can be denied only if it is exempted under Section 8(1) or Section 9. Section 11 merely requires the PIO to seek the objections of the third party and keep them in view while deciding whether to release the information as per the provisions of the RTI Act. Many PIOs fail to do so even 5 years after the enactment of the RTI Act due to ignorance and lack of proper training. The third parties too remain ignorant of their rights and fail to defend their case.
